2 2 From the Director s Desk Dr. Abdul Baqi bin Ali Al Khabouri Director of Science Parks The establishment of Oman Institute for Oil and Gas (instog), which is a joint venture between Takatof Oman and Schlumberger Oman in Innovation Park Muscat, In light of the important stage of establishing, a science park aimed at containing researchers and innovators interested in scientific research in the four fields: health, environment and water, energy and renewable energy, food and biotechnology. The institute serves the oil and gas sector through the provision of specialized national cadres who are able to use knowledge in finding solutions for the challenges that are facing this sector due the development of oil and gas industries in the world. The research and development institutes that occur in the science park are important in exchanging experiences, wherefore; the institute provides training workshops, courses and programs that serve the oil and gas sector. Furthermore, it focuses on attracting local talent, and providing training for young people who wish to work in this sector, in order to promote the scientific research and the knowledge exchange and to prepare a specialized generation that is able to meet the future needs in the oil and gas sector. IPM, composed of private sector companies and academic institutions, plays a vital role in developing the human resources and directing them to develop ideas and turn them into marketing products of value to the society. It also provides the local market with entrepreneur and small and medium-sized enterprises that contribute to change Oman s economy to a knowledge based economy. Achievements: The Inauguration of Oman Institute for Oil & Gas (instog) Under the patronage of His Highness Sayyid Shihab bin Tariq Al Said, advisor to His Majesty the Sultan, and Chairman of the Research Council, the Oman Institute for Oil and Gas (instog) was inaugurated on 18 March at Innovation Park Muscat complex. Key representatives from Takatuf and Schlumberger Oman, along with a number of specialists and consultants from the oil and gas industries attended, with the presence of representatives from The Research Council. The institute, which was built on an area of 12,000 cubic meters of land available for investment in the park, aims to establish centers for research, development and training for local and international companies. It also aims to exchange knowledge between the staff of the institute and the professionals, experts and the students with scientific qualifications specialized in engineering and geological sciences, especially graduates of drilling engineering and wells exploration, production engineering, geophysics and petro physics. This knowledge exchange comes in accordance with the institute s endeavor to employ and keep abreast of modern technology, especially advanced scientific research, as well as to find new opportunities for the development of human resources interested in oil and gas. 4 4 Point of view: Excerpts from the opening of (instog) His Highness Sayyed Shehab bin Tariq Al Said, Advisor to His Majesty the Sultan and Chairman of The Research Council, Emphasized that the Institute specializing in training and developing professionals in energy sector is a major addition to the educational institutes in Oman. Moreover, the institute is considered as an addition of quality to the oil and gas sectors, and by virtue of its location in IPM, the institute will contribute in supporting the fields of innovation and specialized education. His Highness hopes that the institute will have many outputs of Omani young men and women in order to supply the oil and gas market with these cadres. His Highness Sayyid Dr, Fahad Aljulanda Al Said, Assistant Secretary General for Innovation Development at The Research Council, added that the opening of the Institute would bring about a qualitative leap in developing the human resources and qualifying of capacities and competencies for the Omani youth. The Institute is part of the first phase of Innovation Park Muscat project, which aims to make scientific research and innovation one of the most support for human and economic development in Oman. Dr. Abdul Baqi bin Ali Al Khabouri, Director of Scientific Parks at The Research Council, The cooperation between Takatof Oman & Schlumberger Oman to establish the (instog) is part of our plans and strategies to attract companies interested in scientific research & innovation in order to establish research centers for development & training. Additionally, the specialized and advanced courses & programs to be organized by the institute for its beneficiaries will contribute to improving operational efficiency, & will provide a clear value for the employees of the oil, gas & energy resources sectors who will benefit from them. Eng. Essam bin Saud Al Zadjali, CEO of Oman Oil Company, noted that the company is exerting its efforts to contribute in transfering knowledge and technical and building operational capacity through strategic partnerships with petroleum industry leaders to invest in development and training programs to upgrades skills of the national workforce in cooperation with its group of companies to contribute to achieving the development and sustainable goals of improving the human resources, since its considered one of the company's main pillars. Eng. Mohsen Al Hadrami, Managing Director of Schlumberger Oman and Chairman of Oman institute for Oil & Gas, The Institute will contribute to achieving a kind of sufficiency in terms of providing the necessary programs to find and refine the skills of professionals and engineers efficiently, in addition to experts in the field of geology, Oil and gas in Oman. It will provide the latest educational aids for training and development in the fields of oil exploration and related industries of new graduates and experienced professionals, with a focus on developing technical skills, efficiency and safety.

5 5 Science Parks in the world: Dongcheng Park Dongcheng Park of Zhongguancun Science Park, one of the ten sub-parks in Zhongguancun National Innovation Demonstration Zone, opened officially in It was classified as the Cultural and Creative Industry Clusters of Beijing in December 2006 by Beijing Municipal Government, and as the National Copyright Trade Center in February 2009 by National Copyright Administration. The total planning area of Dongcheng Park is hectares. Dongcheng Park focuses on developing cultural and creative industry. The park is composed of four major industry clusters; intellectual property, digital content, cultural & tourism & leisure and traditional Chinese medicine science and culture. Up to now, there are over 1,700 enterprises in this park, and it predicted to add 17 billion yuan value in Intellectual property industry of Dongcheng Park takes copyright trade and cultural industry trade as the focus, and cultural finance, copyright resources, integrated services as the supplement. It aims to be the most important cultural industry factor market in Beijing and across the country. The main development area of digital content industry in Dongcheng Park is digital new media. Large media enterprise, digital content and a key technology provider of digital content are the kernels of its development. Investment Environment There are nine large modern buildings in Dongcheng Park. The total area of the park is in the region of one million square meters. There are a dozen office buildings, which include Dongyong Building and Tianhai Business Building. They occupy a total area of 200,000 square meters. Preferential Policy Dongcheng Park is at the forefront in the development of both cultural creativity and high and new technology industries in Beijing and all over the country. This innovation is not limited to just one human being, but through the cognitive investment, the exploitation of the idea, its growth and its transformation into a true reality, we can provide societies with projects that serve humanity in this world. Innovation Park Muscat considered as an oasis for Omanis today to create a footprint for them in the cognitive investment that counts them in the leadership of the Fourth Industrial Revolution. Today, innovators are racing in all areas of this boundless knowledge. We are not far away and able to lead the way towards the modern world. Is highly dependent on innovation and the exploitation of knowledge, in launching pilot projects and the best proof of the vast potential possessed by the innovator of Oman, the vast amount of innovations, which emerged from Omani academic institutions and others individually, in addition to competing in regional and global forums. IPM is a platform where academic and private sector meet to crystallize a new vision that is in line with the world's expectations for a knowledge economy. This kind of economy depends on the idea that takes a sequential approach that contributes to its development into an existing project; with perhaps less resources then the industry that began today to reduce work force and take advantage of the technology that comes out of the mind. Furthermore, if we want to compete we must be good enough to embrace the brilliant ideas that come out of our children s minds and take their hand towards strengthening the concept of partnership and citizenship in the economy in order to leads us to a sector that is still young and diverse in various fields. The private sector today has to be prepared for jobs that are threatened with extinction. A new era is looming that will require a change in the concepts of business in Oman. Government institutions also have a pivotal role in supporting and providing the necessary facilities to uplift Oman s innovation leaders to a secure level. I fully convinced that the government and the private sector are seeking to catch up with the knowledge economy since Oman is a young country that making its way with a continuing blessed renaissance derived from the wisdom of our leader; His Majesty Sultan Qaboos bin Said, towards a knowledge economy.
