3 PROJECT DESCRIPTION The HSS Prison Jammer is a 'Prison Solution' consisting of a network of RF Jamming systems (endpoints) installed in or around a correctional facility, powered by AC [with possible DC power], and connected to a central monitoring console (core system) located on site (by Ethernet) or off-site (via wireless connection.) There, at the central monitoring console, the status of each Prison Jammer endpoint can be monitored & logged. This Prison Jammer is a high power solution used outside of prison and government buildings based on the results of custom-measurement readings of the RF spectrum on location at the facility subject for implementation. Power levels for the Prison Jammer solution constitute a prescribed set of interference attributes that are individually assigned to meet the necessary conditions of each facility. With the understanding that neighboring areas wish to avoid the effects of RF Jamming, the principle is to apply the Prison Jammer solution in a manner that will work to mitigate spillover into neighboring areas ; focusing on specific areas to combat the unauthorized user of mobile phones in prisons. The focusing of RF Jamming on specific areas may be attributed to the directional nature of the Prison Jamming system s construction combined with an exterior placement based on a proper survey of the prison. The system s stabilized performance of RF Jamming is geared to efficiently block calls within a pre-determined zone based on the jam wave's distribution through a directive-range approach (pole mounted and / or stationary fixed). The system is managed by an operator who has access to each endpoint, with information on system status. Reporting of alerts and logging of all activities are aspects assigned to the system operator, while a super-user manager (the Warden, for example) can also acquire reports of all events and activities. This is a redundancy procedure that permits the Warden to confirm the system operator is doing his job, by monitoring all actions the system operator performs / experiences, either on site or off site (via internet). 3
4 PROJECT FEATURES The following are Features and Functions of this Prison Solution that the system operator is able to observe and manage. - Self Diagnosis / System Status Functionality: The Prison Jammer constantly analyzes and compares user programmed values to live results. These user programmed values are set by HSS during installation, and all collected results serve as an analytical baseline where normal operational activity is categorized. This baseline extends to each 'module' working within the Prison Jammer network of endpoints. Should the system as a whole or as independent endpoints encounter a discrepancy or problem where operating parameters deviate from normal expectations, the Self Diagnosis Function will issue a series of alerts to notify the system operator. What could go wrong with a Prison Jammer to require Self Diagnosis? The number 1 cause for system alerts is due to user error. For example, improper re-connection of antennas (or disconnection) can lead to unnecessary issues. With a modular design, the system is optimized to block communications on several spectral coverage ranges. When a module is powered down unexpectedly, if it is a result of a disconnect to an antenna, or if the system has overheated because of the high power levels in use, a temporary situation alerts the self-diagnosis feature to activate. This feature takes place when any event occurs. When the system diagnostics are completed, the module examined goes back to its normal manner of operation. Self diagnostic actions are beneficial in order to insure a smooth continuity for system performance and operation. Should the conditions cause a high alert, the system is capable of self-adjustment as well as generating a series of alerts, used to inform the system operator that events took place and action on his part may be required. If the alert does not require immediate attention, the system's core console will still operate in a satisfactory manner and continue to analyze the network for anomalies. - Sabotage Alert: If someone disconnects an antenna from a Prison Jammer endpoint, there will be no damage to the module... the power 'load' will not harm the equipment, and an alert can be generated. - Adjustment Alert: If someone tampers / disconnects a Jammer, an alert / alarm will be sent to the control console - also, each system is equipped with a series of LEDs that are always off... if at any time, there is a Prison Jammer that has a fault in one of the modules, the system operator may look at which LED is illuminated... if it is module 4, then the reporting feature would generate a) an alert b) a report of the time & date of the event - Thermal Protection & Alerting: The system has a temperature control of DC/DC electronics, affording converter protection should a cooling fan failure occur. If a Prison Jammer heats up to 75 Celsius (167 F), it will automatically shut off until it cools to 71 Celsius (160 F), and an alert will be sent to the control console, informing the system's operator that a Thermal Event occurred. Thermal Alert & reaction protocols for Prison Jammer power amplifiers - The system has an automated warning and reaction procedure in the event that temperatures cause power amplifiers to overheat, protecting them by auto-shutdown protocols. This protects each module at each Prison Jammer endpoint. When the temperature gets back to normal, the module switches on automatically. 4
5 PROJECT FEATURES (continued) - Power Protection & Alerting A) Input Voltage - The system has built-in protection in the event the incoming power voltage is under or over the required level. B) Output Voltage on DC/DC converter paths - Should some of the Prison Jammer endpoints be placed on a DC circuit, the system has special power amplifier protection in order to regulate the power voltage levels without incident. C) Output current on DC/DC converter - Should some of the Prison Jammer endpoints be placed on a DC circuit, the system also regulates the power converter and amplifier, protecting against electrical current issues. - Power Amplifier Output Compensator - Should the power amplifiers of Prison Jammer endpoints begin to fluctuate during operation, an automated application will trigger and balance-out each power amplifier. This selfcorrecting feature also has the ability to automatically switch off the module in order to protect the system. Any fluctuation can generate an event alert for the system operator. - Antenna VSWR Adjustment - Antenna protection enables each Prison Jammer endpoint to handle issues when the set point is exceeded (broken cable, short, or cut in antenna). In this scenario, the safety feature will activate and the module will switch off in order to protect the amplifier. Any shutoff can generate an event alert for the system operator. - Digital Exciter Emergency Regulator - Should the output level of the exciter encounter fluctuations, the safety protocol will correct the exciter, regulating the desired level to take place. If failing to do so, the module switches off automatically. Any fluctuation can generate an event alert for the system operator. - Digital Exciter Protection: Should the pre-programmed values of the exciter deviate at the frequency range level, a safety protocol will engage and automatically switch off the module. Any deviation can generate an event alert for the system operator. Digital Exciter Protection features employ a unique microprocessor that is able to handle the operation of each safety protocol under adverse environmental conditions. These microprocessors are integrated into the module of each Prison Jammer endpoint in order to insure full control over the individual components within the module. Because RF Jamming requires a great deal of managing energy in an efficient manner, it is necessary to have these safety back up technologies on hand. - Open Door Warning: If someone opens the door to the cabinet that houses the Prison Jammer endpoint, an alert can be generated and sent to the central console. - Remote Diagnostic Customer Service: The Prison Jammer operator can permit the system to send an alert to HSS customer service when a Prison Jammer is offline, via internet. Data will transfer to HSS and determine endpoint health status, if a module has failed or just been taken offline, in order to determine if a replacement module is necessary. This is a remote diagnostic Support Option that enables a secure connection for HSS to gain control of the system reporting for diagnostic use. 5
6 PROJECT FEATURES (continued) - Logging System - Reporting: What if the system operator shuts down a Prison Jammer endpoint? If someone bribes him to turn off a Prison Jammer endpoint for 15 minutes? The system is able to create a report for every 'event' so that if there is an outage for jamming, it will appear in the system's report logs, which by default are set to record 6 months, but can record even more with the use of an additional optional hard drive. The user can review system status reports by queuing the reporting function of the system. Post operational reviewing can be conducted by looking up log reports / message alert notifications within internal memory. - Custom Map Options: The local prison may supply HSS with a map of the prison facility, and all activity (all alerts) can be viewed on the backdrop of a floorplan map to localize system status and activities superimposed on the map of each prison structure. For example, if a Prison Jammer endpoint was disconnected in one section / area, the map would indicate the location of the disconnection and the reason [ overeating or authorized disconnection, for example] ). Once it is reconnected, the system will create notification, indicating the issue was solved, and an event 'log' would have been generated to indicate these actions occurred. Elevation and topographical representation can include signal strength level attributes for the system operator can view. These levels indicate operating status of each Prison Jammer endpoint. - User Determined Com Windows: The Prison Jammer is able to accept Communication Window commands from the user, without adhering to factory preset protocols on VHF-UHF frequency ranges. This feature was created for guards to be able to use Walkie Talkies on their pre-set frequencies while all other Walkie Talkies remain blocked. The user can choose how wide the window(s) should be and what frequency the window(s) will be set to prior to Prison Jammer installation completion. These notches in the spectrum may be programmed or allocated if needed by the system operator. They are formed when the jamming signal is generated, and feature high precision + accuracy from Direct Digital Synthesis (a proprietary hybrid of DDS and PLL Stabilized technologies inherent in HSS Prison Jammer architecture). - On Site Calibrator: Each Prison Jammer installation can be outfitted with an Output Power Control (On Site Calibrator). This mechanism permits the regulation of output power of RF jamming signals. This is important in situations where the user needs to increase or decrease the coverage area. This is helpful when adjustment may be required to reduce the energy output levels should a shadow be required. This ability to limit or intensify the saturation levels of RF interference is designed to assure trouble-free operation of communications in neighboring areas (by limiting overjamming through system designated settings controlled by the operator.) - Bounce Interference Calculator* : (optional) The system operator is able to see the Prison Jammer endpoints signal strength output levels. When using an optional HSS Sensor Mesh, the system operator can determine if any Prison Jammer endpoints are bouncing back toward the border beyond the correctional facility. The HSS Sensor Mesh is a network of Cellular Detectors positioned outside of the correctional facility used to measure RF Jamming signal strength. The Prison Jammer is capable of interfacing with an optional Bounce Interference Calculator. *The Bounce Interference Calculator is a separate Prison Solution option. 6
7 EFFICIENCY: STABILIZATION vs ALTERNATIVE TECHNOLOGIES In the RF Jamming environment, a great deal of heat is created. The effect of heat, when mismanaged, can create problems. Because HSS employs PLL Stabilization, the regulation of jamming waves are so efficient and accurate that no side effects (such as frequency shift, for example) are produced from any heat generated during jamming. There is no shifting of jam waves toward other bands, no spill over or bleed into neighboring frequency bandwidths. This precision is proof that PLL Stabilization produces optimal RF Jamming for the HSS line of RF Jammers. Direct Digital Synthesis from the Digital Exciters and Signal Processors are also operating efficiently, handling the power from the internal amplifiers with precision. DDS is synchronized with PLL processes in order to provide precise, accurate, and fast RF Jamming that perform both Barrage and Swept Pulse & Dwell Jamming techniques in a combined hybrid method.
