3 PRESENTATION SUMMARIES Ambulance and The Medicaid Transportation Program Tim Perry-Coon, Director, Medicaid Transportation, Policy Unit, Office of Health Insurance, NYS DOH Medicaid Management Mark Bertozzi, Director, Division of Program Development and Management s Bureau of Administration Department of Health staff will address how the Department is moving to eliminate barriers to assigning ambulance trips to Medicaid enrollees, ideas on confronting enrollees who frequently use emergency ambulance, and future ideas on reimbursement of ambulance services. Community Paramedicine Dr. Kevin Munjal, Associate Medical Director of Pre-hospital Care, Mount Sinai Medical Center Under health reform, there is now a greater emphasis on coordination of care, reducing utilization and cost-containment. In this new era, there may be new opportunities available for EMS / Out-of-Hospital Care systems to both reinvent emergency care delivery and expand its role into the areas of public health and care management to improve the underlying health of the populations they serve. This session will include: A brief history of EMS and how our current payment model evolved, a review of past and present efforts to expand the role of EMS, a description of the terms Community Paramedicine and Mobile Integrated Healthcare, a vision of the future of EMS, and next steps to make Community Paramedicine a reality here in New York State. EMS in a Changing Health Care System Steven Kroll, Vice President of Governmental Affairs and External Relations, HANEYS Learn about the transformation of the health care system that is underway due to federal, state, and private non-governmental health care reforms and explore how these reforms will impact EMS agencies and providers. Steven Kroll will discuss the opportunities for the EMS community to play a leadership role in health care reforms by collaborating with other health care providers to advance the Triple Aim of improving quality and patient experience, improving the health of populations, and reducing per capita health care costs. Healthcare Facility Evacuation Coordination Center (HEC) What is it and how it impacts EMS Nikhil Natarajan, Deputy Director of the Office of Health Emergency Preparedness, NYS Department of Health The Healthcare Facility Evacuation Coordination Center (HEC) is a New York State Department of Health lead multi-agency entity that oversees healthcare facility evacuation during a large scale event. This entity evolved from the NYC Coastal Storm Plan and will be implemented statewide over the next two
4 years. This session will cover an overview of the HEC, contrasting its use during Hurricane Irene and Superstorm Sandy, challenges and lessons learned, and the future of the program. New York State Department of Health, Emergency Support Function-8 Activities in Response to Superstorm Sandy Michael Primeau, Director of the Office of Health Emergency Preparedness, NYS Department of Health In New York State, historic storms have become commonplace the last two years with Hurricane Irene, Tropical Storm Lee and Superstorm Sandy forcing Emergency Management and response partners to respond in capabilities and capacities that were in the past only a considered a worst case scenario. This session will summarize the New York State Department of Health (NYSDOH), Emergency Support Function (ESF) -8 Activities in Response to Superstorm Sandy, contrasting with other recent storms, highlighting challenges, creative solutions and lessons learned. Sandy: Lasting Effects for Private Ambulance Providers Jim O Connor, President, TransCare Corporation Glen Youngblood, Director of Performance Excellence, TransCare Corporation TransCare was among the many private sector ambulance services in the middle of Super Storm Sandy s area of impact, coordinating transportation at hospital evacuation sites, managing operations within a disaster area suffering supply interruptions, and responding to new demand for services for communities and facilities recovering from the event. Several of the employees of the New York operation and corporate office were personally affected by the storm. The company s central information and telecommunications infrastructure was severely disrupted by the storm, affecting all of their operations from Pittsburgh to Poughkeepsie. In this presentation, Jim O Connor and Glen
5 Youngblood will share how TransCare and other ambulance services and their employees were affected, what they were tasked to do, the lessons they learned from the event, and how they are building resilience against future events. Social Media : What Every Employer Must Know Debra Antonelli, President, Delark HR Solutions Joanmarie Dowling, Founder, Dowling Law We just received a complaint that a group of employees have been bullying a coworker on Facebook. Can we take action? One of our employees is constantly on his smartphone during working hours and doesn t get his work done. What can we do? It s no secret that employees are using social media, at home, and at work. This program will discuss why a well-crafted social media policy is now an essential part of any employer s toolkit. We will review the latest legal developments in the area of social media and learn how to avoid pitfalls in policy development and enforcement. Participants will receive guidance on developing a social media policy, including: components of an effective policy, legal and business considerations in policy development, and tips to handle the inevitable use of social media during working hours. PRESENTERS Debra Antonelli, President, Delark HR Solutions Debra Antonelli is a certified Senior Professional in Human Resources with over 17 years of hands-on human resource strategic and practical management experience. Debra s human resource expertise includes HR planning, employee relations, recruitment, training and development, human resource compliance, job analysis and design, employee handbook development and updates, performance management, workplace investigations, policy and procedures and employment equity programs. Debra s private and not-for-profit industry experience includes technology, insurance, education, healthcare, and services. For over 10 years, Debra has served as a board director for the 1100 member Capital Region Human Resource Association, including holding the position of Board President. Debra also co-founded the Capital Region Recruiters Network in 1999 and has sat on this board for over 13 years, including as Board President. She is an active member of the Society of Human Resource Management and regularly attends local, state, and national conferences. Mark Bertozzi, Director of the Division of Program Development and Management s Bureau of Administration Mark Bertozzi has worked in a wide variety of public policy management analysis program areas for the New York State Office of Real Property Tax Services, Division of the Budget, and the Department of Health. He has worked in the Department's Medicaid program since 2002 and is currently the director of the Division of Program Development and Management's Bureau of Administration. He holds a Ph.D in Political Science from the SUNY Albany.

