WHITMAN COUNTY Communications Systems Manager Position Description This is a highly skilled position that will perform a wide variety of tasks supporting the county s communications systems. These tasks include but are not limited to: design, preparing written specifications, conducting requests for proposals, purchasing, installation, implementation, commissioning, testing, and sustaining complex communications systems. This position reports to the Whitman County Commissioners or their designee. Essential Functions Inventory, document, and analyze the existing communications systems, their reliability, RF coverage, transport, and bandwidth. Develop and present written and oral recommendations, budgets, and schedules for upgrading existing systems to a state- of- the- art county wide communication system. Lead the procurement, implementation, commissioning, testing, and acceptance of new systems, site, and facilities. Plan for infrastructure site expansions, additions, and improvements as necessary to insure coverage and systems reliability. Sustain operations following implementation and commissioning. Essential Characteristics The successful applicant will have proven strong written and oral communications skills. Successful candidates should have a history of being able to make presentations to non-technical groups and being able to lead the group through a decision and budget process by building consensus among a diverse group of interests. 2
Specific Tasks Locate, diagnose, and correct malfunctions occurring in communications systems such as microwave, T1, fixed land mobile repeaters and base stations. Install or oversee the installation of radio site grounding, antenna systems, security systems, carrier equipment (T1, DS3), emergency power generators, fuel systems, towers, transmission lines, and site alarm status reporting equipment. Provide technical assistance and directions to contractors and vendors for a variety of jobs related to communications and other electronic equipment as appropriate. Monitor contracted work being performed to ensure compliance with bid or contract specifications, coordinate with vendors or manufacturers to obtain warranty repair service. Establish, document, and maintain appropriate preventative maintenance program for the communication system. Manage equipment replacement schedule and assist in budgeting for equipment replacement. Maintain currency of knowledge with respect to relevant state of the art technology, equipment, and/or systems including P25. Make recommendations to user-agencies as to maintenance/improvement of subscriber / end user radios, and assist agencies with the purchasing of equipment compatible with the goals and objectives of the Communication System and its Advisory Committee. Prepare and maintain various records of maintenance and operation, as required by the Federal Communications Commission (FCC) to include renewal of all FCC licensing. Establish and maintain cooperative, effective, and productive working relationships using tact, patience, and courtesy. Effectively plan and organize work and complete tasks within prescribed timeframes. Other duties as assigned. 3
Working Conditions/Physical Activities Off hours response and occasional work at night or on weekends may be required. Must be able to read architectural blueprints, schematics, wiring diagrams, and other similar documents. Substantial telephone and in person contacts will be required to communicate effectively. Must have the ability to lift a minimum of 50 pounds unassisted and work on hands and knees as required. Must be able to confidently and correctly identify color coded wiring such as are used with structured cabling systems for Data and Telephone. Knowledge and abilities Knowledge of: The principles of analog and digital electronics and microprocessor technology, as they apply to two-way radio communications systems. The principles, usage, and limitations of electronic testing equipment. Medium capacity microwave, carrier transport systems, and digital multiplexing (T1). The FCC Rules and Regulations as they apply to public safety land mobile radio and microwave. Radio system propagation and path loss calculations, transmitter/receiver characteristics, transmitter/receiver combining, and microwave communications theory. Competent in Microsoft Outlook, Word, Excel. Working knowledge of TCP/IP systems. Minimum Qualifications: Five years of experience in design, engineering, implementation, maintenance, testing or repair of public safety radio systems, including UHF, VHF, microwave and associated electronic equipment is required. 4
Must be a graduate of an accredited electronic technical school or hold a degree in electrical (or electronic) engineering or equivalent experience and training. Course work must be relevant to the position being applied for. Previous progressive responsibility and/or management experience in the communications maintenance field and experience in project management and record keeping functions is required. Experience in radio site maintenance is essential and required. Possession of the equivalent to a FCC General Class Commercial Radio Telephone license or competency certificate issued NABER is desirable. A valid Driver s License is required to fulfill traveling requirements of this position. Must be able to pass a criminal background check. 5
