For this purpose, sensor data of airborne and spaceborne systems, which acquire the data from the same scene with different spatial and spectral coverage, are used. The employment of different sensors offers the opportunity to take benefit of the specific sensor characteristic to detect and fuse complementary features of the same object. Examples are operational status by IR sensors or material properties provided by multispectral sensor data. The use of different sensors enables the exploitation and the extraction of information on different levels. A data fusion as well as a feature fusion may support a value adding to the reconnaissance chain, which is especially helpful for the interpretation of built up areas in urban terrain. A prerequisite of every data fusion is the registration. In the case of heterogeneous datasets of sensors with different imaging properties a rigorous orthorectification is necessary. In this paper different examples are presented for a fusion of orthorectified multisensor data. Data fusion on pixel level and feature vector fusion are demonstrated using image data of IR, SAR, VIS and cadastral information. 1 Introduction The employment of different sensors opens the opportunity for an exploitation of complementary as well as supplementary sensor information for many purposes. By this value added information enhancing the reliability of the exploitation can be provided. In general, topographic mapping of urban areas is based on sensor data acquired from airborne platforms in nadir view under good weather conditions, e.g. aerial imagery in the VIS and IR spectral channel. An alternative part of the frequency spectrum of steadily growing importance in remote sensing is the RADAR providing significant advantages like independence of daytime and the large signal wavelength provides almost insensitivity to weather conditions. In the future Synthetic Aperture Radar (SAR) sensor systems will offer a wider variety of modes and image products with a short revisit time, a spatial resolution up to decimeter, and polarimetric and interferometric capabilities. These types of image products offer, together with data sets from optical and multispectral sensors on satellite and airborne platforms, a high number of potential applications. The main challenge to use the potential in the data is an appropriate fusion on the data level or feature level. The main advantage of a fused exploitation of multi-sensor data is the possibility to combine com-

plementary information for the same objects. Different object features or characteristics can be achieved by complementary sensors. For example the thermal emission of an industrial plant is detectable in the long or midwave infrared range and is helpful to identify the operational condition of the object. This feature for example is not observable in a SAR or VIS image. On the other hand the interpretation of a SAR image can be enhanced by combining it with multispectral data. Here methods are applied as for pansharpening. For this an orthorectification with a high resolution DSM is a preliminary step for fusion and a combined exploitation of the used data sets. The orthorectification is described in [TSTC06]. In section 2 the considered data sets are introduced. Results based on a data fusion are demonstrated in section 3. In section 4 first results by a fusion on feature level are presented. The assessment of results and the conclusions are discussed in section 5. 2 Considered Data Sets Three images from different sensor types were investigated covering the urban area of city Karlsruhe. The images were taken in the RADAR, VIS and thermal IR spectral range. A SAR sensor acquires data in an active mode from an oblique and side-looking viewing direction. The test data were acquired with the airborne AER-II sensor of FGAN [En98]. The ground resolution is approximately 1 m, off nadir angle θ about 55, sensor altitude of about 3000 m and the distance to first range bin in slant range is 4650 m. The panchromatic and multispectral test data were delivered from the spaceborne sensor QuickBird. The ground resolution is 0.6 m, the off-nadir viewing angle spans up to ~25, the satellite orbit altitude is 450 km and the speed is about 7.1 km/s [Di06]. The considered infrared data were recorded by a frame scanner (Barr & Stroud IR-18) [PB01]. The resulting image points are equidistant to the perspective centre of a spherical surface. The captured long wave infrared or thermal infrared signal occupies the range from 8 to 14 μm. The image data have an effective size of 768 x 500 pixels and were recorded by an airborne platform at approximately 800 m height. Additionally cadastral data of this area were used. 3 Data Fusion The possibilities for a combined exploitation of the considered datasets are very diverse. As example it is demonstrated here that the difficult interpretation of the SAR image by an image analyst can be supported by merging multispectral data with the SAR image on pixel level. For this the same techniques as used for pan-sharpening of multispectral data have been evaluated. Figure 1c and 1d shows the results of an intensity-hue-saturation (IHS) transform. Figure 1c represents the combination of a false color IR representation with the SAR image shown in Figure 1a. The color depicts vegetative vigor in shades of red - brighter red in the image indicates more vigorous vegetation. This representation supports e.g. to deduce the local configuration of the ground. Figure 1d shows the ability to sharp low resolution multispectral true color (Figure 1b) with a SAR image. Such a

combination gives e.g. helpful hints for the interpretation of the different backscatter characteristics of roof structures visible in this image. a) SAR-Image b) Multispectral True-Color Image c) Fusion: IR-False Color & SAR (a) d) Fusion: True Color (b) & SAR Figure 1: Data fusion results of different image and spectral combinations 4 Fusion on Feature Level Automizing the fusion process requires an appropriate description of the objects and phenomena in an image automatically according to the application. In a first example the investigations were focused on the detection of the operational status of buildings in urban areas. This status corresponds often to a thermal emission of the buildings, which can be detected by MIR- or LWIR-sensors. In a first step the introduced image data set was orthorectified [TSTC06]. As a result these data coincide with the related cadastral information. This cadastral information defines the outline of the buildings and additionally the areas of interest in which hints for a thermal emission should be detected. The vector informa-

tion from the cadastral data is deployed to intersect the building outline with the information of the thermal channel automatically. In the IR-image hot regions (bright) are segmented by a region growing process and the mean relative temperature of these regions is calculated. The intersection of cadastral information and temperature attributed segments is realized by a decision rule [SST99]. Figure 2 shows a result of this processing chain. The first image shows the panchromatic orthorectified QuickBird image. The other images contain the same image overlaid by segments attributed with different temperature. These temperatures of the thermal emission are distinguished by different colors. The requirements to the registration and orthorectification are stronger because the failure tolerances of an automatic task are usually lower than of a human interpreter who can compensate these failures by a much better context interpretation capability. a) b) c) Figure 2: a) QuickBird Image, b), c) images with overlaid segments of different temperature red very high, yellow high, green medium, blue cold a) b) c) Figure 3: a) NDVI image b) segmented vegetation areas, c) vegetation areas overlaid SAR image As mentioned in the previous chapter the interpretation of SAR images can be enhanced if spectral information can be fused with it. Whereas the fusion in the previous chapter was performed on a pixel level here a separate vegetation layer is calculated by the Normalized Difference Vegetation Index (NDVI) which deploys the Red and the NIR channel of the QuickBird image [Al01]. After segmentation the results are overlaid with the SAR image. Because the vegetation areas are available as separate image objects specific features can be calculated e.g. area size, compactness, and variance. This is e. g. useful to determine the vegetation coverage of this area (40%) or to filter out small vegetation areas (single trees).

5 Conclusions Aim of the investigation was to analyze different steps to fuse and combine heterogeneous data sets. In particular for the automatic fusion and exploitation of multisensor data the orthorectification of the data with high resolution DSM data is a necessary prerequisite [TSTC06]. Different approaches are demonstrated to fuse information of heterogeneous sensor systems. The first addressed the enhancement of SAR image interpretation by multispectral information. This is only a fusion on the pixel level and the higher level interpretation has to be performed by the human interpreter. The second case addresses an automized fusion on the feature level. A prerequisite for this approach is automatic feature calculation and a rule based system to fuse these features. Examples to determine the operational status and a simple approach to incorporate knowledge about the vegetation coverage in urban areas were given. In the future other automatic fusion examples will be investigated. Especially the advantage of a SAR sensor its availability at day/night and under bad weather conditions will be investigated for change detection and observation.