In addition to administrative and litigation defense representation, Joanmarie provides strategic legal advice to help employers to manage their legal risks while advancing their business and strategic objectives. Russell Honeycutt, Managing Partner, The Honeycutt Group Russell Honeycutt is currently Managing Partner of The Honeycutt Group and is regarded as a leading expert in the field of EMS reimbursement. He spent over 20 years working for a private ambulance supplier in Georgia and was Executive Vice President of The National Reimbursement Group Inc. until October 2011 when he started his own firm. Mr. Honeycutt is an active member of the American Ambulance Association (AAA). He currently serves on the Board of Directors after a six year stint as Chair of The Government Affairs Committee. As Government Affairs Chair he was responsible for oversight of the Education and Medicare Regulatory Committees. He was a member of the Finance Issues Task Force of the Negotiated Rulemaking Team, and a twelve year member of the Federal Reimbursement Committee. He has served on workgroups to address EMS reimbursement issues presented to Congress and CMS. Mr. Honeycutt is a member of the Provider Outreach and Education Committee for Palmetto GBA the ABMAC for Jurisdiction 11 and Cahaba GBA the ABMAC for Jurisdiction 10. As a result of his knowledge and experience in EMS billing, he is called upon frequently by state Departments of Medical Assistance as an industry expert regarding Medicaid transportation issues. Throughout his career Mr. Honeycutt has been closely involved with ambulance reimbursement policy development on state and federal levels. He is a member of Reimbursement Committees for several state associations and is a frequent and popular speaker at local, state and national meetings on EMS reimbursement issues. Steven Kroll, Vice President, Governmental Affairs and External Relations, HANYS As Vice President, Governmental Affairs and External Relations at HANYS, Mr. Kroll develops policy and advocacy strategies, facilitates membership engagement, builds coalitions, and advocates on behalf of more than 500 of New York State s not-for-profit hospitals, health systems, and continuing care providers. In this capacity, he works with the U.S. Congress, the New York State Legislature, and state and federal executive agencies. He was based in HANYS Washington, D.C. office for several years before returning home to New York State in Before joining HANYS, Mr. Kroll served as a Legislative Assistant to the U.S. Senate and was
7 an Associate Director of the American Hospital Association s Washington office. He received his undergraduate degree from the State University of New York at Buffalo and his Master of Health Administration degree from Duke University. Before graduate school, he became a paramedic and worked for a large city emergency medical services system. He is a member of the Board of Trustees of Cobleskill Regional Hospital. Angela Lehman, Vice President of Financial Services, Emergency Medical Services Authority (EMSA) Angela Lehman is Vice President of Financial Services for Emergency Medical Services Authority (EMSA) out of Oklahoma City and Tulsa, the largest ambulance provider in the state. She oversees the Financial Services staff and is responsible for leadership, administration and financial oversight for all of EMSA's billing operations. Angela has detailed knowledge and practical experience in the complicated and dynamic field of reimbursement, regulatory, coding, collections and compliance. For the last two years she has served as the Medicare Regulatory Co-Chair for the American Ambulance Association, she is a member of Government Affairs, Education and the Payment Reform Committee for AAA. She also serves as a Regional Director for the Oklahoma Ambulance Association. Prior to working for EMSA she has extensive experience in working in the government and private sector of healthcare, including hospitals, and other provider networks. Dr. Kevin Munjal, Associate Medical Director of Prehospital Care, Mount Sinai Medical Center Dr. Munjal is an Emergency Medicine Physician who completed a fellowship in EMS and Disaster Preparedness with the New York City Fire Department (FDNY) and Long Island Jewish Medical Center. He has also completed a Masters in Public Health at the Mailman School of Public Health. He is the founder of the NY Community Paramedicine Task Force, an organization dedicated to exploring the possibility of an expanded role for EMS and overcoming the barriers preventing EMS from being better integrated with the healthcare system. He is an accomplished and prolific academic researcher who recently received a National Institute of Health (NIH) Career Development Grant for his work in community paramedicine. His most notable achievement was his recent publication of a paper advocating for realignment of EMS Payment Policy published in the prestigious Journal of the American Medical Association. Nikhil Natarajan, Deputy Director, New York State Department of Health Office of Health Emergency Preparedness Mr. Natarajan oversees all Public Health Preparedness related programs as well as response. He is responsible for programs ranging from the Strategic National Stockpile and the Cities Readiness Initiative to Human Services planning, the Department s logistics operations, preparedness exercises, crossborder planning, and the New York State Duty Officer Program among others. He has served in various Command level positions during large scale responses including the Hurricane Sandy response where he oversaw Healthcare Facility Evacuation and other duties. He serves on a wide variety of State and national workgroups and has regularly lectured on preparedness and response to various audiences at
