2 Industrial competitiveness of Europe; definition from DG Enterprise The performance of European industry is closely linked with its competitiveness, which refers to the competitive position in the world market. This competitive performance is influenced by the business environment, which in turn is created by the regulatory framework both at national and European level.
3 Industrial competitiveness of Europe; definition from DG Enterprise A strong, competitive and diversified industrial manufacturing value chain is vital for economic well-being in Europe. A competitive industry can lower costs and prices, create new products and improve quality, thus contributing to wealth- and job creation and productivity growth throughout the economy. Manufacturing industry and the associated business services (industrial base) account for more than 50% of private sector employment; 75% of exports, and 80% of private R&D in the EU. Many service industries such as transport, health and Information and Communication Technologies (ICT) depend on competitive industry to produce the equipment and hardware which they use.
4 Competitiveness of European manufacturing industry In our view, the European manufacturing industry benefits from the following competitive strengths Basic infrastructure (road, rail, port, electricity) is of relatively high quality Quality of the educational system is high and the availability of scientists and engineers is good Competitive weaknesses include Raw material costs and labour costs are very high There are few greenfield investments Local market is stagnating Competitive Strengths + Competitive Weaknesses -
5 An example of a European handicap The 12 countries with the highest manufacturing hourly compensation costs are all in Europe, followed by Australia and the United States Costs in northern and western Europe are almost 50 times costs in China 5

11 Drivers Key drivers are cost efficiency, improved product quality and possibility to introduce completely new types of products. Opportunities can be divided into: improvements to current products, substitutes for e.g. oil-based counterparts and completely new functionalities. 11

15 Regulatory issues and HSE issues There are health and environmental concerns related to nanomaterials, which have to be addressed before introducing new materials in to the market. EU legislation can be interpreted in different ways especially when cellulose based materials are considered. In addition, it might be possible that the legislative requirements regarding nanomaterials change in the future. The uncertainty related to current legislation can hinder the development of new materials. Competitors outside Europe (e.g. Celluforce in Canada) have already acceptance from the regulators for their products. 15
16 We are not alone In investments to nanotechnology USA has invested 3.7 billion dollars through its National Nanotechnology Initiative followed by Japan with 750 million and the European Union with 1.2 billion. 16
