2 Taiwan NFA program Page 2 Taiwan National Fire Agency (NFA) selected Alcatel in September 2004 to deliver a satellite communication network for hazard prevention NFA program includes delivery of Satellite Hubs (based on A9780 DVB-RCS Gateway Product) Satellite Terminals (A9780 DVB-RCS Terminal Product) Satellite capacity for the Satcom network Field Command Vehicles (FCV) A terrestrial communication network Applications including voice, visio-conference and video-streaming
3 NFA satellite network configuration Page 3 NFA program main objective is to interconnect via a satellite it s Head Quarters with 20 primary fixed stations at national level (L1) 11 secondary fixed stations at regional level (L2) 29 tertiary fixed stations at local level (L3) 12 stations on FCV All of these offices and vehicles are spread over TAIWAN Main motivation for NFA to use a satellite-based solution was The potential destruction of terrestrial communication infrastructure in case of disaster The need to move quickly broadband communication means in areas potentially not equipped with terrestrial networks

5 Main Satcom network features Page 5 The Satcom network supports non-real time and real time services with assured quality of service Data Telephony Visio-conference Video streaming The Satcom network is able to quickly switch between different operation scenarios Normal period : Level 1 Crisis period : Level 2 Crisis period : Level 3 Application of a given scenario leads to the activation of additional services and of a specific frequency plan (providing more or less data throughput)

14 DVB-RCS Benefits for NFA Program Page 14 DVB-RCS technology brings to NFA the following benefits The capability to federate various services within the same network Using the IP protocol for all services With QoS mechanisms to manage priorities between the services The optimization of the satellite bandwidth required for the network traffic Satellite resources for a given service are only allocated for the service period and can after that be used by other services The ability to take into account several operational scenarios with different network resource sizing and to quickly switch between scenarios An attractive equipment cost, DVB-RCS Terminals being much less costly than traditional mesh Terminals solutions (such as TDMA ones)
