1 Subject: MARS Order for PE-13 [ARRL Article] Below is the MARS Order for supporting exercise Pacific Endeavor-13 which occurs on 26 Aug from Z hrs. We will use the MARS APAN virtual meeting room as exercise control. If you have questions regarding this exercise, please let me know. This order is also posted in the MARS APAN site. Paul English Army MARS Program Manager UNITED STATES PACIFIC COMMAND WILL EXECUTE EXERCISE PE- 13 DURING THE WEEKS OF AUGUST. THE EXERCISE WILL BE BASED ON A SIMULATED MASSIVE EARTHQUAKE THAT DEVASTATES THE COMMERCIAL COMMUNICATIONS INFRASTRUCTURE IN THE FICTITIOUS COUNTRY OF "PACIFICA". AMATEUR RADIO OPERATORS FROM NEPAL AND MARS STATIONS WITH LONG DISTANCE HF CAPABILITIES IN THE PACIFIC, SOUTH WEST ASIA, EUROPE AND CONUS WILL PERFORM A PROOF OF CONCEPT DEMONSTRATION TO SHOW THE UTILITY OF AMATEUR RADIO AND MARS COMMUNICATIONS TO PROVIDE DISASTER SITUATIONAL AWARENESS INFORMATION VIA HF COMMUNICATIONS. THE SIMULATED CRISIS SITUATION IS LIMITED TO AN ISOLATED COUNTRY NEAR THE INDIAN OCEAN. THERE IS NO DEGRADATION TO INTERNET, LONG DISTANCE TELEPHONE, POWER UTILITIES, AND NATIONAL NEWS AND MEDIA NETWORKS OUTSIDE THE SIMULATED CRISIS AREA. MARS IS TASKED TO PARTICIPATE IN THE PACIFIC ENDEAVOR EXERCISE ON 26 AUGUST. TRAIN UP EXERCISES WERE CONCLUDED ON 7 AUG 2013, 14 AUG 2013 AND 17 AUG A. ENEMY FORCES NONE B. 2 STARTEX Z AUG 2013 ENDEX Z AUG 2013 ARMY MARS WILL SUPPORT EXERCISE PE-13 BY CONDUCTING AN AMATEUR RADIO DEMONSTRATION TO SHOW THE UTILITY OF AMATUER RADIO AND HF COMMUNICAITONS AS A VALID METHOD OF SENDING INITIAL DISASTER SITUATIONAL AWARENESS INFORMATION. GENTEXT/EXECUTION/ THE INTENT OF THIS EXERCISE IS TO DEMONSTRATE GATHERING OF INFORMATION FROM CIVILIAN AMATEUR RADIO STATIONS IN AN ISOLATED DISASTER ZONE TO FACILITATE DOD HUMANITARIAN ASSISTANCE AND DISASTER RESPONSE (HADR). MARS STATIONS WILL OBSERVE AND CONTACT CIVILIAN AMATEUR STATIONS AND REPORT INFORMATION CRITICAL TO HADR THROUGH THE ALL PARTNERS ACCESS NETWORK (APAN). A. CONCEPT OF OPERATIONS. ALL MARS STATIONS SHALL HAVE REGISTERED ACCOUNTS ON APAN AND REQUEST ACCESS TO THE APAN MARS PORTAL. MARS INTERNAL COORDINATION SHALL OCCUR IN THE VIRTUAL MEETING ROOM. AT APPROXIMATELY STARTEX PLUS 15, MARS GATEWAY STATIONS WILL BE ADVISED AS TO WHAT APAN PORTAL TO REQUEST ACCESS TO FOR THE PE- 13 EXERCISE. MARS INPUT WILL BE INJECTED INTO APAN USING A FORUM THREAD SIMILAR TO THE TRAIN UP EXERCISES. ALL MARS INPUTS WILL BE TAGGED "PE-13 MARS". 1. IDENTIFICATION OF AMATEUR STATIONS IN THE DISASTER ZONE: AT STARTEX DESIGNATED NEPALI AND US AMATEUR RADIO STATIONS BEGIN A HF RADIO VOICE CONVERSATION ON OR AS NEAR AS POSSIBLE TO ONE OF THE INTERNATIONAL AMATEUR RADIO UNION (IARU) GLOBAL EMERGENCY CENTER OF ACTIVITY (COA) FREQUENCIES OF 21,360 khz, 18,160 khz, OR 14,300 khz. THESE STATIONS SHALL MAKE REGULAR VOICE ANNOUNCEMENTS "THIS IS A IARU EXERCISE", AND DISCUSS REAL LIFE CONDITIONS IN "PACIFICA" IN RESPECT TO HOSPITALS, ELECTRICAL POWER, AIRFIELDS, POTABLE WATER, SUPPLY OF FOOD, SANITATION, AND ROADS. MARS STATIONS SHALL READ BACK ALL FACTS RELAYED FROM THE NEPAL STATIONS SO THEY CAN BE CONFIRMED FOR ACCURACY, AND COPIED BY OTHER PARTICIPATING RADIO STATIONS. 2

