1 2018 CMCA ANNUAL CONFERENCE Colorado Springs, Colorado October 17-19, 2018 Wednesday, October 17, 2018 Session: Opening Ceremony - Become an Olympian of Innovation Nick Kittle, Professional Speaker 8:30 am 10:00 am Nick has spent the last 13 years in government, most recently as a Chief Innovation Officer, and more than ½ of that has been in government innovation, including founding one of the first five government innovation offices in the country and pioneering the concept of innovation value. During his government career, Nick has directed 13 different divisions and developed over 65 unique or first-of-their-kind pilot projects while directly generating $7.8 M in savings, and winning 3 national awards. Nick has founded innovation offices in a conservative city and a liberal county, as well as consulted across the country on government innovation, and has written extensively including pieces for the Harvard Government Innovators Network, Alliance for Innovation, and Governing Magazine. Nick now trains across the country on building Sustainovation, or sustainable innovation for government, and on creating high-performance government with Cartegraph. Nick is a dynamic TEDx speaker (Life 2.0), keynote and government performance and innovation coach from Colorado, delivering a powerful message and in his main time, he is a father, husband, BBQ champ and avid disc golfer. Concurrent Session #1: Citizen and Community Engagement Kelly Ohaver, Customer Experience Manager City of Centennial 10:15 am 11:30 am Kelly s expertise in both public and private sector environments spans service, sales and operations. As the Customer Experience Manager for Centennial, Colorado since 2012, Kelly is believed to be one of the first customer experience professionals in local government. Kelly leads a customer experience program; proposes service improvement initiatives; develops and implements guidelines for promoting positive service experiences; provides service performance data, review, and analysis; and runs the city s leadership academy, Centennial 101. In 2014 Kelly co-created Centennial s citizens academy, Centennial 101, and she has successfully facilitated the program five times since then. Centennial s wildly popular program provides citizens an overview of their local government and its operations and prepares residents to become more engaged with the City. Many go on to
2 serve on Boards and Commissions or even run for Council. Also, Kelly has helped other communities establish their own Citizens Academy while continuing to refresh Centennial s program. Fueled by a passion for finding creative approaches to delivering service, Kelly enjoys the interwoven complexities and simplicities inherent in the customer experience, because it makes her job both challenging and exciting. Over the past four years of consulting, she has assisted over 20 jurisdictions with over 30 projects. She has been a CMCA member since She has served as Director, Vice President, President, Past President, and Region 8 Representative. She has participated in the Awards, Membership, and Education Committees, and was honored with the Outstanding Contribution to CMCA award in 1998 and 2003; and as Clerk of the Year in She earned her CMC in 1994 and MMC in She earned her SPHR (Senior Professional in Human Resources) certification in As a retiree and consultant, Judy remains active in CMCA and involved in the professional development of Municipal Clerks. She makes time to pursue her hobbies of bicycling, skiing, and hiking. Linda Blackston, Town Clerk, CMCA Co-Education Vice Chair Town of Lochbuie Linda Blackston has been a Town/City Clerk for 11 years. She worked for Town of LaSalle for 5 years as the Town Clerk and Treasurer, the Town of Mead for 5 years as the Town Clerk, City Clerk at the City of Aurora and is currently the Town Clerk of Lochbuie. She received her Certified Municipal Clerk Certification from the International Institute of Municipal Clerks in 2011 and her Masters Municipal Certification in She is a member of the International Institute of Municipal Clerks and the Colorado Municipal Clerks Association. She has been the Chair, Vice Chair or member for the Colorado Municipal Clerks Association (CMCA) Ways and Means Committee and currently is the Co-Vice Chair of the Education Committee. She is a member of the CMCA Awards Committee as well. Linda is married, has 8 children (his, mine, and ours) and 29 wonderful grandchildren.
