1 PRIVATE BRANDS TESTING PROGRAM HIGHLIGHTS All Dillard s private label merchandise will be tested to assure that piece goods, construction, and production meet Dillard s standards. Repeat orders of an item will need to be tested if there has been a change in material, construction, color, or as determined by Dillard s. Testing will be done at Bureau Veritas Consumer Products Services, Inc. (BVCPS). Suppliers are required to pay laboratory testing costs. All styles must be tested once per season replenishment and regular. Responsibility for obtaining and submitting test samples to Dillard s Product Coordinator will rest with the market rep./agent. Tracking to assure satisfactory compliance will rest with the market rep./agent. Testing will be performed as a standard automatic package of evaluation and final acceptance or rejection confirmed at Dillard s. Benefits: Confirmation production fabric is as per specification. Catch major quality problems while there is still time to find a solution or to prevent shipment. Establish clear lines of responsibility for quality. PRIVATE BRANDS TESTING PROGRAM AT A GLANCE Vendors are required to pay the cost of testing all merchandise (piece goods and garments). Private Brands makers are considered Vendors under this program. Bureau Veritas Consumer Products Services, Inc. has been established as Dillard s primary outside testing contractor and a favorable fee schedule for Dillard s standard testing package negotiated. A BV Lab will be designated for countries that currently do not have a In Country BVCPS Lab. The Vendor will be billed direct by the testing laboratory, and be responsible for making payment of testing charges to the laboratory. Dillard s requires the testing laboratory to refuse service if testing charges are not paid promptly. The use of multiple laboratories for an individual program inside BV network is allowed. Dillard s requires that work not be started on a testing request until all billing and product identification information is provided. It is the responsibility of Dillard s agents and buyers to obtain reasonable assurance from prospective Vendors that samples being submitted for consideration have a high probability of meeting our performance specifications. 2 PRIVATE BRANDS TESTING PROGRAM Dillard s has placed great emphasis in developing and maintaining quality merchandise. The testing process enables us to evaluate our products against those high standards and assures customer satisfaction. As an integrated part of our testing program, our product performance specifications are constantly updated to reflect current customer expectations, industry norms, and product capabilities. All merchandise purchased through Dillard s, or our agents, is required to be laboratory tested to assure that both product performance and construction specifications have been met. Merchandise not meeting Dillard s specifications must not be permitted to ship without written approval from Dillard s. REPRESENTATIVE FABRIC, TRIM AND GARMENT SAMPLE TESTING SELECTION CRITERIA & PROTOCOL Dillard s protocol requires garments, fabric, and components to be sent directly to Bureau Veritas Consumer Products Services, Inc. for 3 rd Party testing. Garments sent for testing should have been produced in production lines and not sample rooms. The garments must be checked by factory authorized personnel who select the garments to be tested on a random basis. The garments must adhere to specifications prescribed by Dillard s for construction and Bill of Materials. The Vendor will be responsible for all testing costs. PIECEGOODS AND COMPONENT EVALUATION These tests will identify the general acceptability of production fabrics, trim, and findings and are used to select sources or to confirm acceptance. This is also the stage to address potential seam slippage problems (on woven items). PRE-PRODUCTION GARMENT EVALUATION These tests are performed on garments often made in sample rooms and are intended to determine if all the pieces work together and are compatible. This will assure that there are no surprises, such as differential shrinkage between zipper and body fabric, that facings and linings will retain appearance, etc. These samples may originate in the actual factory, but must be prepared in a central location. 3 TESTING PROCEDURES I. VENDOR RESPONSIBILITY For Testing the Vendor will submit required fabric and garment(s) samples with a fully completed Dillard s Testing Request Form printed from Dillard s Product Sourcing System (DPS). Bureau Veritas will not accept Test Request Forms (TRF) for Dillard s garment tests that are not printed from Dillard s Product Sourcing System (DPS). Instructions on how to print the form can be found on the DPS home page Testing/Final Inspection (MFG). Delays caused by the incorrect submission of the TRF are the responsibility of the Manufacturer. This is done to ensure proper testing and documentation of merchandise testing under the Consumer Product Safety Improvement Act (CPSIA). Lack of a proper test report will delay shipping schedules. If Fabric Testing is requested prior to a garment test a written copies of the TRF are acceptable. To do multiple styles with the same body and fabric but different colors or patterns, please follow the following instructions: 1. Print one TRF from DPS and fill out completely. 