3 Why deploy at 450MHz band in Asia A growing interest globally for: Meeting the Universal Service Obligations Providing connectivity to the rural and/or underserved areas Provide E-learning or E-distance learning services to the underserved areas Provide public safety and national security services A CDMA450 network can support multiple applications Many countries have already allocated the 450 MHz band for mobile services The Nordic countries, Eastern/Western Europe, Central America, Asia Pacific, Central Asia, Russia, and Africa. When regulators allocate 450 MHz spectrum for cellular applications: New operators enter into the marketplace An existing operator that is running out of capacity on its existing networks can increase the capacity of its network by deploying systems in the 450 MHz band. 3

4 Asian consumers can benefit from CDMA450 Asian consumers stand to benefit a great deal from CDMA450. The CDMA450 network can provide mobility, limited mobility, and fixed wireless access services to consumers. The same network can simultaneous provide voice, high-speed data, and VoIP services. Governments recognize that new advances in wireless technologies offering high-speed portable and mobile connectivity can help bridge the widening digital divide. CDMA450 cost advantages are of the greatest in rural areas where affordable access to communications is critical Deploying a CDMA450 system enables operators to significantly reduce their expenses (both CAPEX and OPEX) since fewer base stations are needed to cover a given area providing larger cell sizes. The cost reduction can then be transferred to end user It s a win-win situation for governments, operators, and consumers! 4

5 CDMA450 Deployments in Asia CDMA450 networks have been deployed in both the rural and urban areas by operators in Cambodia, China (Tibet), Indonesia, Laos, Pakistan, Thailand, and Vietnam In the Philippines CDMA operations have been licensed in the MHz band and commercial deployments are planned for this year. These networks are addressing a range of user needs: From high speed data to basic voice, From full mobility to wireless local loop replacement of fixed telephony Operators have found deploying a CDMA450 system cheaper and faster than deploying a copper and other fixed line systems CDMA450, while capable of providing high speed mobile data, is also being used to roll out voice service to rural residential areas Notwithstanding the suitability of CDMA450 for rural areas, CDMA450 when deployed in dense urban areas provides significant benefits to the operators and consumers. 5

11 IMT-2000 Background ITU adopted an industry standard for 3G wireless networks called IMT This family of standards include five distinct radio interfaces, the majority of which are based on CDMA technology ITU has so far identified the following frequency bands for use by administrations wishing to implement IMT-2000: MHz MHz MHz MHz ITU has been careful to ensure that each of the five IMT-2000 technologies can be deployed in each of the four IMT-2000 frequency bands Technology Neutrality 11

12 ITU World Radio Conference 2003 Background World Radio Conference 2003 (WRC-03) approved plans for the future development of IMT-2000, and created a new agenda item on IMT-2000 for WRC-07: Agenda Item 1.4 states To consider frequency-related matters for the future development of IMT-2000 and systems beyond IMT-2000 taking into account the results of ITU-R studies in accordance with Resolution 228 WRC-03 invited further studies on the lower frequency bands for IMT-2000 Resolution 228 invites ITU-R to conduct regulatory and technical studies on the usage of frequencies below those identified for IMT-2000 in No A for the future development if IMT-2000 and systems beyond IMT Several developing countries requested language to be included in the WRC-03 report encouraging the Conference to consider the bands below 600 MHz for IMT-2000 at WRC-07. It is expected that developing countries will coordinate their efforts by submitting appropriate inputs to the ITU-R WP8F and WRC-07, to ensure that the MHz band is considered for IMT-2000 identification at WRC

13 ITU-R WP8F Update ITU-R WP8F recently developed IMT-Advanced as the name for systems beyond IMT The term IMT is now used as a whole for IMT-2000, future enhancements to IMT-2000, and systems beyond IMT ITU-R WP8F is developing Report ITU-R M.[IMT.CANDI] that is expected to be finalized at the August 2006 meeting. IMT.CANDI evaluates suitable frequency bands for the future development of IMT (IMT-2000 and IMT-Advanced). Good News: In the current draft, MHz is listed as a candidate for IMT. ITU-R WP8F is preparing draft text on Agenda Item 1.4, which will reflect their findings on the use of various bands and recommend certain bands for consideration as IMT at WRC-07. ITU-R WP8F is still accepting input contributions from administrations on Agenda Item 1.4 There is significant interest from many countries to identify the MHz band as IMT for WRC

14 APG Update Asia-Pacific Telecommunity (APT) is the regulatory forum for the Asia region (ITU Region 3). APT Preparatory Group (APG) harmonizes the views of the APT members and develops common proposals for submission to the ITU. Working Party 1 (WP1) within the APG is responsible for developing APT views on Agenda item 1.4 At the last APG meeting in Malaysia, WP1 developed preliminary APT views on Agenda Item 1.4 The MHz bands is not yet listed in the APT preliminary views. However, suitable language in support of lower bands (below 1GHz) is present in the draft: Identification of frequency bands for future development of IMT-2000 and IMT-Advanced should take into account various elements referred to in Resolution 228 (Rev. WRC-03). Costeffective coverage extension of IMT-2000 services into regional and rural areas is an important aspect of Resolution 228 (Rev.WRC-03) considerations and, in this respect, some APT administrations support the new identification of bands below 1 GHz that are already allocated to the Mobile Service, in addition to those already identified for IMT-2000 based on the studies referred to in 4) paragraph above. In this regard, particular attention should be given to the recognizing j) of Resolution 228(REV.WRC-03) in the frequency band MHz heavily used and under planning by RRC-06, particularly in Region 1. 14

