1 Architectural Review Application New Application Processing Improvements Dear Applicant, Fees Reduced. Application fees were reduced approximately 20% from the fiscal year. The Planning Division has made recent changes to the Architectural Review Application and processing fees. The intent of these changes is to improve your experience processing applications and reduce the time (number of meetings) it takes to receive a final action. Please review the benefits of the changes (at right) and learn what is expected of each applicant to ensure reduced costs and processing times for you or your client. If you have any questions, please contact the Staff Liaison to the Architectural Commission, or the City Planner. Fee Refunds (Commission level only). Projects that are reviewed by the AC in only one meeting receive a 50% refund of the application fee. Application Submittal Deadline Eliminated. The required 30 day advanced filing for Commission level reviews has been eliminated. Applications will automatically be scheduled for the next available meeting. However, keep in mind that packets are released one week prior to the meeting and some projects require public notification. As such, the applications will still need to be filed approximately 14 days in advance of the desired meeting date. Application Processing Times Reduced. Application processing times will be reduced by half. Most projects will be completed in 1 2 months from the submittal date. The revised application ensures that the information typically required by the AC is presented at the first meeting, reducing the need for applicants to return a month later simply to address only the lack of detailed information in the submittal. Customer Service Improvements. All AC cases are managed by the Staff Liaison to the Commission, Shena Rojemann (see contact information in sidebar). Any questions regarding the AC can be addressed to Shena and you may request pre meetings to review application material before submitting. Additionally, our liaison can discuss your project with you and provide guidance on helping you make your best presentation to the Commission to help reduce the need for additional meetings. Appointments for Commission level cases are now made through the Staff Liaison to the Commission, which provides greater flexibility and availability when scheduling an application appointment. See reverse side for what is expected of applicants to take advantage of these cost savings and processes improvements.

2 Architectural Review Commission Application New Application Processing Improvements To take advantage of these cost savings and reduced processing times, only complete application packets will be accepted for filing. The submittal requirements are not new as the Commission typically requests this information during the public hearing process. However, the application now details this information and organizes it in a meaningful way. All details are now required at the time of submittal so the Commission does not need to ask for the information at the meeting, causing delays. Our shared goal, including the Commission, is that the Commission focus on the substance of the project and not what is missing from the application. The new application and fee schedule is intended to streamline the review process. As an added incentive, applicants that submit high quality application materials and present thoughtful, neighborhood compatibility designs that can be approved by the Commission in one meeting, will receive for a 50% reduction in the application fee. However, projects that require more than two meetings will be subject to an additional fee (50% of the application fee) for each additional meeting. Here are some tips to help prepare a complete application and items to consider at the hearing: Fully Complete Application. Provide all information requested on the application. Provide clear, thorough responses where written information is requested. Submit Code Compliant Project. The mandatory code compliance review has been eliminated to reduce costs and time. However, this puts greater responsibility on the applicant to perform your research and ensure your project complies with applicable codes. Projects that are approved but require redesign because a code issue may need to go back to the Commission at greater cost and time to the applicant. A voluntary conformance review is available for applicants interested in having greater assurance. Information is also available online and at the public planning counter. Focus on the Details. Submit typical section drawings, cut sheets, manufacturer brochures, etc., to help communicate the project details such as lighting, landscaping, connection details, etc. (see application). Be Consistent. The application, project plans, renderings, material boards, etc., must all be consistent with each other in order to be accepted for filing. Materials must be accurately represented in any color elevations or renderings. Be Prepared. Advocate for your project. Know why you re proposing a certain design, what it is and how different design elements achieve that goal. Take notes at the meeting and bring a copy of your plans to reference. Bring Project Representatives. The architect or designer, landscape and lighting professionals and other trades involved in the project should be present to answer questions from the Commission. Submit High Quality Material. Professional level, high quality plans, graphics and material boards are required for submittal. The visual presentation of your project is just as important as the building design.

(310) Architectural Review Application Architectural Review Overview: The Architectural Commission was appointed by the City Council to make decisions regarding the aesthetic development in all commercial and multi family residential areas of the City. The Commission s comprehensive approach to architectural review includes landscape design, paint and other finishes, and signs, as well as exterior building form. All reviews require that the Commission be able to conclude that the project meets the required findings (see Section 4 of this application). 8 Page 6 of 13 SECTION 4 DESIGN ANALYSIS AND FINDINGS (for Commission level applications only) A Clearly identify how your project adheres to each of the required findings of the Architectural Review Commission: 1. Describe how the proposed building or structure is in conformity with good taste and good design and, in general, contributes to the image of Beverly Hills as a place of beauty, spaciousness, balance, taste, fitness, broad vistas and high quality. 2. Describe how the proposed building or structure indicates the manner in which the structure is reasonably protected against external and internal noise, vibrations, and other factors which may tend to make the environment less desirable. 3. Describe how the proposed building or structure is not, in its exterior design and appearance, of inferior quality such as to cause the nature of the local environment to materially depreciate in appearance and value. 4. Describe how the proposed building or structure is in harmony with the proposed developments on land in the general area, with the general plan for Beverly Hills, and with any precise plans adopted pursuant to the general plan. 5. Describe how the proposed development is in conformity with the standards of the municipal code and other applicable laws insofar as the location and appearance of the buildings and structures are involved.

