Agenda item 1.7 (TT&C fr shrt duratin NGSO) Aviatin View: Prtect aviatin use f 150.05-174 MHz & 400.15-420 MHz (e.g. 406 MHz) APT Members are f the view that: ITU-R studies shuld be cntinued in accrdance with Reslutin 659 (WRC-15) Prtectin f existing services is necessary and any new allcatins r upgrades f existing allcatins t the space peratin service culd be applied withut any cnstraint t the incumbent services and their future develpment The fllwing frequency ranges shuld nt be cnsidered: Maritime mbile VHF radicmmunicatin in the frequency ranges 156-157.45 MHz, 160.6-160.975 MHz and 161.475-162.05 MHz, in accrdance with RR N. 5.226 and Appendix 18 (Rev. WRC-15) The frequency range 406-406.1 MHz that is dedicated fr satellite emergency psitin-indicating radi beacns, in accrdance with Reslutin 205 (Rev. Agenda item 1.8 (GMDSS) Aviatin View: Supprt GMDSS imprvements, but mnitr t ensure n impact t aviatin systems if GMDSS targets AMS(R)S bands then ensure AMS(R)S maintains pririty APT members supprt the ITU-R studies n pssible regulatry actins fr GMDSS mdernizatin t enhance maritime capabilities and the studies n sharing and cmpatibility with ther services in the frequency bands and adjacent frequency bands under study and t ensure pssible mdificatin t the Radi Regulatins t prtect services t which the frequency bands are currently allcated withut any cnstraints by additinal GMDSS satellite systems, in accrdance with Reslutin 359 (Rev. WRC-15) Regarding reslve 1, APT members supprt the incrpratin f NAVDAT systems and NAVDAT frequencies, bth MF and HF as described in Recmmendatin ITU-R M.2010 and ITU-R M.2058, int GMDSS. Agenda item 1.9 (issue 1.9.1) (Autnmus maritime radi devices in 156-162.05 MHz) Aviatin View: Supprt GMDSS imprvements, but mnitr t ensure n impact t aviatin systems APT members supprt the ITU-R studies n the spectrum needs, technical and peratinal characteristics, categrizatin, identificatins f AMRDs and its applicatins, as well as the studies in relatin t regulatry actins within the frequency band 156-162.05 MHz while ensuring the prtectin f the GMDSS and AIS, in accrdance with Reslutin 362 (WRC-15) APT members are als f the view that: AMRDs which enhance the safety f navigatin shuld be regulated fr the use f frequencies and identities f the maritime mbile service; AMRDs which d nt enhance the safety f navigatin, regulatin f the use f frequencies, and technical and peratinal characteristics, shuld benefit bth the user f devices as well as cexistence with maritime safety devices and applicatins. Identificatin f additinal spectrum within the frequency band 156-162.05 MHz and a new numbering scheme which is different frm thse in the existing maritime mbile service shuld be cnsidered; Search and rescue aircraft system perating in maritime frequencies must be prtected. WRC-15) t identify pssible new allcatins t the maritime mbile-satellite service fr VDES satellite cmpnent In regards t the pssible mdificatin f the Radi Regulatins under WRC-19 Agenda Item 1.9.2, APT Members are f the view that: - Existing allcatins and systems in the same and adjacent bands, especially the AIS, must be prtected frm harmful interference r any cnstraints, which include but are nt limited t, any mdificatin requested t existing AIS equipment; - Search and rescue aircraft system perating in maritime frequencies must be prtected; - VDES satellite cmpnents dwnlink transmissin shuld nt degrade the terrestrial VDES cmpnents, ASM and AIS peratins; - VDES satellite cmpnents shuld nt claim prtectin frm harmful interference caused by statins f a land mbile service t which frequencies are already assigned; and - If the spectrum needs were apprpriately justified, new spectrum allcatins culd be identified t the maritime mbile-satellite service (MMSS) (Earth-t-space and space-t-earth) with the prvisins ensuring nt t cause harmful interference and n claim f prtectin frm incumbent service n a primary basis in the same and adjacent frequency bands.
