PHASE ONE South East Asia Project IDENTIFYING OBSTACLES TO MARKET GROWTH + HOW TO OVERCOME THEM FIRST REPORT OF ITS KIND IN S.E. ASIA INSIGHT + RECOMMENDATIONS, NOT JUST STATISTICS - SPONSOR ICOMIA SOUTH EAST ASIA PHASE ONE - COLLECTIVE EFFORT WITH KEY INDUSTRY PLAYERS UNPRECEDENTED ACCESS TO GOVERNMENT + PUBLIC AGENCIES REPRESENTING THE GLOBAL MARINE INDUSTRY SINCE 1966 www.icomia.org

THE ICOMIA IS THE INTERNATIONAL TRADE ASSOCIATION REPRESENTING THE GLOBAL MARINE INDUSTRY SINCE 1966 ICOMIA brings together national boating federations in one global organisation and represents them at an international level, presenting a strong and united voice when dealing with issues challenging the industry. No less than 35 national federations across the world are full members of ICOMIA today. Our members include the vast majority of the industrialised countries from North America across to Japan and China and from Finland to New Zealand. ICOMIA s working committees predominantly consist of our member associations and provide forums where the national associations can share their experiences and most importantly plan collectively to address issues facing the industry worldwide. With the support of our members throughout the world and in conjunction with the appropriate associations, ICOMIA lobbies international authorities and major organisations, publishes documents and guidelines and produces tools to facilitate the growth of the industry. ICOMIA s objectives are to provide a forum for the exchange of views between the different national marine industry associations; to produce internationally agreed standards to ensure high quality and safety of industry s products; to remove all barriers to trade, wherever they may exist; to promote boating and to give guidelines where appropriate. With the help of its members throughout the world and in conjunction with the appropriate boating associations, ICOMIA acts internationally on behalf of all those concerned for the boating industry s continued success and the public s ability to enjoy boating at all levels in a clean environment. COMMITTEES Our working committees predominately consist of our member associations and address issues challenging the marine industry worldwide. LIBRARY The ICOMIA Online Library contains useful information about the industry. Members can access and/or provide relevant data here. MEMBERS With the help of our members throughout the world, ICOMIA acts internationally on behalf of all those concerned with the marine industry.

The ICOMIA South East Asia Project During a meeting at the Singapore Yacht Show in April 2015, which was hosted by Singapore Boating Industry Association and chaired by ICOMIA, 28 industry leaders from all sectors of the industry in the region decided that ICOMIA should move ahead to help the industry in Asia more proactively. It was decided research will be undertaken on the market with the aim of identifying and understanding the obstacles to growth. After the initial research work is completed, enough data should be available for a follow up project for individual countries to put Economic and Social Impact studies together to engage their Governments. After a call for tender, ICOMIA nominated Mike Derrett Marine to undertake this research and create deliverables. COUNTRIES OF RESEARCH Subject to creation of an efficient funding mechanism, the research will be divided into four phases: Phase 1 Brunei, Hong Kong, Indonesia, Macau, Malaysia, Singapore and Thailand Phase 2 Sri Lanka and Taiwan Phase 3 Cambodia, Myanmar, Philippines and Vietnam Phase 4 China, India and South Korea

WHY ASIA? Asia is the main growth area in the world for the leisure marine industry. For the last thirty years most Asian economies have been growing and in the last ten years the GDP in most countries has increased at an average rate of 5% - 10% per annum, far higher than those of Europe and the USA. As a result, rapidly rising living standards are creating a new middle class in Asia that has a growing disposable income to spend on leisure activities including leisure boating. In addition to the rising middle classes, Asia Pacific has the highest population of High Net Worth Individuals (HNWI) in the world and by the end of 2015 is forecast to have the largest pool of HNWI wealth. This has seen the growth of the middle and larger (superyacht) size yacht sector together with the associated marina, equipment and service sectors. SOUTH EAST ASIA South East Asia has a number of countries that offer vast coastlines, a multitude of islands, and a growing middle and upper class population. The economies are boosted by direct internal and foreign investments, with tourism taking a major share. However there is little or no marine industry infrastructure in many of these countries, and in some cases feature hostile administrative environments. Current problems range from over prescriptive regulation of leisure boating in some countries, high taxes and duties and a general under awareness of what recreational boating can do to enhance a country s economy and to improve life for its population at all levels of society. With tourism putting boating activities on government economic plans in these countries, and traditional activities such as fishing together with the growth of diving becoming popular with both Asian s and visitors, many are sure these countries have potential to become future growth markets for our industry.