2. For the balance of styles, print the TRF for each additional item and staple to the first completed form and submit as one package to BVCPS. The additional styles will be treated as additional colors for testing.. VISUALLY UNSATISFACTORY SAMPLES (stains, tears, missing pieces) WILL NOT BE ACCEPTED FOR TESTING! A RETEST sample would follow the same submission procedures as outlined above. Only test results for Bureau Veritas Consumer Products Services, Inc. (BVCPS) will be accepted by Dillard s. Costs for all retests, due to fabric and/or garment failure, will be charged to the manufacturer by BVCPS. Softline Samples to be submitted: Garment Wash/Dye Programs: ½ yard in full width in original state Plus 1 yard in full width in wet process state All Other Programs 1 yard on full width in first color Plus ½ yard in full width in each remaining colorway or pattern. Color Blocked Program Same as All Other Programs: and in addition, sewn together fabric squares (45cm 45cm) in the various colors to be joined should also be submitted to test for color staining. 1 additional garment or 1 embroidery panel should be submitted for each suspected cross-staining color problem. NOTE: If fabric is less than 2.6 oz./sq. yd. (88 gms./sq. meter) or has a raised surface, 1 square yard fabric per colorway and pattern (instead of ½ yard per colorway or pattern) must be submitted for flammability testing. Linings (½ yard fabric in full width) should be laboratory tested before production. Testing will be conducted in conjunction with fabric testing. 4 Piecegoods: One (1) yard of fabric in major color, plus ½ yard of each additional color. One (1) 20 long seam sample in both the warp and fill direction. This must be sewn in the exact same type thread and stitched per inch that will appear in the major seams of the garment ( woven piecegoods only). One (1) yard of colors of trims used, e.g., rib, lace, etc. (exclude full color range on dyed to match). One dozen components such as buttons, snaps, rivets. All accessories, e.g.; belts, appliqués, etc. Pre-Production Garment: One Pre-Production garment, if all color tests have been previously completed. (If jacquard, one of each pattern for seam test. If garment has multiple pieces or added accessories, all components must be submitted together.) Pre-Production garments in each color/pattern ordered instead of fabric, if color tests have not been completed and approved. Hosiery requires 6 pairs, handbags and accessories 2 pieces, and footwear requires 2 pair minimum to include all colors. In case of sweaters, one garment in each color way can be submitted for testing both fabric and garments simultaneously. Samples for testing should be submitted directly to Bureau Veritas Consumer Products Services, Inc. (BVCPS). Please refer to Dillard s Testing Request Form, and BVCPS List of Lab Locations ( for submittal. Minimum Garment Sample Quantity: * Adult Garment 2 garments Children s garment 2 garments Infant and Toddler 3 garments *In certain instances, more garments may be required for testing submission. See page 11 and 12 for details. A garment is the sample size which is representative of bulk production. If the garment is made in a Vendor sample room, it must be made on production machinery. Garment samples must be in contracted Dillard s colorway, constructed of piecegoods received from the mill, and contain all accessories (buttons, trims, zippers, etc. and components) which will be used in bulk production. Submit includes; ½ yard x full width fabric samples of balance of contracted colorways. Vendor may submit all colorways at one time, or in up to three different allotments, (depending on mill delivery schedule), with proper identification for the previous submission. Lighting Policy It is recommended that all suppliers use a Macbeth Spectrolight lightbox. Cool White Florescent C.W.F - The primary lighting source that is the best comparison to normal outdoor lighting. All lab matchings and bulk submissions are approved under this light source. Artificial Daylight D75 - All lab and bulk submissions will also be checked under this source as a comparison. Horizon - In addition, this light source gives reflectant values similar to indoor lighting with conventional tungsten lamps as well as outdoor dawn/sunset. NOTE: All matchings should be an acceptable visual match in all three of the above lighting conditions. Slight changes or shifting from one to source to another are acceptable, but we will not accept any significant movement of shade due to Metamerism. In such cases where there is matameric change (or flare), the dye recipe must be reformulated to obtain good color consistency in all three light sources. 