Many thanks for the Listowel entry to this year s SuperValu TidyTowns Competition. Thank you for participating in Ireland s biggest community project on this, its 60th year of making Ireland a better place. A special word of thanks first of all to the committee members responsible for putting together your entry this year. It is clear that a massive amount of work has gone into this and you are to be congratulated for your diligence and attention to detail. It must be said that the Adjudicator was a little taken aback at the amount of material that you submitted. We know that for really productive and active groups it is hard to condense what is at least a year s work into a few pages. However, we would recommend that you reduce the volume of paperwork for future entries. There is no need to submit entire reports from other bodies when a summary would do just as well. For example, the TCHC report (wherein it never says what TCHC stand for) - all of the graphs and conclusions could have been summarised into a few paragraphs. Equally, your appendices (while they each do tell a story) are too numerous. Enough of criticisms here: your new 3-Year Plan is excellently laid out and incisive. It clearly sets out the tasks that you have before you and will be invaluable in guiding your ongoing work here in Listowel. A lovely map was supplied for the job. Perhaps consider using different colours to differentiate the classes of projects, just for ease of use. Your entry form (the main event, so to speak) was so well-presented and amply illustrated. Thanks so much again. We won t use up space here listing all of the supports you enjoy in Listowel. Suffice it to say that you are obviously integral now to the community and vice versa. The TidyTowns Appreciation Event (with AIB) stood out. A superb idea that others should emulate. The Awareness Day too is well-placed with your local Supervalu, a key supporter. Your work with schools and youth is first-class, pun intended. Your connection with the wider community, residents etc. is demonstrably good. Many congratulations on your Pride of Place achievement. You literally carried the flag for Ireland and not many can say that. Here s hoping that you keep adding to your trove of Gold Medals. Streetscape & Public Places / Sráid-Dreach & Áiteanna Poiblí The way you laid out your entry for this category was admired. Very clear, thanks. Significant infrastructural works were underway in Listowel at time of visit. These have been taken into account. It has been a while since the Adjudicator s last visit to Listowel and it was great to see such improvements. The Sports/ Community Centre is transformed. While once a little shabby-looking in its beautiful park surroundings it now looks so sharp. Don t forget to paint the corner uprights. The Garda Barracks was (quite literally) unrecognisable. What a difference! Great to see a bicycle shop open anywhere but also to take a disused shop back into the 21

22 IRELAND S TIDIEST TOWN 22 business fold - a double bonus! You also have a major retailer slotted-in to your town centre and that is great. Its visual impact was far more positive than I d expected, to be honest. Tae Lane (love this name!) was looking better after its whitewash. Tarrant s Garage gable had been done by adjudication day but what of the rest of it? Good to see the world s favourite car restored here for now. You have a few problem buildings but these are described well in your plan as well as your entry for actions intended as well as those undertaken. You include in your entry here An Teampaill Bán and the Town Park. Significant projects are underway here. The plaque is an important piece of commemoration, well done. It is acknowledged that you have put a lot of resources into these areas. The old mart site has been pressed into service as a site compound for the services works. It is hoped that this will find a new owner when the dust has settled and it will cease to be a blackspot for good. This Adjudicator would visit Listowel just to look at the shopfronts alone. The wonderful stucco work, the colours and the high standard of care make your main streets a joy to wander along. These are locally appreciated as an event to learn about this craft, this was advertised at your Heritage Centre. It was good to see that The Square Diner now has a welldesigned sign and strong colour scheme. Across the way the Maid of Erin is having some work done. Well, she is of a certain age. New shopfronts to this adjudicator were the splendid veterinary clinic and the very bright and contemporary Listowel Printing Works. The staff and volunteers of the second hand shops must also be congratulated for their window displays. However, it s likely the pubs that steal the show in terms of presentation and it would be difficult to choose which are the best. Your own on-street trophy cabinet was also viewed with admiration. The Seanchaí was spotless on adjudication day and lovely hanging baskets were on display. On the newer end of the spectrum The Fantasy Room has been really wellpainted and helps to lift the area here. The FCA building looks unfortunate but there are plans afoot for this, I read. Another area nearby has been the subject of your efforts too. Green Spaces and Landscaping / Spásanna Glasa agus Tírdhreachú The area in front of St John s Church has been entirely changed. It now looks fresher and more open. The sensory garden could not be visited at time of adjudication but this is a most fitting location. 400 trees in a year is a great achievement. Keep up the ongoing work on your pollinatorfriendly areas. We cannot underestimate their importance. The work at the Garden of Europe was noted. No small task (or area) this. Good luck with the future projects such as at the entrance to Kerry Group premises. Again, a substantial area here. There is a lovely little bit of planting at the Supervalu car-park. In front of Garvey s there is a very pleasant seated area with a triangular raised planter and sign. Do move the tree from in front of the TidyTowns sign as your plan suggests. At the Revenue Commissioners premises, some bright planting would make a world

