COMMISSIONERS MEETING JUNE 21, 2018 The Greene County Commissioners meeting was brought to order at 10:00 am by Chairman Blair Zimmerman in the first-floor meeting room of the County office building. Others in attendance were: Commissioner Coder, Commissioner Trader, Chief Clerk Jeff Marshall, Cheryl Cowen, Becky Harris, Steve Barrett, Carol Gooden, Marcy Maletta, Pam Mason, Charlotte Popielarcheck and the General Public. Dean Virgili, Representative, Brooks Crago American Legion Post #816 to lead the Pledge of Allegiance. MINUTES Commissioner Trader made the motion and Commissioner Coder the second to approve the minutes from May 24, 2018. Vote unanimous. PROCLAMATIONS 1. Commissioner Coder made the motion and Commissioner Coder the second to accept a Proclamation for the Pennsylvania Association of School Retirees June 2018. Vote unanimous. RESOLUTIONS to accept a Resolution recognizing the staff of Greene County Children and Youth Services June 2, 2018. Vote unanimous. FINANCE AND ADMINISTRATION 1. Commissioner Coder made the motion and Commissioner Trader the second for an allocation to the Greene County Historical Society in the amount of $15,000.00. Vote unanimous. 2. Commissioner Trader made the motion and Commissioner Coder the second for an Ordinance authorizing the County of Greene to enter into an Intergovernmental Cooperation Agreement and authorizing the participation in the Pennsylvania Counties risk pool pursuant to the Pennsylvania Intergovernmental Cooperation Law, as amended. Vote unanimous. 3. Commissioner Coder made the motion and Commissioner Trader the second to appoint Commissioner Blair Zimmerman to the Board of Delegates related to the PCoRP Intergovernmental Cooperation Agreement. Vote unanimous. 4. Commissioner Trader made the motion and Commissioner Coder the second to terminate the Conflict Attorney Agreement dated 01-19-17 between the

County of Greene and Erick D. Rigby, LLC termination date being 07-31-18 at Mr. Rigby s request. Vote unanimous. 5. Commissioner Coder made the motion and Commissioner Trader the second for the 2018 Grant Agreement between the County of Greene and the Pennsylvania Housing Finance Agency. Vote unanimous. 6. Commissioner Trader made the motion and Commissioner Coder the second to accept change order #2 from Mariani & Richards, Inc. in the amount of $27,400.00 for the Fort Jackson project. Vote unanimous. 7. Commissioner Coder made the motion and Commissioner Trader the second to award a bid to Humble Carpet in the amount of $89,389.00 for the Fort Jackson flooring. Vote unanimous. 8. Commissioner Trader made the motion and Commissioner Coder the second to cancel the Enterprise lease approved on 04-05-18 and approve an Open- End Lease between the County of Greene and Enterprise for a 2018 Ford F- 150 Police Responder. Vote unanimous. 9. Commissioner Coder made the motion and Commissioner Trader the second to accept change order #4 in the amount of $18,810.00 from Morgan Excavating for Greene County Airport Access Road East and Parking Lot. Vote unanimous. VETERANS AFFAIRS for an agreement for the care and maintenance of 169 graves in the Oakmont Cemetery located in Franklin Township at $3.00 per grave for a total of $507.00. Vote unanimous. 2. Commissioner Coder made the motion and Commissioner Trader the second for an agreement for the care and maintenance of 338 graves in the Rosemont Cemetery located in Center Township at $3.00 per grave for a total of $1,014.00. Vote unanimous. HUMAN SERVICES for the FY2018/2019 contract with Southwestern Pennsylvania Area Agency on Aging for transportation services. Vote unanimous. 2. Commissioner Coder made the motion and Commissioner Trader the second for the FY2017/2018 budget revision with Echo Child Development Centers, Inc. for CCIS. Vote unanimous. DRUG AND ALCOHOL to accept the Young Lungs at Play policy revision. Vote unanimous.

CDBG 1. Commissioner Coder made the motion and Commissioner Trader the second for a Cooperation Agreement between the County of Greene and Cumberland Township for the FY2017 CDBG Program Administration. Vote unanimous. CONSERVATION concurrence with the Greene County Conservation Districts grant awards from Dirt, Gravel, and Low Volume Road Program: Vote unanimous. Cumberland Contura, LLC has submitted an application for a mining activity permit located in Wayne Township. 3. Consol Pennsylvania Coal Company, LLC plans to conduct blasting at the Bailey Mine 7L bleeder airshaft in Richhill Township. 4. Stahl Sheaffer Engineering, LLC on behalf of CNX Gas Company is submitting a general permit application 7 to the Pennsylvania Department of Environmental Protection for the GH-15 culvert replacement located in Center Township. 5. Consol Pennsylvania Coal Company, LLC is submitting a permit application to the Pennsylvania Department of Environmental Protection for the Bailey Coal refuse disposal areas no. 1 and no. 2 permit 30810702 MOR Gas Well Permit Revisions located in Morris Township.

6. Greylock Production, LLC is submitting a water management plan amendment for a water withdrawal associated with oil and gas exploration, production, processing or treatment operations or transmission facilities from the Pennsylvania Department of Environmental Protection located in Cumberland Township. 7. Consol Pennsylvania Coal Company, LLC is submitting an application for a mining activity permit located in Richhill Township. 8. Emerald Contura, LLC is submitting an application for a mining activity permit located in Franklin Township. 9. Southwestern Pennsylvania Water Authority is submitting for the approval of the alteration of the crossing where S.R. 0088 Eighty-Eight Road crosses below grade of a bridge carrying the track of Contura Pennsylvania Corporation, LLC located in Monongahela Township. 10. Washington Township is applying for a GP-3 stream bank stabilization permit to stabilize an eroding stream bank and gravel bar removal along Hickory Lane located in Washington Township. 11. CNX Midstream Operating Company LLC (CNXM), Civil and Environmental Consultants, Inc. is applying to the Pennsylvania Department of Environmental Protection for a chapter 105 general permit registration for wetland stream and floodway impacts associated with the Morris to McQuay phase 2 reroute project located in Morris Township. 12. CNX Gas Company, LLC is applying to the Department of Environmental Protection for permits to drill and operate gas wells located in Richhill Township. 13. Pennsylvania Department of Environmental Protection general permit acknowledgment notification T459 Pitcock Run Road Bridge Deck Replacement located in Whitely Township. 14. 17. CNX Midstream Partners, LP is submitting an erosion and sediment control general permit (ESCGP-2) application for earth disturbance associated with oil and gas exploration, production, processing or treatment operations, or transmission facilities to the Pennsylvania Department of Environmental Protection located in Center Township. 18. CNX Midstream Partners, LP is submitting a general permit registration package for utility line stream crossings (GP-5 s) and temporary road crossings (GP-8 s) associated with proposed impacts to streams as a result of oil and gas exploration, production, processing or treatment operations or transmission facilities to the Pennsylvania Department of Environmental Protection located in Center Township. 19. Chevron Appalachia, LLC Civil and Environmental Consultants, Inc. is applying to the Pennsylvania Department of Environmental Protection for authorization under the ESCGP-2 permit for construction of the Commonwealth B Well Site Project located in Dunkard Township. 20. CNX Midstream Operating Company, LLC is applying for coverage under the erosion and sediment control general permit (ESCGP-2) for earth disturbance associated with oil and gas exploration, production, processing or treatment operations or transmission facilities from the Pennsylvania Department of Environmental Protection located in Richhill Township.
