About the s Dr. Diane N De Hoyos, CTPM, Assistant Vice President, Purchasing and General Services, University of Texas at El Paso Dr. Diane N. De Hoyos is currently the Assistant Vice President of Purchasing and General Services at the University of Texas at El Paso (UTEP). A native of Ohio, Diane received her undergraduate degree from Bowling Green State University, and earned her master s degree in Manufacturing Engineering from UTEP. In 2016, Diane received her doctorate in Mechanical Engineering from the University of Texas at El Paso. Prior to her employment at UTEP, Diane spent 29 years with various organizations including General Motors and Allied Signal in the areas of Procurement, Cost Reduction, Supplier Quality and Supplier Diversity. Diane has extensive professional experience in Mexico in the Maquiladora industry and has led global procurement teams throughout her tenure. Diane has received numerous awards for her community outreach efforts both locally and nationally including the prestigious HENNAC award (Hispanic Engineering Achievement Award) and is a UTEP Golden Nugget recipient for the College of Engineering. Diane was the first female to receive this award. She has served on the UTEP Alumni Board of Directors and is also a graduate of Leadership El Paso and Leadership Texas. Her contributions to the Hispanic engineering community have been featured in several publications nationwide. Throughout her career, her deep passion for her culture and family has provided a solid foundation. Diane attributes her success to her parents, native Texans, who believed that their children could lead a better life through education, hard work and perseverance. David Boswell, CPPO, CPPB, SPSM, Purchasing General Manager, City of Sarasota David spent 22 years in the United States Air Force in mixed careers that included purchasing. He retired out of Cannon Air Force Base and went to work for the City of Clovis. He was the Purchasing Manager there for almost 10 years. He has been the Purchasing General Manager for the City of Sarasota, Florida for the past 6 years. He holds a Bachelor of Science in Computer Science from the University of California, a Bachelor of Arts in Public Administration from Ashford University and an Associate in Applied Science in Aircraft Technologies from the Community College of the Air Force. He also has 3 certifications: Certified Public Procurement Officer, Certified Professional Public Buyer and Senior Professional in Supply Management. Since joining the Procurement Team at the City of Sarasota, David guided them to winning the National Procurement Institute s Achievement of Excellence in Procurement three years in a row. Michael J. Abernethy, Senior Director for Procurement Services University of North Texas System Mike Abernethy is currently the Senior Director of Procurement Services for the University of North Texas System (UNTS). Prior to coming to coming to UNTS Mike served as the chief procurement officer for the University of South Florida, New Mexico State University, and the Dallas County Community College District. He has always been a supporter of NIGP and NMPPA as he was a long time board member of NMPPA including serving in the role of Vice President. He is also a served 15 years in the United States Air Force and is a Gulf War veteran. Mike Holds a Master of Science Degree from Amberton University, and a Bachelors of Business Administration Degree from McKendree College. Ronald M Caviggia, CPPB, CPO, Procurement Manager, McKinley County Ron was born and raised in Gallup, New Mexico. He attended NMSU and received a BA in Business Management. Ron started his career in government service (after having worked in the private sector for several years) with the City of Gallup as the Warehouse Manager. Like most people in Purchasing, Ron never planned on Purchasing as a vocation of choice, he simply applied for a job in Purchasing as a way to move up. In 1993 Ron moved to the City of Gallup Purchasing Department as a Buyer and Contracts Manager. He was promoted in 1999 to be the City Purchasing Director where he remained until 2014. In 2014, the Purchasing Director s position opened for McKinley County and Ron was hired by the County, where he is still currently employed. 3
Desert Wolf Security Larry Hall is the owner and CEO of Desert Wolf Security Inc. He has over thirty-five years of experience in law enforcement and security. He is a retired Captain from the New Mexico Department of Public Safety, Motor Transportation Police Division. During his time as a police officer, Larry Hall was assigned to uniform patrol, the police academy as an instructor, a narcotics canine handler along with being assigned to the DEA Task Force. He is currently certified through the New Mexico Law Enforcement Academy as a master instructor in Firearms (pistol, rifle, and shotgun), Police Use of Force, Defensive Tactics, Emergency Vehicle Operations, and Police Officer Street Survival Tactics. Larry Hall is also a NRA certified Rifle Instructor and a graduate of the Force Science Institute as a Use of Force Analyst. He holds command level certification in Incident Command Systems; along with being trained and certified in bio-hazard live agent detection and handling. Additionally he is also a licensed Private Investigator in New Mexico and Texas. Larry Hall has also conducted numerous insurance claim investigations as an