3 AT STARTEX, MARS STATIONS BEGIN MONITORING ON OR NEAR THE IARU COA FREQUENCIES IN BANDS SUPPORTING LONG DISTANCE COMMUNICATIONS. ON DISCOVERY OF THE AMATEUR STATIONS DISCUSSING FACTS REGARDING PACIFICA, STATIONS SHALL NOTE AT LEAST THREE FACTS CONCERNING CONDITIONS IN PACIFICA, THE CALL SIGNS OF THE STATIONS HEARD, AND THE FREQUENCY AND TIME OF THE OBSERVATION. THE MARS STATION WILL DRAFT A CONCISE USMTF SPOT INFORMATION REPORT (SPIREP) AND POST DIRECTLY TO THE MARS APAN COMMUNITY. THE APAN POST SHALL CONTAIN THE TAG "PE-13 MARS". 2. A REQUEST FOR INFORMATION (RI) MESSAGE WILL BE POSTED IN APAN. THIS MESSAGE WILL REQUEST ADDITIONAL, SPECIFIC INFORMATION CONCERNING LOCALIZED CONDITIONS IN THE SIMULATED DISASTER AREA. THE RI MESSAGE SHALL BE RELAYED TO ONE OF THE MARS STATIONS IN CONTACT WITH THE AMATEUR STATIONS. THE MARS STATION, UTILIZING THEIR AMATEUR RADIO CALL SIGN, SHALL MAKE CONTACT WITH ONE OF THE CONUS, EUROPE, SOUTH WEST ASIA OR NEPALI STATIONS DISCUSSING CURRENT CONDITIONS AND ADVISE THAT STATION THEY HAVE AN INQUIRY FOR ADDITIONAL INFORMATION ABOUT CONDITIONS IN THEIR COUNTRY ON BEHALF OF THE US MILITARY AUXILIARY RADIO SYSTEM. THE MARS STATION SHALL ENQUIRE OF THE AMATEUR STATION WHAT IS REQUESTED IN THE RI MESSAGE'S "GENTEXT/SPECIFIC INFORMATION REQUESTED" SET. THE AMATEUR RADIO STATION RESPONDS TO THE MARS STATIONS INQUIRY WITH REAL-LIFE FACTS CONCERNING CONDITIONS IN "PACIFICA". THE EXERCISE OBJECTIVES CAN BE ACHIEVED BY UTILIZING REAL WORLD OBSERVATIONS AND CONDITIONS, WITH OUT RISK OF CAUSING UNNECESSARY ALARM BY COMMUNICATING SIMULATED DISASTER CONDITIONS. AT NO TIME IN THIS EXERCISE ARE REPORTS OF SIMULATED DISASTER CONDITIONS TRANSMITTED. THE MARS STATION SHALL DRAFT A CONCISE USMTF REQUEST FOR INFORMATION RESPONSE (RRI) MESSAGE AND POST THE RESPONSE IN APAN. THE APAN POST SHALL CONTAIN THE TAG "PE-13 MARS". 3. IF POSSIBLE, A SLOW SCAN TV IMAGE WILL BE ATTEMPTED BY NEPALI AMATEURS. ANY STATION THAT IS ABLE TO COPY THE TRANSMISSION OF THIS IMAGE SHOULD DRAFT A NEW SPIREP INDICATING DATE, TIME, FREQUENCY AND ANY RELEVANT FACTS OVERHEARD CONCERNING THE IMAGE. POST THE IMAGE AND SPIREP TO APAN, UTILIZING THE TAG "PE-13 MARS". 3

4 THE END STATE OF THIS EXERCISE IS WHEN ALL REQUEST FOR INFORMATION RESPONSE MESSAGES (RRI) HAVE BEEN POSTED TO APAN. B. TASK ORGANIZATION 1. TASKS TO: ARMY MARS GATEWAY STATION OKINAWA ABM2 ARMY MARS GATEWAY STATION HAWAII ABM6 ARMY MARS GATEWAY STATION FORT HUACHUCA AAM ESTABLISH ACCOUNTS FOR ALL OPERATORS IN APAN, AND REQUEST ACCESS TO THE MARS COMMUNITY. ESTABLISH COMMUNICATIONS WITH NEPAL AMATEUR RADIO STATIONS. MONITOR AMATEUR RADIO SPECTRUM NEAR IARU COA AND ESTABLISH COMMUNICATIONS WITH NEPAL AMATEUR RADIO STATIONS. RECORD FACTS, COPY SSTV TRANSMISSION IF POSSIBLE, SUBMIT SPIREP MESSAGES TO APAN BASED ON OBSERVATIONS. ACT ON A REQUEST FOR INFORMATION MESSAGE RECEIVED THROUGH APAN, REQUESTING ADDITIONAL INFORMATION FROM THE AMATEUR RADIO STATION. 