3 Hobbies/Interests: Linda is a Colorado native and enjoys camping and traveling with her friends and family, walking, and learning. She enjoys working with other Municipal Clerks, the Colorado Municipal Clerks Association, and is very interested in local government. Lynelle Stanford, Town Clerk Town of Crested Butte Lynelle started with the Town of Crested Butte in 2010 as an administrative assistant for the Marshal s Office. In 2014, Lynelle moved across the courtyard to Town Hall to serve as the Town Clerk. the Marshal s Office. Lynelle graduated summa cum laude from Minnesota State University Moorhead with a Bachelor of Science Degree in Exercise Science. After graduating from college, Lynelle and her husband, Cole, moved to Crested Butte. She worked at Community Banks of Colorado before starting her job at Lynelle enjoys mountain biking, all types of skiing, softball, basketball, and golfing. Suzanne LeClercq, City Clerk City of Woodland Park Suzanne has been employed with the City of Woodland Park since April of Suzanne began working at the Woodland Park Police Department as the Chief s Administrative Assistant and the Teen Court Coordinator. She transferred to the City Clerk s Office as Deputy City Clerk in May of Suzanne received her CMC in August of She was sworn in as City Clerk of Woodland Park in Suzanne went on to obtain her MMC in 2017 and is now the Assistant City Manager/City Clerk for the City of Woodland Park. She has been a CMCA member since Suzanne has served as Secretary on the CMCA Board. Currently Suzanne has been working as the Interim City Manager until the City hires a new City Manager. Suzanne also currently serves on the Board of Directors for CIRSA which she enjoys very much. Suzanne was born and raised on Long Island, New York and moved to Woodland Park, Colorado in 1993, with her husband and children. Suzanne has been married to her husband for 36 years and they have two children and seven grandchildren of which three are triplets!! In her free time, Suzanne enjoys spending time with her family, four wheeling/atving, scrapbooking and of course shopping!!! Suzanne also enjoys reading and has a very active book club which she enjoys. Suzanne is also an active member of her Church. Concurrent Session #2: Cyber Hygiene at Home and Work Dusty Dezell, Chief Information Security Officer City of Colorado Springs 12:30 pm 1:45 pm Dusty Dezell is the Security and Innovation Manager with the role of the Chief Information Security Officer (CISO) for the City of Colorado Springs. In his role, Dusty is accountable for the security, enterprise architecture, and solution engineering of the City network. Dusty is an Air Force Veteran and has more than 25 years of IT experience in the Department of Defense and local
4 government industries. This includes a background in Cybersecurity, System Administration, Program Management, IT Operations Management, and IT Service Management. Dusty holds a Masters in Business Administration and a Bachelor of Science in Computer Networking. In the Cybersecurity discipline he is a certified C CISO and CISSP as well as a PMP and an ITIL Expert. Forest Senti, Special Projects Manager National Cyber Center Forrest Senti is the Special Projects Manager of the National Cybersecurity Center. He currently runs a program that brings together the intersection of technology, talent, and partnerships around use cases and best practices for Cybersecurity as a means for trust and transparency in business, government and society. Forrest currently serves on two government working committees, the working group for the government use of blockchain underneath The Colorado Council for the Advancement of Blockchain Technology and he also chairs the cybersecurity committee on Raising Cyber Awareness for the Colorado Springs Chamber & EDC. Additionally, he volunteers his time with organizations like Exponential Impact, Peak Startup and the Colorado Institute for Social Impact. General Session: Legislative Update Kevin Bommer, Deputy Director Colorado Municipal League 2:00 pm 3:30 pm Kevin has been with the Colorado Municipal League since 1999 and is primarily responsible for managing CML s legislative program, as well as advocating municipal interests before the state legislature and various administrative functions for the League. Kevin's main lobbying areas are beer and liquor licensing, marijuana, severance tax, labor and employment, telecommunications and broadband, and several other issues of municipal interest. He also assists in training and answering inquiries from municipal officials, oversees CML s strategic planning process, and authors the CML Legislative Matters blog. While attending the University of Wyoming, Kevin interned in Washington, DC for U.S. Senator Alan K. Simpson and subsequently staffed his Laramie, Wyoming field office. Prior to joining CML, Kevin was the Local Government Coordinator for Envision Utah, a public-private partnership for responsible growth management, from Envision Utah was chaired by Gov. Mike Leavitt, consisted of over 100 public and private sector members, and is still in operation today. Kevin was responsible for the involvement of 76 municipalities and 10 counties. Kevin was born and raised in Jackson Hole, Wyoming and graduated from the University of Wyoming. He holds a bachelor s degree (BS) in political science and a master s degree (MPA) in public administration from UW.
