BUILDING SUSTAINABLE AND RESILIENT COMMUNITIES EPWG-MEETING KUN GAO MINISTRY OF CIVIL AFFAIRS OF CHINA Nature Disaster Annually 70% global disasters occur in Asia-pacific region, driving dreaded losses of human lives and assets, holding back sustainable growth. 1
APEC MEMBER ECONOMIES---all suffer from serious consequences caused by nature disasters, which have posed greatest threat to societies alongside with other risk factors such terrorism, pandemic, health danger and other likes. APEC-EPWG APEC has made disaster related issues as one of the key agenda of its work to sustain the security and economic development in the region. APEC's Emergency Preparedness Working Group (EPWG) responds to the increasing need in addressing the risks and devastation of nature disasters and therefore commits its effort to assist economies to deal with disasters and widely launch the cooperation in the filed with its partners 2
The 8 th SDMOF 8th Senior Disaster Management Officials Forum August 11 12, 2014, Beijing, China Science and technology strengthening disaster risk reduction Ministers and senior disaster management officials from 17 APEC member economies of Australia, Canada, Chile, China, Indonesia, Japan, Malaysia, New Zealand, Papua New Guinea, Peru, Philippines, Russia, Singapore, Chinese Taipei, Thailand, the United States, and Vietnam, and 4 international organizations of UNDP, UNICEF, UNSPIDER and ADPC, participated in the SDMOF The 8 th SDMOF The Forum was hosted by the Ministry of Civil Affairs (MCA) of China, Mr. DOU Yupei, Vice Minister of MCA delivered the welcome and opening address. Under the forum s theme four sessions were organized on related issues. 3
The 8 th SDMOF Theme 1 Innovative role of science and technology in disaster preparedness Discussions held following presentations made by delegates from Australia, China, Indonesia, Mexico, Russia and United States and by international experts. During the session, we discussed the importance of science and technology in disaster risk reduction and preparedness, we realized effective application of science and technology may effectively reduce the losses, such as advanced earlywarning and monitoring, modern communication network, information management and such likes. We also see the gaps in utilizing the science and technology for disaster reduction and preparedness among member economies as well as the accessibility, affordability and effectiveness of science and technology diversified to different levels of the government. We understand the application of S&T should be applied in accordance with local characteristics and conditions. The 8 th SDMOF Theme 2 Science and technology strengthened efficiency in emergency responses After the keynote speeches by participants of economies, we concluded: after occurrence of a major disaster, modern S&T enabled technical tools were being widely used for all disaster emergencies in the APEC region including: Space technology, aircraft, on-ground observation---information Voice and data communication network---communication Rescuing equipment, machines and medical facilities rescue Financial tools and modules compensation and subsidies of losses Advanced transportation----availability of necessary materials 4
The 8 th SDMOF Theme 2 Science and technology strengthened efficiency in emergency responses We shared the experiences of using S&T for emergency response of different economies and noticed the satellites data have been widely shared and exchanged among economies in many cooperative projects. We noticed that advanced transportation tools and mobility measures play significant role in conveying the human resources and materials to disaster affected areas. We observed that many economies have already formed the disaster rescue capacities by developing and applying special technologies and facilitations for disaster emergency response The 8 th SDMOF Theme 3 Science and technology enables more resilient rehabilitation Under this theme, we shared the experiences and good practices in recent 20 years in the region about utilization of S&T in the process of recovery and rehabilitation after large-scale nature disasters such as flood in china in 2011, earthquake 2011 in Japan, New Zealand and others. these practices have demonstrated that S&T may assist disaster recovery, Some of the proposed technologies include the use of LIDAR, computer aided imagery, early seismic warning systems, and engineering simulations, new materials. Rehabilitation process may further create a development opportunity to less developed areas by propelling them into a new information society, which may enable communities be more informed and prepared to disaster risks. 5
The 8 th SDMOF Theme 4 International and regional cooperation on science and technology application for disaster risk reduction According to the speeches by participants, many showcases proved the importance of regional and international public-private cooperation in applying S&T in disaster risk reduction in terms of its availability, accessibility, possible affordability. Regional cooperation and cooperative arrangement were found to be necessary for rapid disaster response and in facilitating rapid travel of emergency responders and materials. Here, we also noticed that slow progress in second and third areas of HFA is the evident of limited utilization of S&T in many aspects due to the various factors of local conditions. The 8 th SDMOF Theme 4 We concluded that cooperation efforts and initiatives were necessary to deal with relevant issues such as lack of awareness, slow measures, lack of preparedness and coordination for international assistance, non-responsive policy procedures and lack of skills and knowledge We agree that it is especially important to establish public-private cooperation in terms of satellites communication as well as the disaster insurance. We consider that EPWG is expected to play an important role in fostering international and regional cooperation and encouraging private sectors to join the effort to address the relevant issues 6
Recommendations-1 Based on our discussion and understanding of all above-mentioned, we proposed the following action-oriented recommendations to be implemented by APEC member economies. These recommendations were formally adopted by the SDMOF and submitted to the Leaders Summit. 1. Enhancing awareness of policy makers through dissemination of DRRrelated scientific knowledge and technical information via multiple channels to bridge the gap between them and trained professionals, and to create synergy for achieving long-term DRR strategies and plans, and integration with climate change adaptation. Recommendations-2 Strengthening the role of S&T applications in DRR and emergency response, share knowledge and information, use local technologies, wisdom, experiences and resources, joint research to be better prepared with large-scale and cross-boundary disasters. Strengthening the role of S&T in post-disaster rehabilitation and the recovery process to ensure Build back better with stronger resilience to disaster risks and improved development sustainability. 7
Recommendations-3 Balancing response-focused disaster management with risk reduction and prevention oriented disaster risk governance by taking full advantage of crosscutting S&T opportunities and capabilities. Concurrent investment in S&T and related infrastructure development to meet actual needs in DRR and emergency response and to strengthen evidencebased disaster management. Facilitating public private partnerships (PPPs) for the provision of S&T enabled services and solutions for DRR and emergency response, such as remote sensing and insurance for large-scale disasters. APEC Leaders announced: We encourage further cooperation of member economies in disaster preparedness, risk reduction, response and post-disaster recovery, and cooperation in search and rescue, including through more robust networking among disaster management departments; following the APEC Guidelines on Appropriate Donations; improving supply chain resiliency; operationalizing the Trade Recovery Programme, reducing barriers to the movement of emergency responders and humanitarian relief across borders; increased data sharing; and application of science and technologies 8
