As requested by EMWD, we prepared the attached scope of work (SOW), level of effort, and fee estimate for the services during construction (SDC) for this project. It is our understanding that this work will be an amendment to the existing contract. This SOW and level of effort cover the tasks needed to support EMWD during the construction and start up phases of the TVRWRF 23 mgd expansion project. The team that will perform the engineering services during construction is the same as the project team involved in the project design. 2 Scope of Work This Scope of Work (SOW) details CH2M HILL s services during construction (SDC) for the TVRWRF 23 million gallons per day (mgd) expansion project. The following tasks are proposed for this project: Task 1 Services During Construction Task 1.1 Conformed Set Document Task 1.2 Solar Power Project Task 1.3 Submittal Review Task 1.4 Reply to Requests for Information (RFI) Task 1.5 Change Order Review Task 1.6 Manufacturer Operations and Maintenance Manual Review Task 1.7 Document Processing Task 1.8 Project Meetings/Site Visits Task 1.9 Testing and Startup Support Task 1.10 Southern California Edison (SCE) Closed Transition, Permitting and Coordination Support Task 1.11 Record Drawings Preparation Task 2 Post Construction Assistance Task 3 Project Management Task 4 Electronics Operations and Maintenance Manual Task 5 Fiber Optics System Submittal Review Task 6 Additional Consulting Engineering Services Following is a detailed description of each task, proposed fees, and assumptions used to develop this SOW. Task 1 Services During Construction Task 1.1 Conformed Set Document CH2MHILL will incorporate the addenda information in the bid documents, prepare the conformed set of drawings and specifications, and submit to EMWD in electronic portable document format (PDF). Conformed drawings for the SCE design and fiber optics project will be prepared by the respective design engineers. Task 1.2 Solar Power Project EMWD is planning to construct a solar power system at TVRWRF through a separate construction contract. The construction of the solar power system would overlap with the construction of the TVRWRF 23 mgd expansion project. To identify interfaces with the TVRWRF 23 mgd expansion project with primary metering and facilities construction sequencing and layout areas, CH2M HILL will review the solar system concept proposed by the solar system provider. The focus of CH2M HILL s review will be project interfaces and compatibility with the TVRWRF Expansion Project. CH2M HILL will provide review comments to EMWD and participate in up to one review meeting with the solar system design engineer and system provider. CH2MHILL will revise the bid documents, if necessary, to show the areas available for contractor staging and layout areas, and to include the power, fiber optics and SCADA interface with the solar power project. CH2M HILL s level of effort and task budget presented herein assumes one iteration of bid document revisions. WBG SCO 1
3 Task 1.3 Submittal Review CH2M HILL will review and provide comments on up to 435 shop drawing submittals and up to 95 resubmittals. The review period for each submittal is expected to be up to 10 working days from the time received by CH2M HILL unless substantial level of effort is required. CH2M HILL will inform EMWD when a specific submittal requires additional review time. It is assumed that all comments will be communicated to EMWD via e mail using EMWD s standard shop drawings submittal review form. CH2M HILL will be provided with one copy of each submittal for filing (PDF format). It is assumed that the contractor s submittals will be reviewed for completeness by the construction manager prior to sending them to CH2M HILL and that CH2M HILL is not responsible for communicating with the contractor to address incomplete information in a submittal. The level of effort for submittal review is based on 10 hours per submittal and resubmittal (5,300 hours total). Task 1.4 Reply to Requests for Information CH2M HILL will respond to up to 540 Reply to Requests for Information (RFIs) from the contractor related to construction activities of the design performed by CH2M HILL. The expected response period for each RFI shall be up to 5 working days from the time received by CH2M HILL, unless substantial level of effort is required. If this is the case, CH2M HILL will inform EMWD when a specific RFI requires additional review time. It is assumed that all responses will be communicated to EMWD via e mail using EMWD s standard RFI response form. The level of effort for reply to RFIs is based on 4 hours per RFI (2,160 hours total). Task 1.5 Change Order Review CH2M HILL will evaluate the impact of change orders on design and compliance with the contract documents and provide comments for up to 48 change orders to EMWD. The change order cost evaluation will be performed by EMWD. The maximum review and response period for each change order review shall be up to 15 working days from the time received by CH2M HILL. CH2M HILL will inform EMWD when a specific change order requires additional review time. CH2M HILL will be provided with one copy of each approved change order request for filing. Task Manufacturer Operations and Maintenance Manual Review CH2MHILL will review manufacturers operations and maintenance manuals submitted by the contractor for completeness, compliance and conformance with the