3 SEWA, the Self-Employed Women s Association, was born in 1972 as a trade union of self-employed women. It grew out of the Textile Labour Association (TLA), Shrimati Ela Bhatt was the head of the Women s Wing of TLA. In one of the meetings a woman from the crowd suggested that they form an association of their own. Thus, on an appeal from the women and the initiative of Elaben, SEWA was born. SEWA is a confluence of three movements labor, cooperative and women. It was born out of the labour movement with the idea that like salaried employees, the self-employed, too, have a right to fair wages, decent working conditions and protective labour laws. Many SEWAs such as SEWA Jamshedpur, SEWA Delhi, SEWA Mithila and SEWA Ambala closed down when the founders moved away, died or got involved in other activities. During this period, SEWA Bharat continued as a sisterhood where the leaders of the different SEWAs met and gained strength from each other. At the same time, SEWA Bharat organized national events such as exhibitions to display and market the products of its members. 6 7

Every SEWA all over India became a member. Thus, SEWA Bharat is active along dimensions that roughly align with the following stages of the life of the different SEWA member organisations: Development of new SEWAs Strengthening smaller SEWAs Facilitating linkages for and between SEWAs Building a national identity and advocating at the national level Currently, SEWA Bharat works in 9 states in India and the member SEWAs are: SEWA Gujarat, SEWA Kerala, SEWA Bhagalpur, SEWA Munger, SEWA Katihar, Lucknow Mahila SEWA Trust SEWA Delhi, SEWA Bikaner, SEWA Jodhpur, SEWA Jaipur SEWA Uttrakhand, SEWA Bareilly 8 9

SEWA RUAAB SEWA identified a large number of home-based workers in eastern part of Delhi engaged in bindi, bangle, bed sheet making and embroidery.

6 SEWA RUAAB SEWA identified a large number of home-based workers in eastern part of Delhi engaged in bindi, bangle, bed sheet making and embroidery. A large concentration of population of this area took work of embroidery from chain of contractors and suppliers. These skilled workers worked on piece rate basis for contractors who exploited them by giving very low wage for their work. The women belonged to an orthodox community where they had limited mobility and hence were bound to take work from contractors. SEWA Delhi intervened to remove the chain of middlemen and directly link the women workers to production houses so that they are able to receive fair piece rates for their work as well as recognition for their skill and effort. Rubaab is a corruption of the correct Urdu word R ob, which means pride

7 SEWA is a member of the National Home Workers Group, promoted by the Ethical Trading Initiative (ETI). The ETI is a UK based alliance of retailers, garment companies, trade unions and non-government companies. The ETI has a project that aims to understand how to apply, implement and monitor the working conditions of home workers involved in international supply chains. SEWA came in contact with various international companies such as Monsoon, GAP and NEXT during the ETI meeting, it was with the genuine and sincere support of those companies that SEWA members started getting embroidery work at reasonable rates. Besides making them economically stable, SEWA started organising these workers in order to give them collective strength. Through these collective efforts, SEWA Bharat promoted a producer company named Ruaab SEWA Artisans Producer Company Limited in Dec 2010 under Part IXA of Company Act This company has been exclusively designed to carry on the business of embroidery work by providing regular work to these home based workers. This company is owned and managed by women producers and works through the same embroidery centre model which ensures ethical and transparent supply Chain. The Company has nine board members, six are the producers itself, and two are representative of SEWA and one from outside. At present it has 188 shareholders. 8 Through this innovative model, SEWA and RUAAB, other than providing employment ensure that: Women artisans are paid a higher level wage No exploitation through middlemen takes place No child labour is involved Before taking any production, a proper time and motion study is conducted by the sampling team for quoting the accurate rate to the exporters. This time and motion study is done under proper supervision and is well documented. Once the rates and the samples get approved by the exporters, the production gets rolling. The members collect the pieces from the centres once, twice or thrice or sometimes on daily basis depending upon the provided lead time. The members are well educated about the quality parameters and the delivery time while distribution. The collection of pieces is done as per the required quality standards. The members transactions of pieces are recorded properly in their individual record book and the payments are done on monthly basis in each centre. The exporters provide materials and garments for beading to SEWA. The women workers collect pieces and materials from the centre and take it to their home for embellishment. After distribution of pieces to women members, the field supervisor of each centre is on regular visit to every individual s homes to cross the quality. Quality checking is also conducted at Ruaab under the supervision of the Design Team before dispatching to the exporters. The structure of the company SEWA RUAAB, DELHI 14 15