15 CEPT Update The European Conference of Postal and Telecommunications Administrations, CEPT, is the regulatory forum of Europe (ITU Region 1). Within CEPT, ECC Project Team 1 (PT1), provides recommendations to the ITU on the future use of spectrum for IMT and develops appropriate ECC decisions. In Europe the MHz band, in addition to MHz and / MHz, is harmonized for Public Mobile Radio (PMR) and Public Access Mobile Radio (PAMR) systems, including Wideband PAMR systems (includes CDMA450). The preliminary CEPT view for bands below 1GHz, under Agenda Item 1.4, is that it does not recommend the identification of the MHz band as IMT. The CEPT administrations, who have deployed CDMA450, still have an opportunity to enlist the MHz band as a candidate for IMT in the CEPT view on Agenda Item

16 CITEL Update The Inter-American Telecommunication Commission, CITEL, is the regulatory forum of the Americas region (ITU Region 2). PCC-II, within CITEL, is responsible for coordinating and harmonizing standards related to the spectrum use by radio services, including broadcasting. CITEL recently approved the Recommendation PCC.II/REC. 10 (V-05) on the Use of the MHz and MHz bands for fixed and mobile services for digital communication particularly in low population density areas A few CITEL members have provided positive response on the use of MHz in response to the Agenda Item 1.4 of WRC

17 Africa Update There has been a long standing interest from a number of African countries in the use of the 450MHz band for IMT systems, led by Cameroon. It is expected that Cameroon may lead an initiative within the African Telecommunication Union to seek regional harmonization of the MHz band. Cameroon is also hosting the next ITU-R WP8F meeting in January A number of CDMA450 licenses has already been issued in some countries and commercial trials are underway in a few other countries. Cameroon has also provided a positive response on the use of MHz band in response to Agenda Item 1.4 of WRC

18 CDMA450 Industry Group The CDMA450 Industry Group is collaborating to promote regional use and harmonization of the MHz band for wireless mobile and fixed application services. Participants include (alphabetically):, Lucent Technologies, Nortel, QUALCOMM, ZTE, CDMA Development Group, and the IA450 Goals of the CDMA450 Industry Group: Present to the administrations the benefits of deploying wireless mobile and fixed communication systems in the MHz frequency bands. Encourage administrations to domestically allocate MHz band to provide mobile and fixed services to the rural and underserved regions using the IMT technologies (CDMA450). Enlist support from the administrations to identify the MHz band for IMT at the ITU World Radio Conference in 2007 (WRC-07). Encourage administrations to submit input documents to ITU-R WP-8F, APG, CITEL, CEPT, and WRC-07 groups proposing to identify the MHz band for IMT. 18

19 Benefits of ITU Identification of MHz band as IMT The identification of MHz band as IMT would facilitate the following: Economies of scale will drive reduced prices for Infrastructure and Handsets Greater harmonization of frequency usage among different countries and regions of the world Greater acceptance by administrations to use the frequency band for CDMA450 networks Strengthen development and growth of the CDMA450 market MHz is the only band in which commercial IMT-2000 technologies are being deployed that is not yet identified by the ITU as an IMT-2000 band. All other frequency bands where IMT-2000 or 3G networks are being deployed (e.g., MHz, MHz, MHz, MHz) have already been identified by the ITU as IMT-2000 bands. 19

20 RSWG Recommendations Administrations that have deployed or plan to deploy CDMA450 networks have the opportunity to provide support to the industry within the ITU-R WP8F, APG, CITEL, CEPT, and WRC-07. Proposals identifying the Advantages of the MHz band are urgently needed for the upcoming ITU-R WP8F meeting in Denver (August 2006) Individual contributions to the next APG meeting in Thailand (January 2007) proposing to identify the MHz band as IMT are needed. The proposal would highlight the need to explicitly reflect the MHz band range in the APT Preliminary Views section of the WP1 report. Excellent opportunity to propose a common APT proposal for identification of the MHz band for the future development of IMT APT administrations, such as Cambodia, Indonesia, Laos, Pakistan, Philippines, Thailand, and Vietnam may have interest in proposing the same to the APG Similar contributions, by the relevant administrations, to the upcoming CEPT and CITEL meetings are needed. Next CEPT meeting is in Norway, Oslo (June 27-29) Next CITEL PCC-II meeting is in Peru (June 20-23) The RSWG, in cooperation with the CDMA450 Industry, group is willing to assist and work with the operators and administrations on preparing contributions to the ITU and other regional regulatory bodies.
