1 International Affairs Council of Advisors Co-Chairs: Marc Garneau Foreign Affairs, Francophonie Westmount Ville-Marie Marc Garneau has served his country his entire professional career, beginning with the Canadian Navy and then as an astronaut and President of the Canadian Space Agency, and now in political life. Marc began his service to Canada as a Navy combat systems engineer on HMCS Algonquin from 1974 to He was promoted to Commander in 1982 while at Staff College and was transferred to Ottawa in In January 1986, he was promoted to Naval Captain and retired from the Navy in Marc was one of six Canadian astronauts selected out of over four thousand candidates in December He was seconded to the Canadian Astronaut Program from the Department of National Defence in February 1984 to begin astronaut training. Marc made history by becoming the first Canadian Astronaut to fly in space as a payload specialist on Shuttle Mission 41-G, October 5-13, In 1989 Marc was named Deputy Director of the Canadian Astronaut Program, providing technical and program support in the preparation of experiments to fly during future Canadian missions. In February 2001, Marc was appointed Executive Vice- President of the Canadian Space Agency. He was subsequently appointed President of the same Agency on November 22, 2001 before leaving in 2005 to pursue a career in politics. In October 2008 Marc Garneau was elected as the Member of Parliament for Westmount Ville-Marie and, in his first mandate, served as the Liberal Critic for Industry, Science and Technology as well as the Leader s representative for Quebec. He was re-elected in Westmount Ville-Marie in May 2011 and served as House Leader for the Liberal Party in the House of Commons. He is currently the Liberal Critic for Foreign Affairs and the Francophonie. In August 2003, Marc was made a Companion of the Order of Canada, Canada s highest civilian honour. He is also honoured with two high schools named after him, Marc Garneau Collegiate Institute in Toronto and École Secondaire Marc Garneau in Trenton, Ontario. Lieutenant-General (ret d) Andrew Leslie General Leslie s 35-year career in the Canadian Armed Forces has included a variety of command and staff positions in numerous overseas postings with NATO and the UN. As an

2 Army leader he has commanded at Regiment, Brigade, Division/Area and Army levels, both at home and abroad in security operations, peacekeeping, and war. Several years ago he was in command of the electronic warfare, cyber, and communications elements of the Canadian Armed Forces. Between 2006 and 2010 (at the height of the most recent Afghan War) he was the Army Commander, responsible for 57,000 people, their equipment, training and related infrastructure. His last job in uniform was as the Chief of Transformation from 2010 to 2011, where he led a multi-disciplinary team of both senior military personnel and public servants trying to help the Forces create new efficiencies, new organizations, and new capabilities to better adapt to the future. His longer international missions included leading troops in Germany, Cyprus, in several areas within the former Yugoslavia (he was the Chief of Staff at Sector, Mission, and Command levels), as well as the Commander of Joint Task Force Kabul and the NATO Deputy Commander of the International Security Assistance Force in Afghanistan. He has received numerous awards, including the Commander of the Order of Military Merit, both the Meritorious Service Cross and Medal, as well as being recognized and thanked by a previous Prime Minister in a joint session of Parliament. Foreign governments have also recognized his contributions with the Commander s Cross from Poland, and Commander of the US Legion of Merit. On retirement for the Canadian Forces in 2011 he worked as a senior vice president of a very large Canadian information technology corporation, and in 2013 he formed his own consulting and public speaking practice. He is the Co-Chair of the Liberal Party of Canada for the International Affairs Council of Advisors, which includes the domains of foreign affairs, defence, veterans, international trade, international aid, security, immigration, and cyber policy. He is a graduate of numerous military courses on leadership, tactics, strategy, and management, the University of Ottawa (economics), Royal Military College (strategic studies), as well as the Harvard Business School. He and his family live in Ottawa, and he is bilingual. Other Members of Parliament: Kirsty Duncan - Consular Affairs, International Development, Status of Women, and Amateur Sport Etobicoke North Ms. Duncan was an Associate Professor of Health Studies at the University of Toronto and the former Research Director for the AIC Institute of Corporate Citizenship at the Rotman School of Management. A renowned international speaker, she has lectured for such organizations as the National Geographic Society, the Japanese Government, and the Young Presidents Organization.

