Shepherd Page 1 of 1 Subject: Personal Tooling Control & Toolbox Discipline Reason for issue This Engineering Bulletin is issued to clarify a number of points relating to the control of personal tooling and the procedure to follow in the event of tooling being lost. The clarification is required due to audit findings that have highlighted problems in this area. Background / Overview Control of personal tooling is quite clearly an issue that can have an impact on flight safety and the airworthiness of aircraft. It is also a requirement of Part 145.A.40 (b) which states that the organisation shall ensure that all tools, equipment and test equipment are controlled.... Primarily to maintain a safe and professional service but also to enable the organisation to show compliance with Part 145, ALT details the process for personal tool control in the MOE Section L2.8. Broadly speaking the system is based on the following requirements / actions: Engineer or Mechanic account for all tooling at the end of a task Tooling is kept in a serviceable condition Tooling is marked to show the identity of its owner A tooling inventory is in place with the toolbox and kept updated The tooling inventory is periodically checked by a supervisor (two checks per month) A process to follow should tooling be lost The fact that personal tooling control is a safety & airworthiness issue has been discussed above however, it should also be noted that general tooling control is an issue of significant interest to our customers. With all of this in mind, continued use of personal tooling is conditional upon a high level of personal discipline and good adherence to the principles stated above. After some internal discussion, it has been decided that in future audits & line station visits, Quality will carry out increased oversight of personal tool boxes to ensure that the measures in place are effective. In particular, the increased oversight will be looking at the points above, as well as looking for retained AGS / Consumable items and personal tooling that may be subject to requirements for calibration. It is requested that to maintain good safety, airworthiness and professional standards, all Engineers and Mechanics revisit their personal toolboxes to ensure that control of personal tooling meets the requirements stated above and as detailed in MOE L2.8. Brown Page: 1 of 3 Subject: ESDS Working Guide (For Line Stations with Altitude Global issued ESDS equipment) Reason for issue This Engineering Bulletin is issued to highlight the correct procedures for the operation and control of Altitude Global owned and supplied ESDS equipment. Background / Overview Equipment Provided: 1 x Small Table ESDS Mat 1 x Large Floor ESDS Mat 1 x Distribution Block (zero internal resistance) 3 x Yellow Bonding Leads (zero internal resistance) 1 x Blue Bonding Lead & Strap ( 2 MΩ internal resistance) 1 x Mains Earth Bonding Point (zero internal resistance) 1 x AC Outlet Analyser & Wrist Strap Tester. (Disregard any other equipment previously provided) Equipment Set-Up/Configuration Earth Bonding Point Firstly, to ensure that the Mains AC ground is adequate for use with the Altitude Global supplied ESDS equipment; test it with the provided AC Outlet Analyser. The device is simply plugged into the required socket and will give either a pass or fail reading. If the socket passes the test, then it is adequate for use with the ESDS equipment. If however the socket fails, please at first try other sockets. If no sockets pass then please contact Altitude Global Technical Services for further assistance. The AC Outlet Analyser is a Calibrated item, and is on a 12 month recalibration cycle from first use. Please record the unit in the line station tooling register. The item will have affixed an Altitude Global calibration label identifying its assets number and recalibration date. Providing that the earth is good, then install the Mains Earth Bonding Point. Brown Page: 2 of 3 General Configuration The diagram below will show you how to correctly set up your ESDS equipment: You can test the equipment for conformity by carrying out a simple test with a standard multimeter. Below is a list of resistance readings you should expect to receive when testing the ESDS equipment: Yellow Bonding Leads: < 1Ω Blue Bonding Lead & Strap: > 2 MΩ Small Table ESDS Mat (any stud to any stud): < 35Ω Large Floor ESDS Mat (stud to stud): < 35Ω The mat itself requires periodic surface bonding checks which have to be carried out professionally. As the mats are used relatively little these checks will be carried out every 2 years. The mats have an Altitude Global calibration label outlining their retest date. Brown Page: 3 of 3 Wrist Strap Testing You have been provided with an AC Outlet Analyser & Wrist Strap Tester, one function of this device has already been used to ensure correct earth bonding. The other function is to ensure that the wrist straps are working properly. Wrist straps should be tested before every use as follows: Place the elastic strap around your wrist and ensure that it makes good contact with your skin. Attach the Blue Bonding Lead, one end onto the wrist strap the other onto the stud on the AC Outlet Analyser & Wrist Strap Tester. Insert the AC Outlet Analyser & Wrist Strap Tester into a mains socket and switch on. With the other hand to which the wrist strap is attached touch the metal TEST button. Confirmation that the wrist strap is ok is a PASS light and/or an audible beep. If the wrist strap fails please contact Altitude Global Technical services for further assistance As mentioned above the AC Outlet Analyser & Wrist Strap Tester is on a 12 month recalibration cycle.