5 Color Matching - Visual assessment of color will be the measure used to determine the acceptability or of any shade. Instrumental Color Control - All lab dyes and bulk fabric will be instrumentally assessed using the Macbeth Color-Eye 7000A. Measurement conditions are : Small aperture (10mm) Specular component included UV component excluded LAB color difference equation CWF, D-75 Samples must be sufficiently large to fully cover the measurement aperture. Two thickness of fabric should be used at all times. At least two measurements must be taken using a tolerance of DE 0.3 between measurements. The samples should be measured in the same direction each time and should be checked using the Color-Eye 7000A view finder, (always in the correct warp/weft direction.) Tolerances For all lab dip matchings, the instrument requirement is DE = 1.0, DE = 0.8 for neutrals (under CWF spectroscopy) However, a good visual match is also required in both primary lights. Sweater Color Submission Process: Each submit must be in actual yarn quality along with any required production finishing or washing applied. Options for color submission are as follows: 1. Correct stitch and gauge. (This option will be acceptable for both Fabric/Knitdown and Color approval.) Gauge or higher on 2 2 jersey knitdowns yarn reeling or winding. Production Dye Lot variance will not be accepted if they exceed by 0.3 DE variance. Lab dips submitted to Dillard s must be a minimum of 2 2 in fabric or knit in order to allow a double thickness measurement. Yarns must be submitted in 1 2 bunches. Color approval should take no longer than 7 days. NOTE: Visual assessment is the final arbiter. Instrumental color measurement is a management tool and should be used as a guide only. 6 II. BUREAU VERITAS CONSUMER PRODUCTS SERVICES, INC. RESPONSIBILITY All the samples shall be submitted to a designated BVCPS laboratory through the appointed agent. If the test request form is incomplete, the laboratory notifies the originating office. Until proper information is received, testing will be delayed. Complete test and evaluate the test results. Rate the product by: GOOD - The product provides good overall consumer serviceability and requires no improvement. SATISFACTORY (MARGINAL) - The product may exhibit some minor deficiencies but is acceptable, however, some improvements may be recommended by BVCPS or Dillard s. UNSATISFACTORY (FAIL) - The product has deficiencies of such severity that customer dissatisfaction will likely result and/or noncompliance of regulatory requirements. The product CANNOT be shipped until improvements are made. Complete hard copy report in the Report form, including reasons for failure and recommendation for improvements in the cases of Satisfactory and Unsatisfactory ratings. Distribute the reports in 7 working days, as follows: To Dillard s BVCPS USA BVCPS Overseas Original Fax Summary sheet 1 Full Copy Original (through BVCPS USA office) 1 Full Copy (through BVCPS USA office) To Vendor 1 Full Copy with invoice To Agent Fax Summary sheet III. DILLARD S RESPONSIBILITY Provide the vendor with a copy of Dillard s Procedures Performance Standards and Testing. When a product fails testing, the merchandise representative of Dillard s will discuss the situation with Dillard s Technical Services, the Coordinator, and Vendor when necessary, then follow-up with disposition as to retesting, cancellation, etc. Communication of Reports will be as follows: GOOD Dillard s will accept the test As-Is and no further communication is needed. The product provides good overall consumer serviceability and requires no improvement. SATISFACTORY (MARGINAL) - Dillard s will accept the test As-Is, however, Vendor is to requested to make any improvements noted. The product may exhibit some minor deficiencies but is acceptable; however, some improvements may be recommended by BVCPS or Dillard s. UNSATISFACTORY (FAIL) When Dillard s receives reports from BVCPS that a submission has failed, Dillard s will follow-up with a disposition in writing if the failure is acceptable without a re-test. Dillard s will not follow-up with a disposition in writing when the product has deficiencies of such severity that result in customer dissatisfaction and/or noncompliance of regulatory requirements. 