Note: These are Summary Minutes not Verbatim Minutes 1. Call to order and roll call of members Meeting called to order by Chairwoman Mollie Edson at 5:45 pm. 2. Approval of the agenda a. Motion to approve the agenda as presented by Ms. Miller, seconded by Ms. Stanley. All in favor, motion passed. 3. Approval of the minutes of October 21, 2015 a. Motion made by Ms. Miller to approve the minutes as presented, seconded by Mr. Townsend. All in favor, motion passed. 4. Old Business a. Discussion on historic mural inventory Senior Planner Kesler provided a brief background on the historic mural inventory, reviewing the definition of mural and historic mural. Then artist Lynn McCowin approached the podium. While Mr. Kesler operated the PowerPoint presentation of the mural inventory that had been assembled by Commissioner Amy McCoy, Ms. McCowin gave the provenance of the murals, slide by slide. 2 Mural 1 done by Gary Rickardson, the company it refers to exists back east, and Lynn owns the plate of the image which she purchased. Lynn believes it is less than 50 years old. Mural 2 is definitely over 50 years old, which would be considered a historic mural. Mural 3 was commissioned by Fitterer s through Paul Jewell; probably back in 2000, so it wouldn t be a historic mural. It was a husband and wife team that did this. Mural 4 is definitely original, definitely historic. Mural 5 is an original. Nicholson was a big family, and had some relation to Dean Nicholson. Mural 6 was done as an accessory mural to #8. Slide 6: Mural 7 was probably their first. There were three different murals on that same location: Wrigley s Spearmint Gum, then a tobacco product, then The Hub (which was a national brand). Mural 8, Ross Bros was two different companies that were there together. Mural 6 was done after Mural 8. They are on the Kleinberg building Dale Sherman would know more about it. Slide 10 - Mural 9, we would have to go back through the history of the building to find out what company it was. The mural 10 Rodeo sign is not original. Prior to that mural was a mural for Jazz in the Valley (and the Laughing Horse Theatre). That one was put up because there was one there previously that did not look professional. Then Scott Rep in the early 2000 s commissioned the Rodeo mural, which went right over the Laughing Horse mural. Mural 11 is original, and it s a grain logo. Slide 12: Mural 12 is original. Mural 13 was done by Don Bronsanaugh and commissioned by the Odd Fellows Lodge, probably about years ago. Slide 13: Mural 15 is an original. It says Reynolds Apartments. Slide 14: the one of the left is a sign that Lynn did herself. Mural 16, Palace Café is not original. It was almost gone and there was a Trust from the Friday Club which commissioned her (Lynn) to repair it. The Friday Club was the oldest women s organization in Ellensburg. The CAFÉ is there with another E because it was the only shadow image she had for the word Café. Her theory is that the words were larger so they could be seen from the train station during the era of passenger service thru Ellensburg. She would like to put it back up with the larger lettering. Mural 17 and Mural 18 were both restored by Lynn, in Slide 15: Mural 19 was also commissioned by the Friday Club. When she did the job, it was just the word SUITS and USED SUITS. She researched and found ads for Star Tailors, so this mural came from a newspaper ad. In 1994, Clyde Rough was little guy with a bird hat that watched her paint it, and he told her that he was 11 when he watched the first sign get painted in 1911! Slide 16: Mural 20 on the side of the Palace Café was restored by Lynn McCowin. The acknowledgement is seen on the right. It was commissioned by the Palace Café, who owned the building and is a restoration of the original sign. Slide 17: Mural 22 was originally painted in 1959 by Ziti s. Lynn restored in about Mural 21 was originally a woman drinking pop. She got the original typeface for the brand established in When fully restored, it will say Palace Café Presents So Delicious Beverages 1885 and a picture of a woman drinking pop. Slide 18: Mural 23. 3 through town Son Bon? and he did it as a speculative sample of his work. Ms. McCowin thinks he negotiated with Susan Johnson of Record Printing (now in Thorp) to put that on the building. Slide 19: Mural 24 was commissioned in 1986 by the (Washington State) Centennial Committee that paid Don O Connor to make this with a gentleman that works at Columbia Paint. It is not a historic mural, not of good quality. It is painted above Boogey Man. Lynn thinks this one shouldn t be restored, but something more appropriate painted instead. Slide 20: Mural 25 is not original, it s by the same fellow that did another, but it is of good quality. This mural would have been done in the late 1990 s. There was nothing there previously. Slide 21: Mural 26 was not original, was painted on in the early 2000 s. The owner died and his wife ran the company for a while and she commissioned it. It is a classic Anheuser-Busch. Slide 22, Mural 27 is one of Lynn s works, from about It was a restoration, as closely as possible, commissioned by Dale Sherman. Slide 23: Mural 28 and Mural 29 were restored by Lynn, and were commissioned by the Palace Café. Discussion was held on adopting the inventory. It was agreed that minor changes would be made to the inventory based on the information provided by Lynn McCowin during the meeting. Staff would bring it back to the Commission for formal adoption at the next meeting. 