specifications. CH2M HILL will deliver written review comments. Task 1.7 Document Processing EMWD will receive, log, and forward the RFIs, submittals, and change orders to CH2MHILL. For internal tracking and review of documents, CH2MHILL will receive and log the RFIs, submittals, and change orders, and distribute them internally for review, and process and return the review comments to EMWD. CH2MHILL will maintain an internal log and an internal file with the documents (submittals, RFIs, change orders, and their corresponding comments and responses) received and sent by CH2M HILL. Task 1.8 Project Meetings/Site Visits CH2M HILL will attend up to 40 monthly project meetings (including the construction kickoff meeting) and up to 24 site visits, per EMWD s request, during the construction period for this project. One CH2M HILL staff member will attend each of project meetings and up to two CH2MHILL staff will attend the site visits to support EMWD in addressing construction and/or facility related issues. It is assumed that all meetings and site visits will be held at the TVRWRF or EMWD headquarters building. WBG SCO 2
4 Task 1.9 Testing and Startup Support CH2MHILL will review the testing and startup plan submitted by the contractor. CH2MHILL will provide up to 180 hours of assistance during the testing and startup of the facility. The construction manager will coordinate the testing and startup with the contractor and EMWD operations staff. CH2MHILL will be available to address field questions during testing and startup periods. Task 1.10 SCE Primary Power, Rule 21, Closed Transition, Permitting and Coordination Support Subtask AT EMWD s request, CH2M HILL will provide support for SCE coordination and support services (including new switchgear, new power connection to the existing,12 kv system equipment, and Rule 21), during the construction phase of the project. If a meeting is required, EMWD will schedule the meeting with the necessary participants. Up to 400 hours have been estimated for this task, including the effort to prepare information required for the coordination activities and meeting participation. Subtask At EMWD s request, CH2M HILL will provide support to coordinate with SCE regarding the testing and acceptance of the closed transition control scheme during the construction phase of this project. EMWD will coordinate and schedule the meetings with SCE and other participants regarding closed transition. Up to 200 hours have been estimated for this task, including the effort to prepare information required for the coordination activities and meeting participation. Task 1.11 Record Drawings Preparation CH2M HILL will prepare the record drawings for this project from the markups made on the bid set plan by the contractor and construction manager. The field markups will be verified by the construction manager. The TVRWRF 23 mgd expansion design drawings will be modified by adding the field markups verbatim to prepare the record drawings. It is assumed that up to four drawings of plan and profile sheets for yard piping will be provided by the contractor as record drawings and presented as Microstation files that will be incorporated as part of the record drawing set. The record drawings (including corresponding Mylars, CAD, and PDF files) for fiber optics, solar power, and the SCE system will be prepared by their respective design engineers. Deliverables will include two compact discs (CDs), each containing the record drawings in CAD and PDF formats, one half size set of prints (11 inches by 17 inches) and one full size set of Mylars (22 inches by 34 inches). It is assumed that EMWD s construction manager will conduct consistent and thorough reviews during the construction period to check the accuracy and legibility of the hand marked master drawing set updated daily by the contractor. CH2M HILL is not responsible for the information submitted by the contractor to EMWD and will only transfer the marks as shown on the master drawing set prepared by the contractor to the CAD files prepared by CH2M HILL. Task 2 Post Construction Assistance CH2MHILL will be available to address field questions during the warranty period for the facilities constructed under the TVRWRF 23 mgd expansion project. This includes the 180 day commissioning period for the membrane bioreactor system. It is assumed that up to 150 hours of assistance will be provided for this task. Task 3 Project Management CH2M HILL s project manager (Fred Soroushian) will manage and coordinate the CH2MHILL team activities during the bid, construction, startup, and post construction periods. The CH2MHILL project manager will prepare and submit up to 40 monthly invoices and progress reports. The CH2MHILL project manager will participate in monthly conference calls, if requested by EMWD. 5 Task 4 Electronic Operations and Maintenance Manual CH2M HILL will prepare the contents and upload the information for the treatment process facilities constructed under the TVRWRF 23 mgd Expansion to the District s existing electronic Operations and Maintenance (EOM) SharePoint site. EMWD s existing EOM Sharepoint site is arranged by facility and each facility consists of a series of chapters each with the folders for each of the systems under a chapter. Each of the system folders has a series of sections which include several areas, each with its own data sheet configuration. Each section include (if