1 memorandum To: Seth Wilmore, Bill Spencer EverPower EDR Project No: From: Ben Brazell, Dan Barbato Date: December 21, 2015 Reference: Comments: Cassadaga Wind Project Private Well Survey To assist in identifying hydrologic resources in the vicinity of the proposed Cassadaga Wind Project, Section 2.23(a)(2) of the Public Scoping Statement for the Article 10 Application reads, in part: In addition, private wells will also be identified by sending a well survey to all residences/businesses located within a 1-mile radius of the proposed facility. A list of all those provided a well survey will be included in the Article 10 Application, along with a corresponding GIS-based parcel map. However, the Applicant cannot guarantee that a response to all (or even a majority of the) surveys will be received. In accordance with these commitments, using a 1-mile buffer of project layout shapefiles in ESRI ArcGIS software, EDR personnel identified a total of 1,357 parcels within 1-mile of all project components. Using tax parcel GIS data provided by the Chautauqua County Planning Department and supplemented by publically available property tax information on the County website, mailing addresses were identified for 1,343 of 1,357 total parcels within 1 mile of project components (see Figure 1). The landowners at each of these addresses were all sent a survey form along with a personalized letter requesting their assistance in gathering information regarding any water wells or groundwater resources on their property (see attached). In addition, each mailing included a return envelope addressed to EDR. This mailing was assembled and sent to all identified 1,343 parcel owner mailing addresses by United States Postal Service standard bulk mail on December 18, 2015 by Avalon Document Services on Behalf of EDR (see Avalon Memo). 64 December 14, 2015 «AddressBlock» RE: Cassadaga Wind Project - Private Well Survey Dear Sir or Madam: As you may be aware, Cassadaga Wind, LLC is proposing to construct a 126 megawatt (MW) wind power project ( the Project ) in the Towns of Charlotte, Cherry Creek, Arkwright, and Stockton, in Chautauqua County, New York. The proposed Project is subject to the rules for siting a major electric generating facility under Article 10 of the New York State Public Service Law ( PSL ). In accordance with the Article 10 regulations, a Preliminary Scoping Statement PSS for this Project was released in September 2015 and is available on the Project s website at Please refer to the PSS for additional details regarding the proposed Project.