5. New Business a. Public Hearing for Consideration of a COA for rehabbing and painting the Stehle Garage at 110 E. 10 th Ave. Senior Planner Kesler presented the Staff report. The applicant is Laurie Stehle, agent is Fred Padjen. The proposal is to rehabilitate the applicant s 216 sq. ft. detached garage on the alley behind her residence located at 110 E. 10 th Ave. This was reviewed per ECC and Staff found that the garage is typical of the detached garaged common in the decades between WWI and WWII. The alterations are subject to review because it is visible from the alley with is a public right-of-way. The garage is right on the lot line so it is considered a legal nonconforming structure, but it is exempt from the setback requirements because it is located within a landmarks district. Staff is recommending approval of the COA with the condition that the agent retain as much historic fabric as possible in the rehabilitated structure, per the Secretary of the Interior s standards. 4 Fred Padjen, 407 S. Sprague Street approached the Commission. He indicated the owner wants to keep the building because of its location on the property, as it gives her more usable room. He wants to raise the garage, place new studs and set it back down. In order to strengthen the building, he will put some plywood on the inside. It will have a 9-foot opening with a rollup door. Ms. Miller asked Mr. Padjen about the roll-up door, and he clarified that it will be a typical metal electric garage door. Ms. Stehle noted that is what all the neighbors have on their garages. The shiplap siding will stay on the remaining three sides. Ms. Miller asked if the door would be shiny metal, or if it would match, and Mr. Padjen said that they would try to purchase the door in a color that matched the rest of the garage. The public portion testimony of the meeting was closed by Chairwoman Edson. Commissioner Miller said she didn t believe that it began with a sliding door, that it was probably a barn door, with two doors that opened outward. Her only concern is about it being shiny, but is okay with it if they have it painted a muted color that matches the rest of the structure. Consequently, Ms. Miller reviewed the Findings of fact: The LDC has the authority to review this project per ECC and The building is historic; the applicant s agent has obtained permission from the property owner to pursue this action. The garage door, while modern, will be painted in some way that it will not alter the characterdefining features of the building. There was not public comment received. McCoy seconded. All in favor motion passed. Ms. Miller moved to approve the COA as presented. Mr. Townsend seconded. All in favor, motion passed. 6. Ellensburg Downtown Association Update a. Carolyn Honeycutt was not present, but Ms. Miller asked about attendance at the downtown marketing presentation last night. Members agreed to discuss under Item #9. Page 4 of 5

5 7. Citizen Comment a. None. 8. Staff update/discussion Items a. Discussion on the Commissioner Training on November 10, Will be held at Mollie Edson s building, because of a room reservation error. Staff will be inviting Planning Commission members and City Council members. b. Director Sackett provided the background on the mural ordinance. Ms. Miller moved to approve the ordinance with the one change recommended by the Planning Commission. Ms. Stanley seconded. All in favor, motion passed. c. Katie Kuntz sent an indicating her resignation, effective immediately. Katie represented the design professional role, and staff and the Commission needs to make sure that she is replaced with another design professional. The Commission would like to send her a thank you card, in addition to sending one to Meg Ludlum. d. Ms. Miller asked about feather flags. She explained the situation with the feather flags popping up around town. Mr. Kesler explained that he went to talk to the owner in person and explained to her that the sign was sticking out over the right-of-way, and she agreed to remove it. He then noted that the florist next door had a big flag hanging out and he asked them to take it down as well. There weren t any others on that block. Ms. Edson noted that there is one in front of the health food store near the Lodge. Bruce Tabb suggested that perhaps Carolyn Honeycutt could reach out to the business owners through her organization. 9. Commission Representative Updates a. Commissioner Steve Townsend provided a brief summary of the Tripp Muldrew Downtown Marketing Study, which was presented to City Council at their meeting of Nov. 2, Councilman Tabb said that he would be getting a link for Mr. Muldrew s PowerPoint presentation, which he can share with the Commission. The report will be available to the City by the end of November. b. Ms. Edson said that Carolyn Honeycutt told her that the City would do three different kinds of streetlights on 3 rd Avenue with three different types of LED lights to determine which would be the most appropriate in the downtown area. 10.