5 Thursday, October 18, 2018 Concurrent Session #1: Mental Health First Aid 8:30 am 9:45 am Mary Sean O Halloran, Professor Emerita, Psychologist, MHFA Trainer University of Northern Colorado Mary Sean O Halloran is a certified MHFA trainer with years of experience teaching and training in the mental health field. She is a licensed psychologist and professor emerita at the University of Northern Colorado. Her 25-year career on the faculty included teaching a wide range of courses including psychological trauma and crisis intervention, which she continues to teach at UNC as adjunct faculty. For 20 years, she served as the director of the UNC Psychological Services Clinic. This clinic focuses on training graduate students to provide mental health services to community and school agencies. Dr. O Halloran has published and presented locally, nationally, and internationally and she has taught in Ireland, France, and Thailand. She is passionate about mental health education and in enhancing awareness, knowledge and skills for community members on mental health and self-care topics. Concurrent Session #2: Moving from a Liquor Authority Board to a Hearing Officer Lee McRae, License Enforcement Officer City of Colorado Springs 8:30 am 9:45 am Lee McRae is the License Enforcement Officer for the City of Colorado Springs, where he administers and enforces business licenses issued by the City Clerk s Office. His primary focus is on reviewing and licensing Medical Marijuana licensed businesses (about 350 licenses) and Liquor licensed businesses (about 850 licenses), ensuring licensee compliance with State law, City Code, rules and regulations. Lee also participates in State rulemaking work groups. A longtime veteran of management and ownership in the hospitality, photography, and telecommunications industries, Lee is a former member and former Chairman of the Colorado Springs Liquor and Beer Licensing Board, and also assisted in municipal and county elections prior to his starting in his current position with the City of Colorado Springs in February of 2011, where he continues in a lead role for conducting elections for the City. Barbara Setterlind, City Clerk City of Centennial Barbara Setterlind has been the City Clerk in Centennial since October 2014 and was the Deputy City Clerk for seven years prior. She began working for the City of Centennial in April 2005 in the Municipal Courts before moving to the City Clerk s Office. Barb holds a Bachelor of Science Degree from Central Michigan University and a Paralegal Certificate from Aurora Community College and received Master Municipal Clerk designation from the International Institute of Municipal Clerks
6 in February. Barb has been a member of the CMCA Records Committee, serving as the Chair in 2015, and recently as the Education Coordinator for Records Management PDOs. She has also been a member of the Education Committee and the Ways and Means Committee. Barb and her husband enjoy traveling, reading, and spending time with their family. Cheryl Aragon, Deputy City Clerk City of Greeley Cheryl Aragon has been Greeley s Deputy City Clerk for the past 28 years. During her time in this position, Cheryl has been involved in every function of the Clerk s Office including election administration, board and commission recruitment and appointment, records management, administrative code compliance hearings, and clerk to the Mayor, City Council and City Manager. Her primary focus during her time in the City Clerk s Office, however, has been to facilitate the liquor licensing function for Greeley s 165 liquor licensed establishments and coordinating various review and process elements with several other City Departments. Cheryl has developed a passion for following new and ever-changing Colorado State Liquor legislation and strives to streamline procedures and implement practices that help Greeley applicants get open for business. She has also served for over 15 years as a trainer of other Colorado Municipal Clerks and Licensing Administrators in the area of liquor licensing. Cheryl received her Certified Municipal Clerk designation in 1994, was awarded membership in the Master Municipal Clerk Academy in April of 2000 and continues her pursuit of education in this field. She is a member of the International Institute of Municipal Clerks, the Colorado Municipal Clerks Association and has served on numerous boards of directors in the Greeley and Weld County community including Leadership Weld County, Exchange Club of Greeley and A Kid s Place. Concurrent Session #1: Basics of Fund Accounting and How to Prepare for the Annual Audit Jean Kinney, Treasurer City of Fort Morgan 10:45 am 12 pm Jeanne Kinney graduated from University of Nebraska at Omaha with a Bachelor s Degree in Accounting. She holds a CMA and an MBA from Wayne State College. She has worked in a variety of positions Rate Case Accountant for a telephone company, Feedlot Accountant, Senior Accountant for a manufacturing company, several hospital accounting positions including CFO, and presently serves as City Treasurer at City of Fort Morgan. She taught accounting classes while attending graduate school and as adjunct faculty after. Crested Butte 3:00 pm 4:45 pm Tiffany O Connell has been with the Town of Mt. Crested Butte since She started out as the Deputy Town Clerk and was recently promoted to Town Clerk. Tiffany is also the Secretary of the Colorado Municipal Clerks