3 She currently sits on the Advisory Board for Pandemic Flu for the Conference Board of Canada, and the University of Toronto, and is also helping organizations prepare throughout Canada and the United States. She sits on the Boards of the Indigenous Cooperative on the Environment, the Scottish Studies Foundation, the St. Andrew s Society of Toronto, and the Toronto Foundation for School Success. She co-chaired the 2006 Fraser Mustard Awards Gala in support of student nutrition and in October 2007 she chaired Feeding Toronto s Hungry Students Week. Ms. Duncan is passionate about helping build resilient communities and taking action on climate change, our most pressing environmental issue. She helps provide food, shelter, and education to Toronto s youth, and served on the Nobel Prize-winning Intergovernmental Panel on Climate Change. Ms. Duncan holds a doctorate in geography from the University of Edinburgh. Hon. Ralph Goodale Deputy Leader Wascana Canada s former Finance Minister, Ralph Goodale, is the Member of Parliament for the Reginaarea constituency of Wascana and Deputy Leader of the Liberal Party of Canada. He began this latter role in September of 2010, following more than four years as Liberal Opposition House Leader in the turbulence of a minority Parliament. Mr. Goodale holds the distinction of being selected by his peers as Canada s first-ever Parliamentarian of the Year in Raised on a family farm near Wilcox, Saskatchewan, and educated at both the University of Regina (BA-71) and the University of Saskatchewan (LLB-72), Ralph Goodale has practical experience in business, agriculture, law, and broadcasting, as well as federal and provincial politics. He was first elected to the Parliament of Canada in 1974 at the age of 24, representing the sprawling rural constituency of Assiniboia. In the 1980s, he served as Leader of the provincial Liberal Party, and was elected to the Saskatchewan Legislative Assembly in Mr. Goodale returned to the House of Commons in 1993 as the M.P. for Wascana, and was subsequently re-elected in 1997, 2000, 2004, 2006, 2008, and In government for more than 12 years, he served in the federal Cabinet as Minister of Agriculture, Minister of Natural Resources, Leader of the Government in the House of Commons, Minister of Public Works and finally Minister of Finance. During his tenure, Canada recorded strong economic growth, balanced budgets, declining debt, lower taxes, and the best fiscal performance in the western world. Ralph Goodale and his spouse, Pamela, make their home in Regina.

4 Joyce Murray National Defence Vancouver Quadra Joyce Murray was first elected as Vancouver Quadra s voice in Parliament in In Ottawa, Joyce is a fierce advocate for a variety of issues: environment and climate change; building a stronger, greener economy with an emphasis on job creation and support for small businesses; human rights and women s rights; education with a focus on financial support for college and university students; health and home care; and preventative health. In December 2010, Joyce introduced her Private Member s Bill, C-606, legislating a crude oil tanker ban in the inland waters around Haida Gwaii, known as Dixon Entrance, Hecate Strait, and Queen Charlotte Sound. This bill formalizes the long-term moratorium on oil tanker traffic on B.C. s Pacific North Coast, first established by the Liberal government under Prime Minister Trudeau in 1972, and respected by successive governments, until recently. In October 2009, Joyce was appointed as Liberal Critic for Amateur Sport, indeed a noteworthy portfolio as Vancouver, B.C., and Canada hosted the world during the Vancouver 2010 Olympic and Paralympic Games. As Critic for Amateur Sport, she is keen to develop policy that will further engage Canadians in amateur sport, recreation, and healthy living. Joyce has sat on the Fisheries and Oceans and Environment and Sustainable Development Committees, and she is proud to be the B.C. Intergovernmental Affairs Liaison for the Liberal Caucus. As an active member of the Canada-China Legislative Association, Joyce is steadfast in helping to strengthen Canada s ties with China and the Asia-Pacific, as well as increasing investment in local small- and medium-size businesses. Before entering federal politics, Joyce was elected MLA in the B.C. government. With her extensive experience in the environmental and business community she was immediately appointed as the province s Environment Minister and served in this role from 2001 to Joyce s path to provincial and federal politics is indeed unique. Joyce has proven that the environment and business do not have to be competing interests. Joyce follows a rich tradition of strong leadership in Vancouver Quadra, joining the ranks of Hon. Stephen Owen, Ted McWhinney, and former Prime Minister Rt. Hon. John Turner in representing one of Canada s most beautiful ridings. She has three grown children and proudly lives in Vancouver Quadra with her husband Dirk.