employee of the Veracity Research Company, with whom he is still employed. In addition to his law enforcement career, he was the security manager for the University of New Mexico Sandoval Regional Medical Center from 2012-2014, before entering the private security business. Steven M. Hicks, Director, Property Control, New Mexico Tech Mr. Hicks has over 30 years of experience working at multiple levels within an Accounting / Finance environment for both governmental and Fortune 500 organizations. He is a generalist in his field with many years of management of accounting functions and multi-faceted reporting systems. He is currently working for New Mexico Institute of Mining and Technology under the title of Director of Property Control. In this role his responsibilities include working directly with the proper acquisition of materials and services. He directs the efforts of the Property staff to comply with all aspects of applicable State and Federal regulations. Is the point of contact with all issues that arise with the Federal cognizant agent, which includes but is not limited to audits, transfer and or disposition of federal property, and oversees annual property reporting. Throughout his time here he has needed to develop an extensive understanding of all aspects of the institute s financial records, inclusive of capital assets from inception through depreciation to disposition. Throughout his career, he has held many positions within the field of fixed assets and has extensive experience in applying general accepted accounting principles in relation to fixed assets and to the entire accounting operations. During his career he has worked with multiple reporting systems utilizing either mainframe or server based environments. He has experience in implementation and conversion from current system to new system, while thoroughly documenting changes to processes and procedures. He has experience working in environments with large amounts of transactions and fully utilizes the MS suite of products to aid in the determination of areas of concern and in the process of reconciling to financial records. He currently instructs MS Excel, Word, and Power Point classes. Mr. Hicks graduated from California State University at Long Beach in 1991 with a Bachelor of Science degree in Accountancy and in 1986 he graduated from Golden West College with an Associate s degree in Business. Terry Davenport, Founding Member of NMPPA, NM EDGE Instructor Mr. Davenport is New Mexico s leading public purchasing pioneer. He helped implement the American Bar Association s Model Procurement Code that was adopted by New Mexico in 1984. He had the unique opportunity to create and implement request for proposals development, processing guidelines and evaluation procedures, as well as the RFP and accompanying contract templates. He developed the training manuals as well as all of the related class content much of which is still in use today. Mr. Davenport was a founding board member of the New Mexico Pubic Procurement Association. He programmed the first NMPPA web site and served as the web master for many years thereafter. He has continued as a valued supporter of the organization and it training programs. He has provided valuable public purchasing consulting and training for many 4
state agencies, local public bodies and several western states including Arizona, California and Oregon. He is currently serving as an instructor for New Mexico EDGE public purchasing certification program. Ben Lubkeman, CPA, Executive Director Accounting, Albuquerque Public Schools Ben Lubkeman is the Executive Director of Accounting/ Controller for the Albuquerque Public Schools. He holds a Bachelor s of Business Administration and a Master s Degree in Accounting from Kansas State University. He is a certified public accountant and a certified fraud examiner. Prior to joining APS in May of 2016, he spent the previous 14 years as an auditor, mostly performing governmental audits and investigations. Rennette Apodaca, MPA, CPPO, CPO Rennette Apodaca has earned a Bachelor of Accountancy and Master of Public Administration from New Mexico State University. She is a Certified Public Procurement Officer (CPPO) and State of New Mexico Certified Chief Procurement Officer (CPO). She is currently serving as Executive Director of Procurement and Accounts Payable for the Albuquerque Public Schools, Rennette Apodaca oversees the operations of the department for the 30th largest school district in the nation. Rennette s experience in procurement includes Director of Purchasing, Risk Management and Materials Management at New Mexico State University, Purchasing Manager at Dona Ana County, and Purchasing Supervisor for a Federal NASA Contractor. She teaches public sector related courses for New Mexico Edge that includes Public Sector Procurement, Contract Administration, Public Sector Budgeting, Public Finance and Procurement Administration. She has presented professional programs at numerous procurement conferences such as National Institute of Governmental Procurement (NIGP), National Association of Educational Procurement (NAEP), Kansas City Regional Procurement Exposition (KCRPE), San Antonito Public Procurement Association (SAPPA) and Rocky Mountain Governmental Purchasing Association (RMGPA). She has served as President of New Mexico Public Procurement Association (NMPPA) for the past three years. 5
