10 Response Measures ACT Avoid Get out fast; don t wait for others to validate your decision Barricade Put anything you can in between you and the shooter Avoid places that might trap you or impede movement Fight Last Resort If escaping or hiding are not possible, neutralizing the shooter in some way may be your only option CONTROL HANDS Any action you take may be your only means of survival

13 Defensive Actions If a code announcement is made over the PA about an active shooter, you must consider the following Are you alone? Are others nearby? Are they mobile? Can they help you and themselves? Are you near patient rooms? Are there rooms with inside door locks? 14 Active shooter vs. Hostage Taker Active Shooter Typically an individual but groups also possible Operate in either close quarters or open environment Random or specific targets Armed individual who has used deadly force Has unrestricted access Hostage Taker Armed individual or group who may or may not use deadly force In most cases, access is restricted Wants to use people as leverage Realizes importance of keeping hostages alive Suffering from acute stress that disrupts ability to function normally

16 Hostage Taker Active Shooter vs. Hostage Situation Differences Primary motive: Substantive Holds hostages to force fulfillment of demands Makes direct or implied threats to harm hostages Usually compensating for some type of loss Expressive Holds hostages to make some sort of statement Personal or Political Significant difference is containment of both offender(s) and victim(s) May or may not have used deadly force No two situations alike Highly Dynamic CPPS 2011 Proprietary Information All rights reserved Do not copy, reproduce or distribute
17 Law Enforcement Response Will not know if you are a threat Hands kill Raise your arms, spread your fingers, show your hands as you drop to the floor If officers enter a room where you are located Do not point at them or the shooter Do not scream or yell Be quiet and compliant Give them requested information on the shooter Number, Description, Location, Type of weapon
18 Hunterdon Healthcare Response The objective of this response plan is to provide guidance in the event that an active shooter event occurs at any Hunterdon Healthcare Facility. Our Plan is divided into 2 different sections: Hunterdon Medical Center Campus Procedures (Page 2 of the policy) Hunterdon Healthcare Satellite Facility Procedures (Page 6 of the policy) The Complete Active Shooter Response Plan in located in The Safety Manual in the Hunterdon Healthcare Policies within PolicyTech on the intranet.
19 Hunterdon Healthcare Response ACTIVE SHOOTER OVERHEAD PAGE CODES Lockdown Active Shooter: A Lockdown is when there is a threat or danger inside the building. The goal of a lockdown is to isolate the threat. During a lockdown staff should attempt to keep patients, visitors behind closed doors. If possible doors should be locked and lights turned off in rooms when possible. No one will be allowed to enter or exit the building during a lockdown. Lockout Active Shooter: A lockout is a situation where the threat is on the outside of the building. The goal of a lockout is to isolate the threat completely outside of the building. During a lockout all exterior doors to the facility will be secured and people will be kept in the building until the situation is secure. No one will be allowed to enter or exit the building during a lockdown. People will however be allowed to move freely through the interior of the building.

21 Hunterdon Healthcare Response HUNTERDON MEDICAL CENTER CAMPUS PROCEDURES The first employee to identify an active shooter situation: Should call the hospital emergency number (444) and report the Lockdown/Lockout (with the location of the incident) and a description of the person(s) with the weapon, and type of weapon if known. Evacuate patients, visitors and staff if safe possible to a safe location (i.e. lockable door or outside the building).
22 Hunterdon Healthcare Response HUNTERDON MEDICAL CENTER CAMPUS PROCEDURES The hospital operator upon notification will: Overhead page Lockdown/Lockout Active shooter three times as well as launch a Lockdown/Lockout Alert message on the Everbridge mass notification system. Give all available information to the Security Officers via the All Call Channel on the Radio. Notify hospital Administration, or the Nursing Supervisor after hours.
23 Hunterdon Healthcare Response HUNTERDON MEDICAL CENTER CAMPUS PROCEDURES If an Active Shooter comes into the area where you are and enters your unit, office or meeting room, you should: Try to remain calm. Try not to do anything that will provoke the active shooter. If there is no possibility of escaping or hiding, only as a last resort when your life is in imminent danger should you make a personal choice to attempt to negotiate with or overpower the shooter If the active shooter(s) leaves the area, barricade the room or go to a safer location.
24 Hunterdon Healthcare Response HUNTERDON MEDICAL CENTER CAMPUS PROCEDURES At a location distant from the active shooter, such as on a different unit or floor; or you are not able to leave the area safely: Remain calm Warn other staff, visitors and patients to take immediate shelter Go to a room that can be locked or barricaded Lock and barricade doors or windows Turn off lights Close blinds Block windows Turn off radios or other devices that emit sound Keep yourself out of sight and take adequate cover/protection (i.e., concrete walls, thick desks, filing cabinets) Turn cell phones off, or silence the phone and turn off the vibrate function. Have one person call 911 and state: " Hunterdon Medical Center (give your exact location). We have an active shooter in the hospital, gunshots fired."
25 Hunterdon Healthcare Response HUNTERDON MEDICAL CENTER CAMPUS PROCEDURES If you are in an outside area and encounter an active shooter, you should: Try to remain calm. Move away from the active shooter or the sound of gunshot(s) and/or explosions(s). Look for appropriate locations for cover/protection (i.e., brick walls, retaining walls, parked vehicles, etc.) Call 911 and provide the information listed above.

Move away from the active shooter or the sound of gunshot(s) and/or explosions(s).