7 SCOPE OF TESTS - SOFTLINES While the extent of laboratory test will vary by product category, consumer products will be subjected to numerous tests to attain quantitative data on overall serviceability in addition to verification of conformance to required Federal and Industry Safety criteria. For example, consumer products shall be subjected to the following. I. MANDATORY REQUIREMENTS Flammable Fabric Act Fair Packaging and Labeling Act Wool Products Labeling Act Fur Products Labeling Act Labeling of Feather and Down Products Care Labeling of Textile Wearing Apparel Textile Fiber Products Identification Act II. CONSUMER SATISFACTION REQUIREMENTS Piecegood Testing Basic piecegood testing includes the following: Fabric Weight Fabric thread count Yarn size (if needed) Fabric type and weave Yarn structure Dimensional stability (washable garments: 3 washes; dry clean garments; 1 commercial dry cleaning) Tensile strength (length/width as needed) Tear strength (length/width as needed) Bursting strength (knits as needed) ph value (all acid wash) Seam slippage (all woven) Stretch/recovery properties (as needed) Spray tests (resin treated for outerwear) Rain test (rainwear) Colorfast in laundering (to include cross-staining on pieced garments) Colorfastness in dry cleaning Colorfastness to light (as needed) Colorfastness to perspiration (as needed) Colorfastness to crocking (dry/wet) Colorfastness to sea water (swimwear) Colorfastness to chlorine pool water (swimwear) Colorfastness to saliva (children s) Care instructions: Colorfastness to chlorine bleach, Colorfastness to non-chlorine bleach Dillard Store Services, Inc. 7 Last Updated: 6/25/14

8 Additional Colorways Fabric Weight Thread count Colorfastness Note: 1. Each additional size and colorway, for the given style, will be subjected to all colorfastness tests after verifying the same fabric construction (weight, weave, and thread count). 2. Based on the above tests, proper care instructions shall be formulated or verified against the labeled care instructions. Note: If fabric weight and thread counts vary by 10%, shrinkage tests will also be performed. It may also be necessary to conduct further fiber content evaluation. Garment Testing Basic garment testing includes the following: Shrinkage Seam Slippage Seam Strength Seam Stretchability (including head opening) Side Seam Torque Trim Compatibility Seam Appearance Zipper Performance Snap Performance Cross Staining - Embroidery or pieced garment Verification of Care Instructions When a Pre-Production garment sample is submitted, the care instructions are confirmed by evaluation results of garment tests and production fabric tests. Fiber and Content Fiber content is evaluated on representative fabric. When the laboratory finds different fabric construction within the style submitted, additional fiber content analysis may be conducted on order to verify. The actual fiber content label must be verified by the garment, taking into consideration the type and amount of trim, ornamentation and functional components. The following listing provided guidelines for specific performance areas that need to be evaluated for various trim and finding items which should be a routine part of the prototype stage. III. TRIM AND FINDINGS Snaps and Grippers - Attachment or pull off strength, holding ability or peel off strength, paint or finish durability in wash, corrosion resistance in wash, heat resistance in dryers. Zippers - If not selected from approved vertical manufactures, then performance must be verified for dimensional stability, cross chain strength, top stop and bottom stop strength, sliders separator strength. Note that pinlock sliders are not acceptable and that sliders must not be removable. Rivets, Grommets, Metalwear - Corrosion resistance in wash, paint and finish durability in wash, permanent attachments, sharp edges and sharp points, heavy metals content. Tapes, Elastics, Piping, Drawcords, Braids - Dimensional stability, cross staining, tensile strength, except elastic if submitted separate, change in elasticity after wash for elastics, if submitted separate. 9 Facing, Interlinings, Fiberfills - Compatibility with shell or body fabrics, surface appearance after laundering or dry cleaning as appropriate, bond strength original and after wash or dry cleaning as appropriate, fiber of adhesive migration or strike through. Appliqués, Decorations - Compatibility with shell or body, appearance after washing or dry cleaning, cross staining, ironing. Permanent Labels - Appearance and legibility after laundering, cross staining, accuracy of copy, nonpermanent labels and tags must not transfer either color or adhesives to the item or leave any indication of their application fter removal. Buttons - Attachment or pull-off strength color permanence to wash/dry cleaning, bleeding, selfstaining, sublimation, resistance to ironing where applicable. Hook and Loop Fasteners - Appearance after laundering, dimensional stability, functionality after laundering. These trims and findings, along with any not listed, must not cause or exhibit any appreciable change in appearance after washing or dry cleaning as appropriate. If a finding or trim item is submitted as an individual test request, and not as part of a garment, it will be billed separately and result in additional cost to the supplier. IV. SPECIAL GUIDELINES FOR CHILDREN S CLOTHING Corrosion Resistance - All metal trim components will be subjected to the corrosion resistance test, and show no signs of corrosion, oxidation or discoloration, may be present after 24 hours of immersion. Sharp Points and Edges - No sharp points or edges may exist on any product, packaging, or hardware, tested in accordance with ASTM F 963/16CFR 1500 Velcro Adhesion Fastenings - No velcro fastening tape with sharp corners (90 ) may be applied to any merchandise. All velcro tape edges must be radiused (dye cut or hand trimmed) to prevent scratching. Draw Cords - No draw cord of any length, functional or decorative use may be applied to the neck or head area of any apparel merchandise. No cord may be knotted, no plastic or metal locks, stoppers, or caps may be used. Draw cords may be tipped by dipping in plastic solution, or tacked in at the end to prevent fraying. 