8 the local, State, and Federal levels. He has over 17 years of public safety experience as a Paramedic and firefighter and has served in various supervisory roles through the years in both the public and private sectors. His educational background includes a Baccalaureate Degree from Empire State College in Healthcare Administration as well as instructor certifications for state and federal programs and is a graduate of the National Preparedness Leadership Initiative at the Harvard Kennedy School of Government. Jim O Connor, President, TransCare Corporation Jim O'Connor, President of TransCare Corp, began his career as an EMT in 1975 and has worked in many aspects of EMS from a field provider, to paramedic instructor, to administrator. He is currently a member of UNYAN s Board of Directors. TransCare operates in five States with over 2,000 employees. Tim Perry-Coon, Director, Medicaid Transportation, Policy Unit, Office of Health Insurance, NYS DOH Medicaid Management Tim Perry-Coon graduated from the University at Albany with a Masters degree in Social Welfare Administration. He began work with New York State in 1987 in the prestigious Public Management Internship program, and has been working in the Medicaid Program since that time. He has been married for 28 years and has one son. Jeffrey Pitonza, Director of Operations, TransCare Corporation Jeff Pitonza is the Director of Operations at TransCare Corporation in Mount Vernon where he leads several teams responding to emergency and nonemergency calls for ambulance service. Jeff started as a volunteer EMT over 20 years ago and has worked as a paramedic, educator, supervisor and manager. Jeff has lead his current team and previous teams through preparing, planning and recovering from multiple disasters including September 11 th, Northeast Blackout of 2003, Hurricane Katrina and Rita deployments, the NYC MTA Strike, Nor easter of 2010, Hurricane Irene and Super-storm Sandy. Michael Primeau, Director of the Office of Health Emergency Preparedness, NYS Department of Health Mr. Primeau is responsible for all preparedness, and response activities within the agency. He has worked with agency staff to plan and conduct the Department s response to all declared emergencies and activations since July of 2002, including; 2003 Northeast Blackout, 2004 Republican National Convention, Severe Flooding in Central New York 2006, Buffalo Snowstorm 2006 and the Erie County Hepatitis A Exposure 2008, H1N1 in 2009 and 2010, Hurricane Irene and Tropical Storm Lee in 2011 and Superstorm Sandy in He is a Department lead for strategic public health emergency preparedness planning activities including; The Departments All Hazard Response Plan. Strategic National Stockpile and CHEMPACK. Before joining the Department of Health, Lieutenant Colonel Primeau retired from the
9 active duty Marine Corps where he served for over 20 years. A combat veteran, he has served around the country and the world, commanding numerous organizations and specializing as a logistics planner. Anthony Sutton, Deputy Director, New York State Division of Homeland Security and Emergency Services Office of Emergency Management During Super-storm Sandy, Mr. Sutton was responsible for overseeing State Emergency Operations Center. Prior to joining State service, Mr. Sutton served as Commissioner of the Westchester County Department of Emergency Services for 11 years. The Department included the County s Fire and EMS Training Divisions; the Emergency Communications Center; the Emergency Operations Center, the County s Office of Emergency Management (OEM), as well as the County s HAZMAT, Technical Rescue and Cause and Origin Teams. During his time with Westchester, Mr. Sutton commanded the County s response to numerous disasters, coastal storms and emergencies. He managed the County s Radiological Emergency Plan for the Indian Point Nuclear Power Plants and served as a principle member of the New York City Urban Area Security Initiative. Anthony Sutton is a riding Paramedic, and has been involved in volunteer, career and municipal Emergency Medical Services for over thirty eight years. Mr. Sutton has an extensive background in both public service and the private sector. He has served on numerous boards and advisory committees at the local, state and federal level. Brian Werfel, Partner, Werfel and Werfel, PLLC Brian S. Werfel, Esq. is a Partner in Werfel & Werfel, PLLC, a New York based law firm specializing in Medicare issues related to the ambulance industry. Brian is a Medicare Consultant to the American Ambulance Association, and has authored numerous articles on Medicare reimbursement, most recently on issues such as the beneficiary signature requirement, repeat admissions and interrupted stays. He is a frequent lecturer on issues of ambulance coverage and reimbursement. Brian is co-author of the AAA s Medicare Reference Manual for Ambulance, as well as the author of the AAA s HIPAA Reference Manual. Brian is a graduate of the University of Pennsylvania and the Columbia School of Law. Prior to joining the firm in 2005, he specialized in mergers & acquisitions and commercial real estate at a prominent New York law firm. Werfel & Werfel, PLLC was founded by David M. Werfel, who has been the Medicare Consultant to the American Ambulance Association for over 20 years. Glen Youngblood, Director of Performance Excellence, TransCare Corporation Glen Youngblood is the Director of Performance Excellence at TransCare Corporation in Brooklyn where he supports and guides performance measurement and improvement throughout the company.
