4 Criterion 2 Impact (used for Research and Innovation Actions) Note: The following aspects will be taken into account, to the extent to which the outputs of the project should contribute at the European and/or International level: The expected impacts listed in the work programme under the relevant topic Enhancing innovation capacity and integration of new knowledge Strengthening the competitiveness and growth of companies by developing innovations meeting the needs of European and global markets and where relevant, by delivering such innovations to the markets Any other environmental and socially important impacts (not already covered above) Effectiveness of the proposed measures to exploit and disseminate the project results(including management of IPR), to communicate the project, and to manage research data where relevant

5 Criterion 2 Impact, Non-exhaustive examples of differences between the instruments: Additionally for Pre-Commercial Procurement More forward-looking concerted procurement approaches that reduce fragmentation of demand for innovative solutions Additionally for Innovation Action global markets, and where relevant, by delivering such innovations to the markets communicate the project, and to manage research data where relevant innovation management SME Instrument, Phase 2 Enhancing profitability and growth performance of SMEs by combining and transferring new and existing knowledge into innovative, disruptive and competitive solutions seizing European and global business opportunities. Market uptake and distribution of innovations tackling the specific challenges in a sustainable way. Increase of private investment in innovation, notably leverage of private co-investor and/or follow-up investments.

6 Further needs for development of the impact to support the EU policies*) Drive innovation activities towards user adoption Improve ability to produce impact at large scale and impact on a sustained basis in innovation ecosystems across Europe Become smarter in the use of these instruments Concretely: More large scale experimentation and support to user take up More targeted support to SMEs and startups Using the SME instrument to stimulate disruptive innovation for specific ICT technology areas or societal challenges.