applicable) the following areas: How It Works Schematic, Theory of Operation and Process Control, Process Design Data, Equipment Descriptions, Instrument Descriptions, Equipment Controls, Alarm and Alarm Responses, Standard Operating Procedures, and Emergency Operating Procedures. CH2MHILL will prepare and submit an outline detailing the organization of the TVRWRF EOM chapters, system folders, sections and data sheets for the facilities built under the TVRWRF 23 mgd. EMWD will review the outline and attend a workshop with CH2M HILL to discuss the comments on the outline. The TVRWRF EOM will include the new EOM chapters for new Plant 3A unit processes (primary clarification, fine screens, biological treatment, and membrane system). For existing processes that are being upgraded (headworks, disinfection, tertiary effluent pump system, sludge thickening, digester gas compression), new folders will be added for the new facilities only. Under the disinfection chapter we will add a folder for the new chlorine contact tanks, a folder for the new chlorinators, and a folder for the out of compliance pumps. Under the Tertiary Effluent Pump System we will add a folder for the new tertiary effluent pumps and a folder for the surge system. Under the Headworks chapter, we will add a folder for the new mechanical bar screen. Under the chapter for Sludge Thickening we will add a folder for the new rotary drum thickener (RDT). Under the chapter for Digester Gas Compression we will add a folder for the gas purification system, a folder for the gas compression system, and a folder for the sump system.ch2m HILL will prepare the contents and upload the information that goes into the data sheets for the following areas for each of the sections under each system folder in each of the chapters described in the second paragraph of Task 4: How It Works Schematic, Theory of Operation and Process Control, Process Design Data, Equipment Controls, Alarm and Alarm Responses, Standard Operating Procedures, and Emergency Operating Procedures. CH2M HILL will upload the information provided by the Contractor in the data sheets for the following areas corresponding to the system folders created under Task 4: Equipment Descriptions, and Instrument Descriptions. The Contractor will provide the fully populated data sheets for these as part of the submittal for each equipment and instrument/device. CH2M HILL will be provided access to EMWD s EOM SharePoint site to use or create new chapters, system folders and populate the data sheets for the TVRWRF EOM.CH2MHILL will conduct one four hour workshop to demonstrate use of the TVRWRF 23 mgd facilities EOM and familiarize EMWD staff with the organization and navigation of the site. It is anticipated the EOM Workshop will coincide with final acceptance of construction, so that files are complete and final. It is assumed that up to 400 data sheets will be provided by the General Contractor as part of the submittal effort and that the information in these data sheets will be uploaded to the TVRWRF 23 mgd facilities EOM. In addition, a total of up to 600 links will be required to link the How It Works Schematics (modified P&IDs) to the different data sheets and that a total of up to 1000 data sheets (including 20 for the Theory of Operation and Process Control) will be prepared and uploaded for task 4. Up to 2,750 hours have been estimated for task 4. CH2M HILL will not create or update information in the EOM for any of the existing facilities at the TVRWRF. Chapters for supporting facilities such as the electrical system, control equipment, and solar power system are not required for the EOM. WBG SCO 4
6 Task 5 Fiber Optics System CH2M HILL will retain Carollo Engineers to prepare conformed drawings for fiber optics system, review and provide comments on shop drawing submittals and resubmittals, RFIs, change orders and preparation of record drawings for the fiber optics system (Appendix H of the bid documents). The review period for each submittal is expected to be up to 10 working days from the time received by Carollo unless substantial level of effort is required. CH2M HILL will inform EMWD when a specific submittal requires additional review time. It is assumed that all comments will be communicated to EMWD via e mail using EMWD s standard shop drawings submittal review form. CH2M HILL and Carollo will be provided with one copy of each submittal for filing (PDF format). It is assumed that the contractor s submittals will be reviewed for completeness by the construction manager prior to sending them to CH2M HILL and that CH2M HILL is not responsible for communicating with the contractor to address incomplete information in a submittal. Carollo will review RFIs and change orders related to Appendix H (the fiber optics system). The review period for RFIs is expected to be up to 5 working days and for change orders to be up to 15 days from the time received by Carollo unless substantial level of effort is required. In addition, Carollo will prepare the record drawings for the drawings in Appendix H and provide two compact discs (CDs), each containing the Appendix H record drawings in CAD and PDF formats, one half size set of prints (11 inches by 17 inches) and one full size set of Mylars (22 inches by 34 inches). Task 6 Additional Consulting Engineering Services Under this task CH2M HILL will provide additional engineering services to modify the