3 GENESEE COUNTY METROPOLITAN PLANNING COMMISSION Tuesday, June 2, 2015, 8:00 a.m. MINUTES The Genesee County Metropolitan Planning Commission met at 8:00 a.m. on Tuesday, June 2, 2015, in the Conference Room of the Genesee County Metropolitan Planning Commission (GCMPC), 1101 Beach Street, Room 223, Flint, Michigan. I. CALL TO ORDER Chairperson Himelhoch called the meeting to order at 8:11 a.m. II. ROLL CALL Present: Alan Himelhoch, Alexander Isaac, Cheryl Sclater, Gloria Nealy, Jamie Curtis, Jeffrey M. Peake, John Mandelaris, and Michael M. Lynch. Absent/Excused: Carl V. Arthur III, Janice Karcher, and Mark Young. III. MINUTES Minutes of the May 5, 2015 Regular Meeting Motion: Action: Approve, Moved by Alexander Isaac, Seconded by Michael M. Lynch, to approve the May 5, 2015 regular meeting minutes as presented. Motion passed unanimously. (Approved minutes are on file in the GCMPC office) Draft IV. OPPORTUNITY FOR INDIVIDUALS TO ADDRESS THE COMMISSION No one spoke at this time. V. COMMUNICATIONS Genesee County Parks and Recreation brochures were received and distributed. A. Dr. Susan Fleming, Genesee Intermediate School District, FPR ; GISD, Head Start Program Dr. Fleming explained that the GISD Head Start Program has been granted 74 additional slots, thus the requested grant increase for the school year. By blending federal and state funding, full day programming can now be offered for the four year old classrooms.
4 VI. COMMITTEE REPORTS A. Local Unit Committee Chairperson Isaac stated that the Local Unit Committee met to discuss a non-profit that is not in compliance and since there isn t a conclusion yet, the Committee will wait to give a report. The Local Unit Committee will continue discussing the matter after the GCMPC meeting adjourns. Motion: Action: Approve, Moved by Gloria Nealy, Seconded by Michal M. Lynch, to accept the Local Unit Committee report as presented. Motion passed unanimously. VII.NEW BUSINESS A. FPR ; Uptown Reinvestment Corporation, Expanding the Capacity of the Flint Food Works Incubator Kitchen Carl Thompson gave an overview of FPR ; Uptown Reinvestment Corporation, Expanding the Capacity of the Flint Food Works Incubator Kitchen. Sean Gartland, Culinary Director of the Flint Food Works, was present to answer questions and provided additional information. Discussion ensued. Motion: Action: Approve, Moved by Alexander Isaac, Seconded by Gloria Nealy, to endorse FPR ; Uptown Reinvestment Corporation, Expanding the Capacity of the Flint Food Works Incubator Kitchen. Contract, Vouchers and Bills Motion: Action: Approve, Moved by Alexander Isaac, Seconded by John Mandelaris, to approve the Contract, Vouchers and Bills for a total of $41, and to authorize the proper authorities to sign the checks. Budget Sheets Derek Bradshaw stated that the County has changed the way they bill for IT services, so our IT budget of $14,129 has already been surpassed in the first two quarters of the fiscal year. Staff has asked for clarification of the charges and will provide more information at the next meeting. Project Status Draft 1. 3-C Transportation Planning May 2015 Status Report Sharon Gregory reviewed the 3-C Transportation Report. Discussion ensued. Environmental Program Update May 2015 Status Report Sheila Taylor presented a graph illustrating the increasing number of participants served, and the amount of waste collected, during the Household Hazardous Waste events over the last three years. Staff is currently pursuing locations for the fall HHW event. Motion: Action: Approve, Moved by Gloria Nealy, Seconded by Michael M. Lynch, to receive and file the Environmental Program report as presented.

