2 1 INTRODUCTION The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization (hereinafter referred to as the Commission ), intends to conclude a standing contract (hereinafter referred to as the Call-off Contract ) with a company (hereinafter referred to as the Contractor ) for the supply and delivery of Test kits and Test kits parts (the Equipment ) for infrasound stations of the Commission s International Monitoring System (IMS) network with fixed prices for a period of 2 years plus 2 year optional extension. The Commission anticipates that, based on the Call-off Contract, orders may be placed for the Equipment on a call-off basis at its own discretion under Formal Request for Delivery (FRD) issued under this Call-off Contract. The Commission shall order a minimum quantity of 5 (five) Type 1 Test kits and 3 (three) Type 2 Test kits, as a fixed service under this Contract. The Commission estimate that the FRD expected to be issued shall be up to 40 (forty) additional Type 1 Test kits and up to 10 (ten) additional Type 2 Test kits, as well as a number of Kits parts (interface boxes, cables etc.) under this Call-off Contract. The Commission, however, does not guarantee the number of Equipment to be purchased under the Call-off Contract and shall not be obliged to purchase a maximum or minimum number of Equipment. Ordered Equipment shall be delivered to the International Monitoring System Division (IMS) of the Comprehensive Nuclear-Test-Ban Treaty Organization in Vienna, Austria, within 2 months from the date of the release of a FRD, unless otherwise stated in a FRD. 2 PRODUCT DESCRIPTION 2.1 Type 1 Test kit The Type 1 Test kits shall consist of: Test box for MB2000 / MB2005; Set of cables; Transport case; 2.2 Type 2 Test kit The Type 2 Test kits shall consist of: Test box for MB2000 / MB2005; Page 2 of 6

3 Precise calibrated reference aneroid barometer; Test box for meteorological sensors and meteorological break-out-box; Handheld reference weather station, including temperature sensor and anemometer; Set of power and signal cables; Transport case; 2.3 Minimum technical requirements The minimum environmental requirements for the kit shall be: a) Temperature range: -10 C to +50 C; b) Relative humidity: 10% to 95%; c) IP rating: IP66 or better for the test boxes, IP55 or better for the barometer and handheld weather station; 2.4 Test box for MB2000/MB2005 The box shall include three measuring circuits for measuring analogue signals from three microbarometers outputs. Power for the voltmeters shall be provided by an internal battery. The box shall have a battery compartment located on a side of the box box. The detailed description of the box is given in the Attachment A. The box shall be made of cast painted aluminium or heavy-duty plastic. All receptacles shall be protected by dust caps. The voltmeters shall have the following specifications: Voltmeter (measuring circuit) Voltmeter V1 (Filtered output) Voltmeter V2 (AP output) Voltmeter V3 (TP9 output) Type and minimal accuracy Analogue with a supplementary digital scale (or be combined from analogue and digital voltmeters), or digital with analogue-style display. Accuracy: 1 mv for digital display Digital, auto range, with accuracy up to 1 mv Digital, auto range, with HOLD option. Accuracy: 1 mv Expected signal range +15 VDC VDC +15 VDC Page 3 of 6

4 2.5 Precise calibrated reference aneroid barometer The reference aneroid barometer shall have accuracy better than 1 hpa. 2.6 Test box for meteorological sensors The box will include three measuring circuits, consisting of voltmeters, operational amplifier and voltage dividers, for measuring analogue signals from sensors or breakout-box, and RS232/RS422 converter. The description of the measuring circuits and internal wiring is given in the Attachment B. The box shall be made of cast painted aluminium or heavy-duty plastic. All receptacles shall be protected by dust caps. The 12 VDC power shall be provided from external power source. The RS232/RS422 interface converter shall provide connection with the wind sensor. The converter shall be integrated inside the box and can be either port-powered or powered from the 12 VDC input. The voltmeters shall have the following scales (see Attachment B for more details): Voltmeter (measuring circuit) Rotary switch position Scale Voltmeter V1 (Wind speed) 1 (Direct signal from sensor) 0 5 V & 0 50 m/s 2 (Signal after break-out box) 0 1 V & 0 50 m/s Voltmeter V2 (Wind direction) 1 (Direct signal from sensor) 0 5 V & (Signal after break-out box) 0 1 V & Voltmeter V3 (Temperature) 1 and mv & C 2.7 Handheld reference weather station The handheld reference weather station is an auxiliary reference unit, which will be used during control and calibration procedures. The weather station shall measure the following parameters: Air temperature (in C); Wind speed (in m/s); Wind direction (optional, in degrees); Relative humidity (optional, in %); Altitude (optional, in m, reference to WGS1984); Atmospheric pressure (optional, in hpa/kpa). 5 The examples of handheld weather stations are Kestrel 4500 and Nauticalia Windspeed Indicator 2.8 Set of power and signal cables The set of cables is described in the Attachments A and B. 2.9 Transport case The Test kits shall be packed in heavy-duty weatherproof transport case, e.g. Pelicase or similar. A possible layout is shown n the figure below. The case shall be filled by a plastic foam material in order to prevent the equipment damage during the transportation. On the internal part of the case shall be placed the descriptions of the test boxes along with the manufacture s specifications and quick start guides for handheld weather station and precise aneroid, as well as description of calibration and troubleshooting procedures (shall be provided by the Commission). The case shall be lockable and equipped by combinatory lock or padlock. A possible equipment layout of a Type 2 Test kit inside the transport case. The box for the Type 1 Test kit shall be of smaller size. Page 5 of 6

6 3 WARRANTY The Contractor shall provide, for Equipment supplied, warranty services for 2 years. Warranty support includes services, such as repair of faulty Equipment or replacement of irreparable Equipment. 4 DOCUMENTATION The Contractor shall provide in English detailed and comprehensive documentation with the Test kit, including following topics: 1. Technical specifications and limitations. 2. Wiring diagrams of the custom made equipment. 3. Manufacturer s user manuals for the portable weather station and precise aneroid. 5 DELIVERY Equipment should be delivered to CTBTO, Vienna. Page 6 of 6
