European Utility Requirements for LWR nuclear power plants The EUR: a great achievement and still on its way Eric de FRAGUIER, EDF EUR Steering Committee Chairman paper FD275
EUR today: a mature cooperative organisation of European utilities ICAPP paper FD275 page 2
The EUR objectives Scope: Light Water Reactors To reduce licensing risks High safety objectives: common rules valid for a long enough time and in a wide enough area Seek for improved acceptance Safety harmonisation : within Europe and, as far as possible, with the USA To increase plant competitiveness allowing the development of standard designs usable throughout a wide area promoting cost-effective design features establishing conditions for a fair competition between the vendors To deal with the open European electricity market Harmonised design requirements ICAPP paper FD275 page 3
The EUR document A document written by owners & operators Not a regulatory document Wide experience basis (6 vendors & 17 operators in Europe) Open Design objectives and functional requirements Assessment of the level of compliance of the designs of interest for the EUR utilities Modular structure, versatile, easy to adapt Neutral Does not favour any specific design Does not forbid, except where there is a bad operation experience or an unacceptable industrial risk A possible basis to call for bids ICAPP paper FD275 page 4
The EUR document volume 1 volume 2 volume 3 volume 4 main policies & objectives generic nuclear island requirements Applications of EUR to specific projects generic conventional island requirements revision D: 10/2012 revision D: 10/2012 ICAPP paper FD275 page 5
analyses at detail level each of the 4000 requirements (shall, should, may) of the EUR volumes 1 & 2 analysed by EUR utilities' engineers from information supplied by the vendors. standard scale of compliance for all the projects, rationales & references cross-checking between the different assessments several man years for each project the detailed analyses are not published; only the main deviations are highlighted in the published part as well as the main "compliance with objectives. a short list of Gen 3 LWR designs fitted to European utility needs ICAPP paper FD275 page 6 EZ, EDF, EDF EnerCgy, Endesa, ENERGOATOM, Fortum & TVO, GDF SUEZ/Tractebel Engineering, GEN energija, Iberdrola, MVM, NRG, REA, swissnuclear, Vattenfall, VGB Powertech EUR volume 3: analyses of compliance of the selected LWR projects vs. the EUR generic requirements

EUR Revision D: major evolutions (1/3) Five levels of Defence in Depth Consideration of intentional aircraft crash First limited consideration of Fukushima Lessons Learned (i.e. clarification of some topics as list of hazards, Main Control Room, Emergency Preparedness Centre, long term accident management,...) 60-year design lifetime as a requirement ICAPP paper FD275 page 8
EUR Revision D: major evolutions (2/3) Improvements of plant availability including shorter outage duration (refuelling and regular maintenance outage in 16 calendar days instead of 20) Consideration of grid faults and internal over current (lessons learned from Forsmark incident 2006) Consideration of nuclear specific requirements for management of work processes and subcontractor chains ICAPP paper FD275 page 9
EUR Revision D: major evolutions (3/3) Better consideration of Emergency Operating Procedures (EOP), full scope training and engineering/testing simulators and covering Verification &Validation process of Instrumentation & Control Incorporation of state-of-the art knowledge in decommissioning Consideration of environmental impact with a new dedicated chapter Improvement of consideration of PWR and BWR functional differences for the Power Generation Plant ICAPP paper FD275 page 10
Towards revision E Next revision of the EUR document will include: Full integration of WENRA Safety Objectives (RHWG booklet expected end of 2012) that may not have yet been completely integrated in rev. D Full consideration of the Lessons Learned from the Fukushima accident (i.e. extreme natural hazards both from the plant design and accident management point of view), taking into account stress tests results and international reference documents ICAPP paper FD275 page 11
EUR Roadmap EUR documents shall remain the Reference Technical Document for developing new Nuclear Power Plants and for the bidding of New Nuclear GEN 3 plants Keep EUR members community active and up to date on technical issues to keep EUR requirements at the highest safety and competitiveness standards Develop our influence towards Vendors and our relationship with Regulators to promote open competition within European market through industrial standardisation and harmonisation ICAPP paper FD275 page 12
Conclusions and perspectives The EUR: a reference document, well beyond the initial circle of European Utilities that promoted it Issue of revision D, released October 2012 Full consideration of the Lessons Learned from the Fukushima accident Strengthen the links and views of its members, so that the Nuclear Option remains open in future decisions to build new power plants wherever accepted ICAPP paper FD275 page 13
