Hughes President International Development Systems Even though many consumers remain cautious, sourcing of cotton apparel rebounded during the first seven months of The recession is officially over. And many U.S. retailers and apparel brands are finally willing to place more orders for back-to-school and the holiday selling season. Perhaps no region felt the chill in the economy during 2008 and 2009 more than Western Hemisphere suppliers. The good news is that most Western Hemisphere production is growing, even if not yet back to the pre-recession levels. Almost all of the key Western Hemisphere countries that manufacture apparel expanded trade during the first seven months of And many have double-digit growth in shipments bouncing back even faster than some Asian producers. There continue to be political concerns for the Western Hemisphere. The Free Trade Agreement with Colombia seems no closer to approval. And unfortunately once again there is a debate about whether the Congress will extend the Andean Trade Promotion and Drug Eradication Act (ATPDEA). ATPDEA expires on December 31, While there is little opposition to duty-free benefits for the Andean countries, the mid-term elections complicate the Congressional schedule and leave little time for votes on any issue. So some U.S. companies are concerned that there may not be an extension before The uncertainty is the only negative indicator for the region. The good news is that U.S. retailers and apparel brands, and their customers, are cautiously optimistic that the recovery will continue. 1

2 Cotton Apparel Imports Global demand for cotton remains strong. Cotton apparel imports are up, particularly from the Western Hemisphere. And so are U.S. exports of cotton yarns and fabrics to Western Hemisphere manufacturers. Looking ahead, the second half of 2010 should be a good year for the entire industry. Following is a list of the top twenty suppliers of cotton apparel to the U.S. during the first seven months of 2010, along with the growth rate from January through July China remains the top U.S. supplier of cotton apparel with imports up by 26 percent. So far in 2010, the fastest-growing cotton apparel producers in addition to China are Honduras, El Salvador, and Cambodia. The Western Hemisphere supply chain remains a successful competitive strategy for making cotton apparel. Following is a review of the most important cotton apparel imports. 7 U.S. and World Cotton Economic Outlook September 2010 August 1 marks the beginning of the new crop year with regards to USDA s statistical reporting. The new U.S. crop, estimated currently at million bales, 6.7 millions bales more than the previous year. U.S. offtake is expected to be 19.1 million bales, which will reduce stocks to 2.7 million bales a 14% stocks to use ratio the lowest since the crop year. USDA has estimated supply and demand forecast for both the U.S. and the world for the crop year. It is compared with the previous year s crop in the tables below.