Community Development Program May 2015 Status Report Sheila Taylor stated that this month staff will begin to monitor the local units of government that participate in the CDBG program to ensure that they are following all contract guidelines and HUD regulations. At the end of July, HUD is scheduled to perform an on-site monitoring review of our Community Development Block Grant program. Director-Coordinator Report May 2015 Status Report Derek Bradshaw stated that we are partnering on a $250,000 Blight Elimination grant application to MSHDA to help fund the demolition of the Ramada on Pierson Road. The demolition will cost approximately $1 million dollars, so if awarded, this grant would help bridge the current funding short-fall of $300,000. Andy Trudeau, one of our Housing Inspectors, has resigned after five years. Andy was responsible for over-seeing the rehabilitation of 90 NSP homes. His previous employer offered him a substantial promotional opportunity. The Consultant Selection Committee will need to meet prior to the next GCMPC meeting. The Model Committee will present recommendations for consultants to update the Genesee County Urban Travel Demand Model. 7 GENESEE COUNTY METROPOLITAN PLANNING COMMISSION LOCAL UNIT COMMITTEE MEETING June 2, 2015 MINUTES The Genesee County Metropolitan Planning Commission Local Unit Committee met at 7:15 a.m. on Tuesday, June 2, 2015, in the Conference Room of the Genesee County Metropolitan Planning Commission (GCMPC), 1101 Beach Street, Room 223, Flint, Michigan. Chairperson Isaac called the Local Unit Committee meeting to order at 7:16 a.m. Present: Alexander Isaac, Alan Himelhoch, Gloria Nealy, John Manderlaris and Jamie Curtis. Others Present: Derek Bradshaw, Christine Durgan, Sheila Taylor and Nichole Odette. The Local Unit Committee meeting was called to discuss Operation Unification (OU), one of the non-profit organizations that the County contracts with through the Home Investments Partnerships Program (HOME) and Neighborhood Stabilization Program (NSP). Derek Bradshaw provided a summary to the Local Unit Committee regarding payment concerns related to OU s Beecher HOME project and Mt. Morris Township NSP project. Discussion ensued about the background of the projects. Committee members agreed that they would reconvene after the regular GCMPC meeting adjourns. The Local Unit Committee recessed at 8:00 a.m. Draft The Local Unit Committee reconvened at 8:56 a.m. Options for the properties were discussed, as well as the status of each property. The Committee requested that staff compile options for selling or renting the properties, as well as drafting a Breach of Policy document. 8 GENESEE COUNTY METROPOLITAN PLANNING COMMISSION LOCAL UNIT COMMITTEE MEETING June 16, 2015 MINUTES The Genesee County Metropolitan Planning Commission Local Unit Committee met at 7:30 a.m. on Tuesday, June 16, 2015, in the Conference Room of the Genesee County Metropolitan Planning Commission (GCMPC), 1101 Beach Street, Room 223, Flint, Michigan. Chairperson Isaac called the Local Unit Committee meeting to order at 7:31 a.m. Present: Alexander Isaac, Alan Himelhoch, Gloria Nealy, John Manderlaris and Jamie Curtis. Others Present: Derek Bradshaw, Christine Durgan, Sheila Taylor and Nichole Odette. The Local Unit Committee meeting was called to discuss and review options the County may have for either selling or renting the Operation Unification (OU) properties. Derek Bradshaw stated that staff has contacted Corporation Counsel regarding hiring outside counsel and is waiting for a response. According to HUD, the County can sell the homes or offer them as rent-to-own, as long as they are offered to the current tenants first. Discussion ensued regarding the pros and cons of either renting or selling the properties. Derek Bradshaw explained that Operation Unification fully rehabilitated three (3) and partially rehabilitated two (2) NSP properties. Renters currently occupy two (2) homes and are paying rent to OU. GCMPC staff has requested that they make payments to the County. The County does have a payback liability of $36,000 to HUD if the NSP homes are not completed; however, a waiver request will be sent to HUD that will request the County be allowed to use NSP program income funds to repay that amount. NSP funds can be used to complete the work on the Bermuda and Palmetto homes and rehabilitate the home on Cypress in order to sell, or NSP funds may be used to demolish the three homes. Discussion ensued. Draft Motion by Alan Himelhoch, Seconded by Gloria Nealy, that GCMPC immediately pursue getting a waiver from HUD, or get permission from HUD, to allow the County to use NSP Program income funds to pay HUD back. Motion Carried Unanimously Discussion ensued regarding hiring an Attorney to represent the County in this matter and changing the language in future HOME/NSP contracts to include trust language. 