9 Page 7 of 13 SECTION 5 PUBLIC NOTICE REQUIREMENTS (For Sign Accommodation Applications Only) A The following information is required for Public Notification: Applicant Checklist: RADIUS MAPS: One copy of a map showing a 100 foot radius around the subject site and number each parcel touched by that radius consecutively. Include all the adjacent lots that the radius line touches. See the illustration below: Staff Verification MAILING LABELS: Two (2) sets of mailing labels with the names and addresses of all property owners and residential occupants of properties within 100 feet of the exterior boundaries of the project site. (PROPERTY OWNER INFORMATION MUST BE OBTAINED FROM THE MOST CURRENT LOS ANGELES COUNTY TAX ASSESSOR S ROLL.) Labels must be numbered to correspond to the assigned numbers on the radius map. Labels must be typed or printed on Avery or Xerox brand self adhesive Labels must be on 8 1/2 by 11 sheets DO NOT abbreviate city names (U.S. Postal Service Request) Provide a CD RW disk containing the mailing label information in Word or Excel format. AFFIDAVIT: Completed and signed statement that the labels and maps are completed and current (see affidavit on the follow page).

11 Page 9 of 13 SECTION 6 SUBMITTAL REQUIREMENT CHECKLIST A All plan sets must be no larger than 24 in any direction and no smaller than 11 x 17, be drawn to scale and be legible. All plans must include a title block on each page, a North arrow and be collated, stapled and folded to fit within a legal size folder (11 x17 ). The following plans are required for Architectural Review Applications. (PLEASE NOTE: Inconsistency between drawings, renderings, materials, etc., will be considered an incomplete submittal. Only complete applications will be accepted for filing.) Applicant Checklist ELECTRONIC DOCUMENTS: Electronic files (pdf and jpeg) of this complete application and all of the required submittal items outlined in this application shall be provided on a CD at the time the application is filed. PLOT PLAN: Show entire parcel (indicate square footage of property) and label all property lines. Label & dimension all existing and proposed structures including perimeter walls/fences. Show code required setbacks (front, sides and rear). For additions include the existing and proposed setbacks. Indicate code allowed maximum floor area and all the floor area existing and proposed on the site. Indicate location, size and species of existing trees and vegetation (indicate which are to be removed). Indicate location of streets and sidewalks. Show location of any public or private easements, curb cuts and any obstructions in the public right of way. Show paving square footage. FLOOR PLANS: Show existing floor plans fully dimensioned. Show proposed floor plans clearly label the proposed bedrooms (for multi family projects only). ROOF PLAN: Clearly label all the roof pitches. Show mechanical equipment location (when applicable). Label the proposed roofing material. LANDSCAPE PLAN: (must comply with Beverly Hills Water Efficiency standards Indicate type, size and location of existing and new plants. Provide pictures of the plant species proposed. Label the location(s) of any proposed hardscape treatment. Provide cut sheets of any proposed exterior wall or landscape lighting fixtures. Clearly label the height of the walls/fences and the setback of each walls/fence from the nearest property line. Indicate the materials proposed for the walls and fences. Provide a drawing or photo which clearly shows the design and ornamentation of the fence (i.e. wrought iron or other designs). Staff Verification ELEVATIONS: Label existing portions of structures to remain and the proposed additions (when applicable). Indicate the height of all proposed structures. Provide dimensions of windows and doors. Show the location of exterior light fixtures to scale. Show all proposed signage, to scale. COLOR ELEVATION: Provide a color elevation that accurately (to scale) reflects colors and material being proposed for all facades visible from the public street SIGNAGE INFORMATION: Provide scaled drawings of all proposed signs. Include the dimensions and the square footage calculations for all proposed signs. Provides sections of all proposed signs. Provide connection details of all proposed signs. Provide material samples for all signage. SECTIONS/DETAILS (minimum ¼ = 1 0 scale): Provide a minimum of two building facade sections (label property lines). Provide a section through the front entry. Provide a section through a storefront window system (show the property line). Provide cut sheets for the proposed windows and doors. Provide connection details for storefront window systems. Provide connections details for all façade materials. Provide details which indicate how the façade materials will connect to each other. Provide a detail of all proposed elements including window surrounds, entry surrounds, decorative details, etc. BARRICADE MURALS/SIGNS: Provide dimensioned elevation drawings of barricade murals. Provide dimensions for all barricade signage.

Clearly delineate between open air dining on private property and open air dining in the public right of way. Provide elevation drawings of any fences or rails proposed around the open air dining area. Provide cut sheets for all open air dining furniture, light fixtures, railings, heaters, etc. Provide material samples for all open air dining elements. PHOTOGRAPHS (10 sets for Commission Level applications): Provide a high resolution photograph(s) of the existing site. Provide a high resolution panoramic photograph of the site showing the current structure within the existing streetscape (at a minimum include the structures directly abutting the subject property). Provide high resolution pictures of the neighboring properties. Provide a key that clearly labels the photos and indicates their location relative to the subject property. See the key example below: STREETSCAPE PHOTO MONTAGE: Provide a high resolution panoramic photograph which incorporates the proposed project into the existing streetscape and includes the street trees and all proposed landscape materials. (At a minimum include the two properties directly abutting the subject property). Show the proposed rendering in context to the structures on the adjacent properties. The 3 dimensional perspective must be to scale. Staff Verification SAMPLE MATERIALS BOARD*: Provide renderings or color elevations of all facades visible from the street with lined call outs for all the proposed materials and finishes. Numbered call out with a corresponding legend may also be used. Maximum size of the material board(s) shall be 24 on any side. Multiple boards may be submitted. All materials must be adhered to the boards. Loose or missing materials is not reflective of a complete application. Materials should be inset into foam board or securely adhered with Velcro. Glued or taped materials are not acceptable. *See the reverse side to view two acceptable material board templates. Samples of materials boards can also be viewed at the public counter.