The Town Park was as lovely as the Adjudicator remembered but far busier with runners, golfers, walkers and little people playing on the playground attractions. You now have a Parkrun - fantastic - the best way to get the most people to appreciate your park every week. The park was just about spotless. However, the anti-dog litter bag dispenser near the graveyard was empty. There has been much new treeplanting since last we visited here and new benches were gleaming. The Garden of Europe (I had almost forgotten about this) is really beautiful. It does deserve a better sign though. Perhaps some more flowering shrubs on the edges too? Have you considered an audio trail of the Garden (or park or even town)? The fruit and nut orchard is beautiful and the bug boxes were well-placed. The Millennium Arch is back but the County Council containers are gone! And now, what of this area? Surely not further car-parking. Speaking of which, the town car-park was immaculate on the day. If only there were a prize for car-parks, this would be international standard, bottle banks included. Some of the gloss is taken off by the presence of Japanese knotweed in the adjacent grounds. Again, more urgent action is recommended here to avoid structural problems to the church. The fencing here will need to be repaired soon and painting the palisade fencing would also help. The bowl planters at The Square looked amazing. This Adjudicator would have the tiered planters but rather save them for use in a less beautiful part of town. The box hedging Welcome on Convent Street was in great condition. Unfortunately some more Japanese knotweed nearby was also thriving. The car-park here was also as neat as a pin, well done. Not far away the Calvary Scene was in excellent order too. Recent tree-planting was noted at the Presentation School. Nature and Biodiversity in your Locality / An Dúlra agus an Bhithéagsúlacht i do cheantar You are wished every success in the struggle against invasive species. These seem to have been on the advance since the adjudicator s last visit. Complete your surveys so that you are in a position to complete your herbicide treatments of Japanese knotweed in September/ October for best results. You have engaged specialists so they will be able to advise you. They will confirm that voluntary efforts against Himalayan balsam can be very successful if maintained. You have embraced the need for positive action for pollinators and three areas are in your sights. The Adjudicator looks forward to seeing An Teampaill Bán transformed on the next visit. You ll be amused to hear that it is already more than a little wildlife-friendly. On the evening, the only other visitor was a splendidly-coated fox, foraging in the long hedgerow. Here you have an All Ireland Pollinator Plan -inspired meadow, a composter and rainwater harvester. All beautifully kept. On visiting the river, the first impact is unfortunately from invasive species. The Japanese knotweed and Himalayan balsam are hard to overlook. 23

24 IRELAND S TIDIEST TOWN 24 It is acknowledged that you have professionals working on this but it must be said that for the sake of your riverbank integrity, more urgent action seems indicated. These aside, the adjudicator could have spent all evening watching the swallows and sand martins feeding over and drinking from the river. Birdsong was fantastic down here and your work with tree-planting and roses along the berm here indicates how much you love the Feale too. Sustainability Doing more with less / Inmharthanacht - Mórán ar an mbeagán: This is a very strong category for Listowel. You have taken well to the various aspects of this tricky area and this year you have not disappointed. You have an ambitious target of achieving a carbon-neutral Listowel. No small task but if any group can do it, it is Listowel TidyTowns. An important step toward this is the energy audit of businesses. On a day-to-day action, you are using more eco-friendly cleaning products now and fighting hard for the conscious cup to be part of all of your residents consciousness. Has the Presentation Girls School no Green Flag? It wasn t on display anyway. The Adjudicator was surprised not to read of the proposed Greenway in your literature, or was this overlooked? The Community Composter at Kenny Heights was visited. Although very new, it is already well in use. Your new 3-Year Plan will be of great benefit in developing your work in this area. Already you have an impressive list of projects underway and maintained. Among your future projects is a community garden. This would be a great addition. Go for it. Tidiness and Litter Control / Slachtmhaireacht agus Rialú Bruscair: The attendant difficulties of the infrastructural work underway at time of visit are acknowledged. You mention commercial advertising on your approach roads as an issue. Well, it was found not to be so on this visit. Well done on your early morning litter-pick. A great combination of your inspiration and businesses energy. It is hoped that the org project will roll out further. The (geo) Cache in Trash is an excellent initiative and so clever. It is acknowledged that your litter-picked rubbish is sorted for recycling. The success of your ongoing projects is clear to see on the ground. Only a very small amount of litter was seen on the day. The approach roads were almost uncannily litter-free and much praise must go to you for this. Residential Streets & Housing Areas / Sráideanna Cónaithe & Ceantair Tithíochta: It s great that the Municipal District are making strides towards tackling the housing crisis. You are advising and encouraging residents groups and your annual competition is an important part of this. You are also moving towards more wildlife-friendly and sustainable living areas. Good stuff. Kenny Heights was just gorgeous. A range of house designs and styles here are complemented by good quality tree-planting. The use of stone as a mulch for dry weather was noted with approval although there is no need for geraniums to be planted at tree bases. New (to this Adjudicator, anyway), slow zones within estates are a big positive step. No. 19 The Square