13 MEMORANDUM TO: FROM: Members of the Genesee County Metropolitan Planning Commission Jason Nordberg, Principal Planner DATE: July 14, 2015 SUBJECT: RFP Update and Improve the Genesee County Urban Travel Demand Model and Provide Continuing Technical Assistance On April 24, 2015 the Genesee County Metropolitan Planning Commission issued Request for Proposal (RFP) Update and Improve the Genesee County Urban Travel Demand Model and Provide Continuing Technical Assistance. Proposals were received from the following four companies: 1. Lochmueller Group (St. Louis, MO) 2. The Corradino Group (Southfield, MI) 3. Warner Transportation Consulting, Inc. (Northampton, MA) 4. William G. Allen, Jr., P.E. (Windsor, SC) and CDM Smith, Inc. (Lexington, KY) On June 11, 2015 the Model Development Committee met to interview the top two prospective consultants from Phase I. After the interview, the scores were totaled, the sealed cost proposals for both firms were opened, and the scoring process was completed as outlined in the RFP. The Model Development Committee provided a recommendation to the GCMPC Consultant Selection Committee. The GCMPC Consultant Selection Committee is scheduled to meet at 7:30 a.m. on July 14, 2015 to review the proposals and provide a recommendation to GCMPC for their regular meeting. 18 July 14, 2015 MEMORANDUM TO: FROM: SUBJECT: Members of the Genesee County Metropolitan Planning Commission Jason Nordberg, Principal Planner Genesee County Metropolitan Planning Commission 3-C Transportation Planning June 2015 Status Report Federal Transportation Certification Review Findings The Federal Highway Administration (FHWA) and Federal Transit Administration (FTA) conducted a review on February 3rd, 4th, and 5th to assess compliance with Federal regulations pertaining to the transportation planning process conducted by the Genesee County Metropolitan Alliance, the Michigan Department of Transportation, Mass Transit Authority, and local units of government in Genesee County. In order for any federal transportation funds to be spent in Genesee County, the MPO process must be certified every four years by the federal agencies to be in compliance with Federal planning requirements. Staff received the official findings on June 9, The transportation planning process in Genesee County was found to meet the Federal planning regulations and has been officially certified. The report gave 3 commendations, 7 recommendations, and 0 corrective actions. The next review will be in Rideshare Program During the month of June, staff continued to promote the Rideshare Program by providing referrals to V-Ride, Enterprise Holdings, Ann Arbor Area Transportation Authority, Community Ventures, Mott College and MTA. Other activities included attending the monthly Flint & Genesee Chamber of Commerce meeting and the Local Regional Work Related Advisory Committee meeting at MTA. Staff also attended the Bendle Carman Ainsworth annual Transportation Day and the Veterans Community Action Team s Operation Stand Down event to promote the Rideshare Program. Each event had over 200 participants. Staff contacted 15 agencies and businesses to inform them of our new on-line registration and the Guaranteed Ride Home Program. 19 July 14, 2015 MEMORANDUM TO: FROM: SUBJECT: Members of the Genesee County Metropolitan Planning Commission Sheila Taylor, Principal Planner Environmental Program Environmental Program Update June 2015 Status Report Solid Waste Program Staff met with the Executive Director of Genesee County Habitat for Humanity and the President of epaint, LLC for the purposes of establishing a latex paint drop off location at the Habitat for Humanity Restore. Service contracts are currently pending approval. The program will allow residents to bring latex paint to the Restore at no charge. The paint will be collected by epaint, LLC, recycled into a new paint product, and subsequently sold at the Restore. Staff will provide further details as this project develops. Staff also met with Great Lakes Recycling (GLR) and Rapid Recovery, Inc. for the purposes of organizing a white goods collection event for bulky items, such as refrigerators, air conditioners, dehumidifiers, etc. that contain refrigerant. GLR will recycle the metal and plastic from each unit after Rapid Recovery, Inc. has removed the refrigerant. Service contracts are currently pending approval. Staff will provide further details as this project develops. Staff is continuing to provide support to Lapeer County, in regards to their Solid Waste Management Plan Amendment. 