KUHA NI JOEY AGUILAR SBMA backs freeport perks for Olongapo businesses SUBIC BAY FREE- PORT The Subic Bay Metropolitan Authority (SBMA) is now working out a scheme where qualified investments based in the neighboring city of Olongapo may receive some incentives enjoyed by companies registered in the Subic Bay Freeport. According to SBMA Administrator Armand Arreza, the perks may include fiscal incentives like sales tax and fivepercent gross income tax. We are now in the process of formulating the implementing rules, Arreza said. We are working it out with Olongapo City officials so that businesses located in Olongapo would qualify for some incentives under Executive Order 675, Arreza added, referring to the order signed by President Arroyo that expanded the area where tax- and duty-free privileges for free port zones would apply. A 39-second footage of the controversial video of movie actress Katrina Halili and Dr. Hayden Khohas been consistently rating high in the past days as among the most viewed in the popular website YouTube.com. The rating of the Katrina-Hayden video has been changing almost by the minute, as the website updates in real time the number of actual viewers accessing each video sent to it by people worldwide. Last Sunday morning, the Katrina-Hayden video was in the top 20, but by 10:50 a.m. yesterday, it slid down to 67 th with 43,740 hits. Topping the ratings was a video titled Interactive torture game, a series of videos by a young man named Shane Dawson, with 444,154 hits. Ten minutes later, however, the Halili-Hayden video shot up to 41th in the most-viewed rank, with 44,656 hits. The actual 39-second Halili

2 Army revives battalion in CL 2 NPA vows to beef up against it BY DING CERVANTES ANGELES CITY The Philippine Army has reactivated the 81st infantry battalion under its 7th infantry division to effectively and finally address the remaining threat of the Sangay Partido sa Platun (SPP) of the New People s Army (NPA) in Central Luzon, even as the NPA vowed to muscle up forces against it. The reactivation of the battalion was immediately countered by the NPA s Domingo Erlano Command which, in a statement yesterday, condemned saying it was part of a virtual martial law in Central Luzon, particularly in Aurora province amid growing militarization in the countrysides. The NPA statement insisted that the revival of the 81st IB was designed to pave the way for the powerful Angara clan to pursue projects which are now displacing Aurora folk. Hundreds of local folk are now being asked to leave public lands they have been tilling for generations to that foreign investors could take over, the statement said. The 7th ID said Lt. Col. Ramon Linasan was appointed commander of the 81st IB which is under the operational control of the 702nd IB based in Bongabong, Nueva Ecija. The reactivation of the battalion was in accordance with General Order No. 280 of the Philippine Army, it added. The activation of the 81st Infantry Battalion was initiated to effectively and finally address the remaining threat of the Sangay Partido sa Platun (SPP) of the Communist Terrorist Movement operating in Central Luzon, specially in the tri-boundaries of Aurora, Nueva Ecija and Nueva Viscaya, the order said. The order cited the importance of the reactivation of the 81st IB, noting that Central Luzon is close to the seat of government as well as the region s strategic importance to internal security operations campaign. The Armed Forces Northern Luzon Command (Nolcom) said the armed NPA rebels entered the gate of the PCA and without warning burned the guard house and its three machines, including two shredders. The rebels also destroyed the PCA s sugar cane plantation with 13,000 seedlings planted on it, Nolcom said. The NPA statement said that coconut plantation was one of the government projects that aims to concentrate and privatize public lands in the hands of a few influential people in Aurora, as well as foreign investors under the so-called Aurora Development Plan initiated by Sen. Edgardo Angara and his sister Aurora Gov. Bellaflor Angara-Castillo. It said this is already being done at the Aurora Special Economic Zone in Casiguran, the Food Basket Zone in Maria Aurora, the international ports in Dingalan, Casiguran and Dilasag, all wharves in coastal towns and even in mountains and seas. 3 CEB resumes Manila-Catarman flights on June 2 CEBU PACIFIC (CEB) will resume its four-times weekly Manila-Catarman flights starting June 2, 2009 after airport safety issues had been addressed by airport and local authorities. The runway has been cleared of vehicles and people 24/7. This is our green light to fly again to Catarman and bring back CEB s affordable fares that other airlines must again try to match, Candice Iyog, CEB vice president for marketing and distribution, said. Iyog said airport safety had been improved after additional security personnel were deployed on the runway and the perimeter fence put up is ongoing. Airport authorities have also blocked the entry points around the airport s perimeter fence used by residents, Iyog said. Local authorities said they were committed to beef up the facility s safety by removing encroaching residential structures. CEB praised the efforts of CAAP and Local Authorities who worked closely with CEB s Safety Department to address the issues at Catarman promptly and comprehensively. CEB early this month suspended its Manila- Catarman service despite its full loads after several runway intrusions by both people and vehicles during flights. Safety remains to be a priority for CEB and we will not compromise this over revenues or loads. Iyog added. After CEB temporarily suspended its operations in Catarman, other airlines