existing design features in the existing TVRWRF 23 mgd Expansion documents. Task 6.1 Miscellaneous Services Some of support services include evaluation of Parkson Messner aeration panel system, preparation of a specification for Messner aeration panel system, preparing addendum number 4 (in addition to replying to contractor s questions), and preparing addendum number 5. Additional consulting and design services will be provided, if requested by EMWD. Task 6.2 Solids Handling Recycles Treatment Evaluation TVRWRF is currently required to meet 10 mg/l effluent total inorganic nitrogen (TIN) limits under the current NPDES permit requirements. Existing facilities at TVRWRF were designed to handle nitrogen loads according to the Basis of Design established at the time of Plant 1 and Plant 2 primary and secondary facilities design and construction. However, a review of the current influent loads indicate that the raw wastewater characteristics have changed over time and TVRWRF is experiencing an increased nitrogen load. As a result, the facility is experiencing challenges to meet TIN limits. Dewatering recycles contain a concentrated amount of nitrogen that correspond to about 20 to 25% of the plant influent typical load. Treatment of this sidestream can allow reduction in the overall nitrogen load for the whole plant and reduce effluent TIN levels and the tasks below focus on the developing alternatives for treating the sludge dewatering recycles Data Review and Study Basis Development CH2M will conduct a review of the influent and solids handling recycles water quality data. If recycles water quality data is not available, estimations will be made using the calibrated process model developed under the 23 mgd Expansion Project after necessary updates to the model. CH2M will prepare a summary of the review and establish study basis for review and approval of EMWD Alternatives Development and Evaluation CH2M will develop up to four alternatives to reduce nitrogen load in the dewatering recycles which will be suitable for phased implementation. Alternatives that can be readily implemented with minimal construction and can help reduce the current effluent TIN levels in accordance with the permit averaging cycle as well as alternatives that could be implemented as a longer term WBG SCO 5
7 solution will be evaluated. Use of existing process tankage will be evaluated as they fit into the identified alternatives. To review the facility modification needs, a site visit by up to two CH2M staff (e.g.; Mechanical Engineer, Process Engineer) will be conducted. Up to four alternatives will be further developed for budgetary construction cost estimating. For facility sizing, the process model developed under the 23 mgd Expansion project (baseline) will be used to develop whole plant process models for each alternative. By evaluating the alternatives as part of the whole plant, the evaluation will allow facilities sharing/redundancy and avoid costs that could be deferred/eliminated. Process control opportunities to better manage the key process parameters such as nitrogen (ammonia nitrate), dissolve oxygen, sludge retention time, etc. will be identified as applicable. A simplified site plan for each alternative will also be developed. Through review of monetary and non monetary criteria as well as implementation schedule, alternatives will be reviewed, and a recommendation will be developed. CH2M will develop a Class 4 opinion of construction cost for the selected alternative for budgetary planning purposes Study Report CH2M will develop a draft Technical Memorandum (TM) that presents a summary of the study findings and final recommendations. The draft TM will be submitted to EMWD electronically (.pdf or.doc format). EMD will provide one set of consolidated review comments which will be reconciled for developing the final TM. Final TM will be submitted in electronic format as a PDF file Project Workshops/Site Visits CH2M HILL will attend up to two project workshops. It is assumed that all meetings will be held at the EMWD Headquarters building. One workshop will be conducted at the midpoint of the study where alternatives could be reviewed. The second workshop will be conducted after the submission of the draft TM and will allow discussion of the EMWD comments and final direction regarding next steps for dewatering recycles treatment at TVRWRF. Level of Effort and Fee Estimate The level of effort and the fee presented in Table 1 is in addition to the fee in the current contract. The billing rates for this project are included in Table 2. The project will be managed to the total cost budget. The budget amount for Engineering Services During Construction is $3,598,938 CH2M will make reasonable efforts to complete the work within the budget and keep EMWD informed of progress so that the budget or work effort can be adjusted if found necessary. CH2M will inform EMWD in writing when 75 percent of the budget is spent. CH2M is not obligated to incur costs beyond the indicated budget, as may be adjusted, nor is EMWD obligated to pay CH2M beyond the budget limit. List of Assumptions 1. EMWD will provide construction management, inspection, administration, sampling and testing, and survey and geotechnical support for this project. 2. The total project schedule of 40 months including post construction assistance. 3. The project construction will start in 2016 and end in mid WBG SCO 6