20 July 14, 2015 MEMORANDUM TO: FROM: SUBJECT: Members of the Genesee County Metropolitan Planning Commission Sheila Taylor, Principal Planner Community Development Program Community Development Program June 2015 Status Report Community Development Block Grant Program (CDBG) During June, staff finished working on the 2014 Consolidated Annual Performance Evaluation Report (CAPER) for HUD. The public comment period started on June 29, 2015 and ends on July 14, A public input hearing will be held during the July 13, 2015 Community and Economic Development Committee meeting. GCMPC staff will be submitting the CAPER to HUD for approval on July 20, Project highlights during June include Code Enforcement activities, Senior Center Operations, and Fair Housing activities. Staff started monitoring the local units of government that receive CDBG funding as County subrecipients to make sure they are in compliance with Federal regulations. HOME Investment Partnerships Program (HOME) During June, staff started the environmental review process for both the Habitat for Humanity new construction and Metro Community Development Tenant Based Rental Assistance projects. The projects were approved by the County Board on June 15, Contracts will be signed after the environmental reviews have been completed. Habitat for Humanity s current HOME project is more than 80% complete. 21 Home Improvement Program During the month of June, the HOME Home Improvement Program for seniors completed one residential unit. The unit was assisted through a Deferred Payment Loan. Expenditures for the month totaled $20, in Community Development Block Grant funds. During the month of June, the CDBG Home Improvement Program completed two residential units. The units were assisted through a Deferred Payment Loan. Expenditures for the month totaled $36, in Community Development Block Grant funds. Neighborhood Stabilization Program During June, two rehabilitation projects were started, one in the City of Fenton, the other in Mt. Morris Township. One property, in the City of Mt. Morris, was acquired and staff continues to look for an additional two to three homes to purchase for rehabilitation. A total of 86 properties have been rehabilitated and sold to income qualified buyers.
22 July 14, 2015 MEMORANDUM TO: FROM: SUBJECT: Members of the Genesee County Metropolitan Planning Commission Derek Bradshaw, Director-Coordinator Report of the Director-Coordinator June 2015 Status Report Contract Compliance Operation Unification (OU), a housing nonprofit organization that Genesee County contracts with has fallen out of compliance with the terms of two of their project contracts. OU is behind in taxes and payments to the County, and four of their properties are also in need of repairs. Staff will be exploring options to bring the terms of the two OU contracts into compliance. GLS Region V Regional Prosperity During June, Region V PDC approved a contract with Olsson Associates to develop a Strategy for Sites, Buildings and the Lack of Available Square Footage for the I-69 Thumb Region. The consultant selection committee scored the two responses received and interviewed the one firm that had a qualifying score. The selection committee recommended Olsson Associates to the Region V board. Asset Management Beginning in July, staff will begin the annual PASER survey for Genesee, Lapeer and Shiawassee Counties. The survey will inventory pavement conditions on all federal aid roads using the PASER Road Rating System. Road rating crews will consist of a Michigan Department of Transportation (MDOT) Representative, a GLS Region V Representative, and a County Road Commission Representative. Local Road Agencies (LRA) will be able to participate in the surveying of roads within their boundaries.