10 PROCEDURE FOR SUBMITTING TEST SAMPLES I. PROCEDURE Required Information and Action When sending the qualification fabric sample, production fabric color samples or Pre-Production garments, the Vendor/agent must provide all required construction/order detail as follows: Purchase order number Style number Style Description Fabric weight (oz./sq. yd. or gm./sq. m) Fabric thread weight Yarn size Yarn structure (single or ply) Fabric type (denim, chambray, etc.) Fiber content Proposed care instructions Previous test report numbers Qualification Fabric Sample The Qualification fabric samples (stock fabric) must be referenced by style number and must be identical in every respect to bulk production piecegoods, except for color. Production Fabric Color Sample(s) Production All colorways of production piecegoods must be submitted at one time. The qualification fabric sample test report number must be listed on the test request form for production color fabric samples. NOTE: Any differences between qualification fabric and bulk piecegoods will cause the piecegood to fail testing. Pre-Production Garment(s) II. RETESTS A garment sample size, which is representative of bulk production. If garment is made in Vendor sample room, it must be made on production machinery. Garment sample must be in a contracted Dillard s colorway, constructed of piecegood received from the mill be used in bulk production. The previous fabric report numbers must be listed on the test request form. The cost for all retests due to fabric and/or garments failure will be charged by BVCPS to the manufacturer. 11 Dillard s Sample Submission Requirement Fabric Testing: For initial bulk fabric testing, a minimum of two (2) square yards must be submitted for full testing in one (1) color-way along with a minimum of one (1) square yard fabric in each additional color-way. Fabric must be identical in every aspect to bulk production piece goods. Garment Testing: Total required number of garments can be found at the bottom of the applicable testing protocols. Garments must be made on production machinery and must represent bulk production. Additional garments may be required based on size of garment or amount of embellishment contained. Trim Testing: See below chart for number of samples of each trim type required for Adult and Children s Garments. Please be advised, more may be requested if samples are exceptionally small or insufficient for full testing. Both Physical and Analytical testing will be performed. Findings and Functional / Decorative Trim Number of Samples Required Zippers 30 Zippers Buttons and Snaps 10 Attached to Garments 30 Loose samples Applied Trim: Lace, Bows, 8 Samples, 1 Yard OR 4 Ribbon, Patches, Etc. Garments Embroidery / Appliqué 5 Samples OR 4 Garments Additional Samples may be required for Lead testing. Contact your local Bureau Veritas Lab Location for estimate. If additional garment / fabric is required, BVCPS will immediately contact the vendor. A completed Dillard s Test Request Form should be submitted with garment / fabric. BVCPS will not accept a sample if the form is incomplete. The Vendor may obtain Test Request Forms on DPSA. Garments must include all bulk trim, accessories and embellishments. VISUALLY UNSATISFACTORY SAMPLES (stains, tears, missing pieces) WILL NOT BE ACCEPTED FOR TESTING! Samples Required for Testing Garment Retests: All retests are the vendor s responsibility. Note: On product re-tests, the previous test report number must be referenced on the Test Request Form. If a previous report number is not referenced, the full fabric and garment tests may be performed on the submission. All retested fees are vendor s responsibility. Ongoing Programs: Products that are purchased on an ongoing basis must be tested in accordance with the appropriate packages at least once every season or when changes have been made in production. 12 Dillard s Accessory Sample Requirement Accessory Testing: For initial testing, the below chart outlines how many of each item are required for Dillard s Testing. Piece-goods must be identical in every aspect to bulk production goods including color and prints. Complete Samples must be made on production machinery and must represent bulk production.
