RECOMMENDATION: Adoption FISCAL IMPACT/BUDGET IMPLICATIONS: None. BACKGROUND: Boise Fire Department will be take possession of approximately 998,000 dollars of emergency communications equipment. The equipment has been provided by Ada County Emergency Communications Planning Commission (ECPC). The Boise Fire Department is now deploying the new Multi-Band portable radios to all fire suppression units. The new radios allow firefighters to use the current VHF analog communications system as well as the 700MHz digital trunked system within the same radio. This is the first step toward integrating the VHF (fireground safe) frequency spectrum and the 700MHz (wide area) spectrum. These radios also provide firefighters direct communication with local, state, and federal first responders who may play a significant roll in protecting the City of Boise. The radios have been provided by Ada County ECPC funds. There is no cost to the City of Boise. ECPC is comprised of representatives from all emergency response agencies within Ada County; Ada County Sheriffs Office, Garden City Police Department, City of Meridian Police and Fire Departments, Ada County Emergency Medical Service, the rural fire districts of Ada County (Eagle, Star, and Kuna Fire Departments) and Boise Police and Fire Departments. The Fire Department would request your ratification of the receipt of the multiband portable radios purchased by ECPC and approval of the ECPC agreement. RESOLUTION NO. BY THE COUNCIL: CLEGG, EBERLE, JORDAN, MCLEAN, SHEALY AND THOMSON A RESOLUTION APPROVING THE ACCEPTANCE OF APPROXIMATELY NINE HUNDRED NINETY-EIGHT THOUSAND DOLLARS OF EMERGENCY COMMUNICATIONS EQUIPMENT PROVIDED BY THE ADA COUNTY EMERGENCY COMMUNICATIONS PLANNING COMMITTEE TO THE CITY OF BOISE THROUGH THE BOISE FIRE DEPARTMENT; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the Ada County Emergency Communications Planning Committee has determined Fire Departments and Districts within Ada County need emergency communications equipment compatible with the 700 megahertz radio system and have used 911 telecommunications funds to purchase such equipment; and WHEREAS, the Ada County Emergency Communications Planning Committee has granted and delivered to the City of Boise s Fire Department 185 700 megahertz compatible emergency communication handsets and other related equipment (charging bases, batteries, and speaker/microphones); and WHEREAS, on April 25, 2011, Ada County Commissioners passed Resolution Number 1751, a copy of which is attached hereto as Exhibit A, which authorized the transfer of said equipment to the Boise Fire Department at no cost to the City of Boise. NOW THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE CITY OF BOISE CITY, IDAHO: Section 1. That the City of Boise hereby accepts the grant of 185 700 megahertz compatible emergency communication handsets, and other related equipment, from the Ada County Emergency Communications Planning Committee, as provided for by Ada County Resolution Number 1751.