Association board. Being a Clerk in a small town means that she wears many hats: Court Clerk, Human Resources, Mountain Wedding Garden Coordinator, Secretary to the Downtown Development Authority Board, Secretary to the Gunnison Crested Butte Wedding Council and more. She also enjoys trail running, mountain biking and hanging out with her family. Concurrent Session #2: Managing Organizations in a Sea of Change 3:00 pm 4:45 pm d Karen Palus, Director of Parks, Recreation and Cultural Services The City of Colorado Springs The City of Colorado Springs serves over 482,000 residents, offering recreational, historical, and environmental programs, which provides services for all ages and abilities. Her responsibilities include oversight of the operations of Pikes Peak America s Mountain, nationally recognized #1 Park in the country Garden of the Gods Park, two golf courses, two cemeteries, all City-owned cultural facilities and the Public Art program. The City of Colorado Springs has been recognized for its innovative partnerships; it holds a Gold Medal Award from the National Recreation and Park Association and has recently begun preparing for National Accreditation. Karen is a Certified Parks and Recreation Professional (CPRP) and has over 29 years of experience. She received her Master s Degree in Public Administration from the University of Central Florida and her Bachelor of Science Degree in Secondary Physical Education from the University of South Florida. Karen is a member of the Colorado Parks and Recreation Association, and has recently been appointed as the Parks and Recreation State Representative for the Colorado Municipal League. Karen received two awards this past year, one from the City of Colorado Springs Downtown Partnership as a Downtown Star for Outstanding Civil Servant for her efforts and support of downtown development and activation initiatives. She was also recognized by the Garden of the Gods Rock Ledge Ranch POWWOW Committee as an honorary Elder for her continued support of the Native American culture in the Pikes Peak Region, a responsibility she feels honored to steward.

9 Town of Pagosa Springs April started working for the Town of Pagosa Springs in 2006 as an administrative assistant. In 2008 she was appointed as the Town Clerk for Pagosa Springs. The office of Town Clerk, as in most small towns, handles clerk duties as well as finance, human resources, utility billing, tax collection, budgeting, elections, licensing and so much more. April was fortunate to have the Clerks Institute, PDO trainings, and connections with fellow clerks to learn the ins and outs of the Clerk s position. In 2013 April earned her CMC designation and is working toward her MMC. She completed an Associate s Degree in Business Administration in 2017 and is working on her Bachelor s Degree. Nancy Vincent, Senior Deputy City Clerk, CMCA Co-Education Chair City of Thornton Nancy Vincent began working for the City of Thornton in February 1974 as a utility billing specialist, became the City s first Deputy City Clerk in April 1979, and was promoted to City Clerk in December She began serving as the Senior Deputy City Clerk in March As City Clerk, Nancy has been responsible for major projects such as developing the City s Central Records System, the recodification of Thornton s City Code, development of detailed election procedures and candidate informational packets, the Preserving History Project for the City s 40 th Anniversary Celebration, implementation of the City s first document management system, and helped implement Thornton s marijuana licensing process. Nancy received her Certified Municipal Clerk designation in September 1986 and received her Master Municipal Clerk designation in She has been active in the Colorado Municipal Clerks Association since becoming a member in 1979 and has served on the Audit, Membership, Study, and Records Management Committees and currently serves on the Education Committee. She also served as CMCA Secretary and President in Because the education of clerks is her true passion, and she believes it is one of the key elements in the professional development of Clerks, she served on the International Institute for Municipal Clerks (IIMC) Education Committee from 1993 to In 2009, she was given the opportunity to chair the IIMC Program Review and Certification Committee to help rewrite and simplify the IIMC Certification Guidelines to meet the needs of clerks around the world. She was honored to be asked by her peers to represent the Colorado Municipal Clerks Association as a member of the IIMC Region VIII Director from 2013 to She most recently served as Chair to the Policy Review Committee. General Session: Closing Speaker John Register 9:45 am 11:45 pm Mr. Register s powerful keynote, Hurdling Adversity, challenges audiences both young and old to unleash the inspiration in them. John has been a spokesperson for Hartford Insurance Company, the American Plastics Council, the Ohio Willow Wood Company, and Disabled Sports USA. He has been a solutions engine for more than 50 companies, and featured on numerous national television programs including: PAX TV s It s A Miracle with Richard Thomas, FOX s The Edge with Paula Zahn, NBC s Weekend Today Show with Sara James, and MSNBC s Morning Blend with Soledad O Brien. He has also been profiled several times in The New York Times, The Washington Post, ESPN Magazine and the Washington Kid s Post.