operating this route started charging as much as P5,000 per way. We hope not only to educate the students but also the parents, said Dr. Rio Magpantay, DOH director in the region, stressing the home-school link in the monitoring and prevention efforts. Dr. Mario Ramirez, DepEd regional chief, said that while this local initiative has yet to get the nod of Education Secretary Jesli Lapus, the regional divisions were expected to do whatever is important to put the students out of harm. Lapus, he said, has called the national management committee to a meeting this coming Tuesday to discuss, among others, the roles of the DepEd in the campaign against A(H1N1). At his level, Ramirez said he has been reproducing the copies of the information packets that the DOH distributed in the meeting last Tuesday of the Regional Disaster Coordinating Council and Regional Development Council. The packets, comprised of leaflets and disks, are being given to superintendents for wider distribution, he said. A lesson plan will be developed. While the Philippines has an index case in the person of a 10-year-old child who arrived from the United States, there is not one case of communitylevel outbreaks, Magpantay noted. He said it is important for the students and parents to understand the virus, how it is passed on, how to avoid it, what symptoms to watch out for and the steps to do in case the symptoms manifest. The DOH leaflets also printed the names of the designated referral centers and their contact numbers. LOCAL EMERGENCY POWERS In the same campaign, Magpantay said local governments can utilize emergency powers based on the pronouncements of the DOH. Bataan Gov. Enrique Garcia, also chair of the RDC, said local officials will wield those powers just in case a positive case turns up and upon the advice of the DOH. That, he said, includes activating crisis committees in provinces, towns and cities. Also part of the sixpoint action plan is the strengthening of surveillance in airports, seaports and hospitals. Member-agencies in the RDCC and RDC must also make sure that their specific roles and responsibilities in the campaign are understood and implemented, Garcia said. Massive information campaign is ongoing and the stockpiling of antivirals, medicines and personal protective equipment are ongoing. Managing of social distancing will be done when necessary, he said. Magpantay said the tasking has been done last Tuesday. The RDC and RDCC has also established an inert-agency task force chaired by the DOH. SBMA backs freeport perks... Naval Base and such other areas that may be identified, fenced, secured or declared as additional secured area by the SBMA. However, Arreza said that because the planned expansion area in Olongapo is not yet fenced in, duty-free privileges cannot be applied. Our main concern is merchandise control, Arreza said. That is why we re initially thinking of giving incentives on sales tax and the five-percent gross income tax. He added that under the planned set-up, businesses wanting to avail of the perks would have to be endorsed by the Olongapo city government to the SBMA. The system would be similar to that employed by the Philippine Economic Zone Authority (PEZA) which registers and grants perks to investors in privately-owned economic zones, Arreza said. Among the incentives the SBMA offers to investors registering in the Subic Bay Freeport are taxand duty-free importation; exemption from all local and national taxes, with only a 5 percent corporate tax on gross income; unrestricted entry of foreign investments; no foreign exchange control; visas for foreign nationals; and expanded allowable deduction and higher percentage of income allowable from sources within the Customs territory for regional enterprises. The SBMA official revealed the planned incentives for Olongapo companies after calling for the further development of the Subic-Clark growth corridor and pushing for the creation of additional industrial estates to sustain Central Luzon s economic momentum. Arreza said earlier that if the areas between Subic and Clark were developed into industrial estates, the SBMA could push through with its expansion program that is projected to create 150,000 new jobs. He also said that the SBMA s expansion plan likewise considers the development of areas in the nearby communities of Olongapo City, Subic town in Zambales, and Morong, Hermosa and Dinalupihan in Bataan. According to Arreza, new investors who will locate beyond the fenced-in area of Subic, but still within the Subic Special Economic and Free Port Zone (SSEFPZ), will nevertheless enjoy certain privileges as provided for under EO 675, signed by President Arroyo on November 5, He added that one investor, the Subic Neocove Corp., which is putting up a golf resort complex in Subic, Zambales, will be the first major investor to locate outside the former base land. The development project, which will be financed by the Heung-A Property Group (HAPG) of Korea in partnership with Westgate Resorts Asia Ltd. and the Trump Organization, will incorporate hotel and vacation complexes, a 54-hole golf course and leisure-sports facilities, an eco-park, spa and therapy centers, as well as an international hospital and an international school in a 457-hectare beachfront property in Subic town. The project, Arreza said, received the SBMA s full incentive package upon endorsement from the governments of Subic town and the Zambales province. As of now, the SBMA is finalizing its master plan that would increase connections between the Subic Bay Freeport and outlying areas, particularly Olongapo City, its nearest neighbor. The plan also calls for the widening of bridges linking the free port to Olongapo, Arreza said.