3. TASKS TO ARMY MARS HAWAII, ARMY MARS EUCOM, ARMY MARS CENTCOM, ARMY MARS REGION 7, ARMY MARS REGION 8, ARMY MARS REGION 9, AND ARMY MARS REGION 10. IDENTIFY INDIVIDUALS WITH LONG DISTANCE (DX) HF CAPABILITIES AND ESTABLISH ACCOUNT AND ACCESS TO APAN MARS COMMUNITY FOR THESE INDIVIDUALS. MONITOR AMATEUR RADIO SPECTRUM NEAR IARU COA AND ESTABLISH COMMUNICATIONS WITH NEPAL AMATEUR RADIO STATIONS. RECORD FACTS, COPY SSTV TRANSMISSION IF POSSIBLE, SUBMIT SPIREP MESSAGES TO APAN BASED ON OBSERVATIONS. ACT ON A REQUEST FOR INFORMATION MESSAGE RECEIVED THROUGH APAN, REQUESTING ADDITIONAL INFORMATION FROM THE AMATEUR RADIO STATION. D. COORDINATING INSTRUCTIONS: EXAMPLES OF USMTF SPIREP, RI AND RRI REPORTS ARE AVAILABLE IN THE FILES SECTION OF MARS APAN COMMUNITY. REGION AND SERVICE MARS LEADERS SHOULD DISTRIBUTE THESE EXAMPLES TO INVOLVED STATIONS AT THEIR EARLIEST OPPORTUNITY. 4

5 PRIOR TO STARTEX, STATIONS SHOULD BECOME FAMILIAR WITH CURRENT PROPAGATION CONDITIONS FROM THEIR AREA TO NEPAL, A "GREAT CIRCLE" MAP CENTERED ON THEIR LOCATION, AND EXAMINE WHETHER THE PATH IS SIGNIFICANTLY OVER LAND OR SALT WATER. CONSIDER LONG PATH PROPAGATION AS AN OPTION. ALL MARS STATIONS WILL COORDINATE WITH NEPALI AMATEURS AND THE EXERCISE CONTROL GROUP VIA THE VIRTUAL MEETING ROOM ON THE APAN MARS SITE THROUGHOUT THE EXERCISE. NAVY / MARINE CORPS MARS, AIR FORCE MARS ARE REQUESTED TO COORDINATE THEIR SERVICE ACTIVITIES WITH HQ ARMY MARS. OTHER ACTIVITIES MAY COINCIDE WITH THIS EXERCISE. ARMY MARS STATIONS ARE TO PROCESS MESSAGES AND TRAFFIC WITHOUT DELAY, AS REQUESTED.// GENTEXT/ADMIN AND LOG/NONE// GENTEXT/COMMAND AND SIGNAL/ A. 6 MARS CONOP for PE-13 Amateur Radio Demonstration Situation Hrs Z Aug 2013 Nation of Pacifica experiences a magnitude 7.9 earthquake - Power Grid and communications infrastructure badly damaged Hrs Z Aug 2013 Pacifica Amateur Radio Operators (PARO) initiate HF contact with outside world on HF amateur radio frequencies - Military Auxiliary Radio System (MARS) stations located in Japan, Hawaii, and United Stated West coast begin relaying unconfirmed situation reports through MARS radio links to a Gateway for inject into the Pacific Command All Partner Access Network (APAN) Community of Interest (COI). - Based on initial reports posted to APAN, PACOM Request For Information (RFI) is generated back through MARS channels to PARO. Response to Request for Information is posted to APAN Hrs Z Aug 2013 demonstration ends. References: - International Amateur Radio Union, Global Amateur Radio Emergency Communications ( - AM Army MARS Message and Report Form - Navy/AF References? - APAN Users Guide Concept of Operation: - Pacifica Amateurs will contact international amateurs using the International Amateur Radio Union (IARU) Region 3 Band Plan designated emergency Center of Activity frequencies. - MARS stations will format intercepted Situational Awareness transmissions from Pacifica into the Spot Information Report format and send to the Arizona Gateway station. - MARS stations will be prepared to respond to RFI from appropriate Pacific Command entities. - MARS Gateway Operators will input received traffic/retrieve traffic for transmission from the appropriate COI. - Army MARS will activate military radio nets as necessary to coordinate directing traffic