25 IRELAND S TIDIEST TOWN has been beautifully treated, including its gorgeous windows. Really super little gardens were noted on Feale Drive. The old railway buildings on JB Keane Road are just gorgeous. No 6. the favourite if forced to choose. Ballygologue Park shows the fruits of much care and attention; individual efforts but also communal care. It was also great to see children out playing. There must be great rivalry with the nearby Hawthorn Drive. This was very, very neat indeed. Approach Roads, Streets & Lanes / Bóithre Isteach, Sráideanna & Lánaí: You are working away insofar as possible on your approach roads while works continue. The Abbeyfeale Road is indeed much improved. Planting would help on the Ballybunion Road, hard surfaces being abundant here. The Great Southern Greenway will be a massive asset for Listowel. Be sure to support this in every way possible. The N69 (Cahirdown Road)is a lovely approach with roses, well-cut verges and all very neat. The new service station here was spotless. Next door is a site that will surely be wanted soon. Old Mill Lane (opposite the Revenue Commissioners) is in need of work. It could be so much better but the doorways here with daubed paint and forbidding signs let the area down. Correctly treated, these doors could even become something of an asset. Old Mill Lane is also missing a name sign at its junction with Charles Street and some cobbles and a bollard have become loosened and dislodged. Are there any bike lanes in Listowel, it was wondered. Perhaps when all these works are done, these could be a part of the finished product. Is there a pedestrian crossing needed on the Ballylongford Road, I wonder? Market Street was so clean and neat. The Tim Kennelly Roundabout looks very good indeed. Plants for pollinators were noted here - work is very well done here in a difficult area. JB Keane Road gets better and better. Recessed areas are now planted and ivy is marching across the walls. Planting at base of wall was noted. Toward the eastern extent of the road there are some block walls that could be improved. Have you considered wall art? Perhaps something simple would enhance the road here. Concluding Remarks: May I be one of the first to wish Listowel TidyTowns a Happy Twenty-Fifth Birthday? May you have many more quarter centuries in the competition. Thanks again. Second Round Adjudication: It was a pleasure to visit Listowel again, after a number of years, for the second round adjudication. The town looked extremely well, particularly the Square with its many attractions, which entice the visitor to stay a little longer. The TidyTowns sculpture sets the tone for a most interesting trail of the various sculptures housed in this very well executed, hard-landscaped, public realm space. The Seanchaí Literary and Cultural Center has a lovely presentation while having carefully conserved its traditional architectural features. 25

26 IRELAND S TIDIEST TOWN 26 Behind, the contemporary expression of the entrance building contrasts wonderfully with the Castle Restoration. Landscaping here, including the cleverly incorporated amphitheatre, looks great, containing as it does high quality landscape finishes and some well considered surface materials. The conversion of St. Johns to a Theatre and Arts Centre continues this high quality conservation. This complex provides a central focus for the cultural and literary heritage, for which the town is so famous. Shopfront competitions, promoted over the years, are now paying significant visual benefits as the town centre has an array of both traditional and contemporary frontages. Many of these are adorned with some very successful colour schemes, high quality lettering and signage. In some cases they are further enhanced with very effective, coordinated window box and hanging basket displays. Unfortunately overhead, at first and second floor level, this success is not always replicated. A good number of inappropriate window replacements were noted overhead. In a town containing such a high quality urban streetscape, perhaps a central conservation zone should be considered. This could be implemented with a view to the long term preservation and enhancement of your considerable building inheritance and heritage town status. It is very encouraging to read of the recent funding acquired for the protection of Pat Mc Auliffe s unique legacy and examples observed were excellent. Incidental, well landscaped, open spaces were admired in many locations throughout the environs. Teampallín Bán famine graveyard has an emotive appeal and recent planting and improvements works, including the white washing of the entrance walls, present a bright and fresh appearance. The John B. Keane relief road has matured well and contains some attractive presentations, particularly the Kenny Heights roundabout. The station refurbishment, including the unique Lartique Monorail, has a very high design standard. This refurbishment incorporates the old station building, and the newer social housing scheme, and these integrate very well visually with the overall complex. A credit to all concerned here. You are fortunate to have an amenity such as the town park and playground so well located close to the town core. This wonderful amenity, incorporating the atmospheric river walk, is obviously much appreciated by the local population as it teemed with visitors on the occasion of the visit. Litter control and tidiness continue at a high level and recent painting schemes have proven very successful, particularly noted at the Garda Station and the Plaza. Opposite, St Michael s School, with its attractive window murals and colorful window boxes, was a highlight. Progress regarding the Mart site is very encouraging and hopefully redevelopment here will be considered as part of Listowel s future expansion plans. This year s first Adjudicator has comprehensively commented under each category heading and I fully concur with this report. The hard work and well managed program of the committee is very obvious in the town. You are congratulated on an outstanding partnership effort.