MDM COMPANY PROFILE Mike Derrett Marine has been carrying out market research and advisory projects for the recreational marine industry worldwide since 1989, and within Asia since 1991. Specialising in the developing boating markets of the world, and having carried out projects in over 46 countries, Mike Derrett Marine is recognised as one of the leading authorities on the marine industry in Asia and the Gulf States. The business has built up an extensive range of contacts throughout Asia in this period, which has also been assisted by Mike Derrett s role as Middle East and Asia correspondent for International Boat Industry magazine and www. ibinews.com. Mike Derrett Marine has also consulted on marina development projects for clients in Asia and the Gulf States. Trade Association and Government clients have included ICOMIA members NMMA, HISWA, BMF, Finnboat, Amsterdam RAI as well as the UK Department of Trade and Industry. Mike Derrett started his career in the leisure boat industry in 1973 and worked in sales and project management for a leisure boat manufacturer and for a workboat and high speed military boat builder before starting his own consultancy business in 1989. The client list over the past 26 years includes boat and equipment manufacturers, such as Bavaria Yachts, Brunswick, Cooney Marine Fabrications, Fairline, Ferretti Group, Gulf Craft, Lewmar, Majesty Yachts, Navico Marine electronics and Riva. mderrett@mikederrett.com www.mikederrett.com

South East Asia Project : Phase One Phase One of the Project will focus on the South East Asian countries that already have a marine leisure infrastructure that can be readily tapped into for information: PHASE ONE 1. BRUNEI 2. HONG KONG 3. INDONESIA 4. MACAU 5. MALAYSIA (PENINSULAR AND EAST) 6. SINGAPORE 7. THAILAND Three of these countries (Hong Kong, Thailand and Singapore), while having the most developed leisure boating infrastructure, still have problems in developing marinas and ensuring boater friendly rules and regulations. The remaining countries listed (Brunei, Indonesia, Malaysia and Macau) are at an earlier stage of leisure boating market development. The potential for boating to assist tourism and the local economy is often not fully realised in these countries. Identifying the key characteristics of these markets together with data will assist ICOMIA and the Industry in identifying a strategy to assist growth and harness Government and Authority backing.

Phase One Objectives + Deliverables 1. Without being exhaustive, a Phase One Report would detail: a) Industry SWOT analysis for each country b) National statistics on the boat population, marinas and other boating facilities c) Market reports of existing boating infrastructure such as marinas, boat and equipment dealers and distributors, charter companies, marinas d) Research on: Boat and yacht manufacturers: skill level, quality standards, issues with Government regulations and size of the industry sector by country Boat and equipment importers and dealers: capabilities, issues with Government and boating regulations, local preferences for types of boats and yachts, warranty and after sales issues and size of industry sector by country Marinas, boating clubs and mooring facilities: standards, issues with planning and development and size of industry sector by country e) Review of Government attitude to boating activities, and information on legislation, taxation, manufacturing and imports with relation to leisure boating together with any economic development plans for the sector etc. f) Considerations on foreign/direct investment opportunities for tourism and marinas g) The development of both leisure boating related tourism and general tourism h) Recommendations on how to develop a leisure boating friendly environment i) Ideas on how an Asian contact network can be set up to input and refine data on a continual basis to ensure market information is current j) Trade Pacific Partnership and Asian Economic Community Status Reports