Irwin Cotler Rights, Freedoms, and International Justice Mount Royal Irwin Cotler is the Member of Parliament for Mount Royal, first elected in November, He is a former Minister of Justice and Attorney General of Canada ( ) and is Professor of Law Emeritus at McGill University where he taught law for 30 years. An Officer of the Order of Canada, Prof. Cotler is the recipient of 10 honorary doctorates. He currently serves as Liberal Advocate for Rights, Freedoms and International Justice, Vice-Chair of the Foreign Affairs Subcommittee on International Human Rights, and is the former Vice-Chair of the House of Commons Committee on Justice and Human Rights. Other Members: Rana Sarkar Rana Sarkar serves as the National Director of High Growth Markets, KPMG Canada, and Board Co-Chair and Senior Fellow at the Munk School of Global Affairs, University of Toronto. Rana is the former President and CEO of the Canada-India Business Council. He has lived and worked globally for almost two decades as a management consultant and an entrepreneur. As a business owner he co-founded (and sold) a successful media services company. He is a Graduate of Queen s University and the London School of Economics. Major (ret d) Stephen Fuhr Stephen Fuhr is a former CF-18 fighter pilot with the Royal Canadian Air Force, has run a military pilot training establishment, and successfully managed a technology company of 40 employees. After serving with distinction for 20 years, Stephen retired from the Canadian Armed Forces in 2009 with the rank of Major and joined his family s Kelowna-based company, SkyTrac Systems, which develops aviation communication and tracking equipment. As Director of Business Development and as CEO, Stephen led the company to financial success in a challenging economic climate. In 2012, he left the company to pursue his first love of flying and currently works as an aircraft Captain on a Gulfstream 650. Born in Edmonton but raised in Kamloops, Stephen is an engaged community member. He currently serves on the Board of Directors for the Kelowna Lake Country Federal Liberal Association and he is a member of the Canadian Legion. Stephen is also an avid outdoorsman, and loves to take full advantage of the Kelowna Lake Country region. Michael Bell Michael Dougall Bell is a former Canadian Foreign Service Officer with 36 years service. He was Canada's Ambassador to Jordan ( ), Egypt ( ), and Israel ( and 1999

6 2003). Subsequently, he became Chair of the Donor Committee of the International Reconstruction Fund Facility for Iraq and Co-chair of the Jerusalem Old City Initiative. Catherine McKenna Catherine is the Executive Director of a nonprofit organization that engages emerging Canadian leaders in public policy discussions. Prior to that, Catherine co-founded and was executive director of Canadian Lawyers Abroad, a charitable organization based at the University of Ottawa. Catherine has practiced law at leading firms in both Canada and Indonesia, focusing on international trade, competition, investment, and constitutional issues. She was senior counsel on the Rt. Hon. Antonio Lamer s review of Canada s military justice system. She was also a legal advisor with the United Nations peacekeeping mission in East Timor on treaty negotiations. She teaches at the University of Toronto s Munk School of Global Affairs and is a board member at the Trudeau Centre for Peace, Conflict, and Justice Studies. Catherine is called to the Bars of Ontario and New York. Margaret Cornish Margaret Cornish serves as Senior Advisor (China) and Beijing Chief Representative of Bennett Jones Commercial Consulting Inc. based in Beijing. Margaret began her career with the Canadian Foreign Service. Her postings abroad included Beijing, New York, and Brussels. She subsequently joined the Bank of Nova Scotia where she worked on sovereign debt restructuring. Margaret later joined Scotiabank Capital Markets where she conducted award-winning research on a wide range of Canadian companies in the manufacturing, automotive, steel, building products, engineering, and heavy equipment industries. From 2003 to 2007 Margaret served as Executive Director of the Canada China Business Council, the leading Canadian bilateral business organization dealing with China. Margaret has served as a member of the Economic Council of Canada and has been an adjunct professor in the business schools at Queen's University and Wilfrid Laurier University. She is an Associate Fellow of the Canadian International Council. Martine Durier-Copp Dr. Durier-Copp is the Director of the Centre for Advanced Management Education and a Professor at the School of Public Administration at Dalhousie University. She is also Co-Director of the $5M Local Economic Growth and Food Security Cuba Project. She has been the project director of several major international projects in Cuba, in South America, and in the Russian Federation (SFU countries). Martine has worked for the Canadian International Development Agency (now DFADT), the Canadian and American Red Cross Societies, as well as government. She is interested in researching governance and international development, as well as health policy, the economy, and public sector management.
