Project objectives/anticipated results Our "Five Elements" programme presents best practice in the application of smart systems in emergency management and military operations. We strive to create a favourable climate for the society to embrace of the development of new technologies. We are dealing with the format of data integration systems for emergency response services and Poland's military. We look into the security status of key systems controlled by smart algorithms, as well as the competencies of Polish companies in robotics, satellite imaging and Earth observation. And last, but not least, we are organising Poland's first Robot Parade a show of unmanned aerial and land systems. These will be combat-proven machines designed by professional companies, but also by students dreaming about space exploration. The event will be an emanation of the capabilities of smart systems, a demonstration of their technical capabilities, as well as the promotion of robotics and ITC in the protection of the population and military operations. 2 Mayor of Cracow will assume the honorary patronage over the conference, in close collaboration with the City Hall of Cracow, Collegium Civitas, Euro-Atlantic Association and the Fire Service College in Cracow. As a follow-up to the conference, we will draw up a report entitled "Robots in Public Space", in which we will discuss the dilemmas associated with progressing robot autonomy in the context of the lack of relevant legislation and in the face of the existing cultural and social prejudice against technology. We will also propose changes in legislation, as well as measures designed to promote robotics. At the same time, at the Robot Parade the Head of the National Security Bureau will present his awards for the most exciting academic/amateur UAV and a self-propelled robot construction. 4. Project description We are directly and indirectly referring to the Strategic National Security Review and the recommendations for the National Security Strategy derived therefrom. Our goal is to establish a platform for sharing thoughts and experience in emergency management and national security. We aim to understand the dilemmas involved in the progress of robotisation in emergency management and military operations. We emphasize the ITC security of machines, so vulnerable to attacks from cyberspace, but at the conference, we will deal first and foremost with the significance of information fusion for efficient emergency management systems, in which local governments play a key role. The Robot Parade and the awards of the Head of the National Security Bureau for the most exciting students' designs of an unmanned spacecraft and a self-propelled robot will provide a good opportunity to identify the innovative potential of Polish research and industry required for the technical modernization of Poland's military. The Head of the National Security Bureau is to take part in the Robot Parade and personally present the awards. Key topics of the conference: a) economics of security: between freedom and security. What to invest in to get good payback on security outlays? b) format of data integration systems for emergency response services and the military c) status of ITC security of key systems controlled by smart algorithms. How to protect drones against cyber attacks? d) best practice in the application of smart systems in emergency management and military operations e) competencies of Polish companies in satellite imaging one of key information sources f) Robot Parade The selection of these topics is the response of our think-tank to: Polish Armed Forces' Technical Modernisation Plan Increased significance of emergency management in local government agencies Potential of solutions for smart systems embodied in robots designed by Polish and foreign companies, as well as institutions of higher education Poland's participation in ESA projects 2

3 5. Project scope: National, although we do anticipate the arrival of some foreign guests in the capacity of speakers or observers at the Robot Parade. 6. Anticipated turnout: About 250 participants are expected to attend the conference. 7. Press promotion Five elements Programme is served by media PR. The undertakings during the final conference will be served by the press conference and individual meeting with journalists. 8. Project finance: Participation in the conference is free. The awards at the Robot Parade are a sole initiative of the National Security Bureau. 3

DAY TWO Lunch Plenary session: how to look after the ICT security of key systems controlled in action by smart algorithms? How to make sure that our adversary does not "hack" our drone? How to counter cyber attacks on the modern battlefield and in crisis situations according to NATO recommendations? Fire fighters' evening at the testing ground of the Fire Service College in Kościelec near Cracow. Morning coffee and tea. PLENARY SESSION: from integrated systems to data integration. Is it better to build vast, integrated ICT systems for national security purposes or learn to use information fusion? Recess PLENARY SESSION. What can be seen from the skies above? Satellite imaging and observation of the Earth in leveraging Poland's space and ICT sectors. Lunch. 5 A number of meetings, debates and colloquia will be held in the run-up to the conference. Timeline of events: Debate "Drones or bombs? Are we prepared for a robotic war?" at the Euro-Atlantic Society in Warsaw 12 February 2014, Lubomirski Palace, Warsaw Debate on the robotisation of the modern battlefield and emergency response. The debate was moderated by Mr.Sławomir Kosieliński, President of the "Instytut Mikromakro" Foundation. Other participants, like Mr. Adam Bartosiewicz, Vice President of WB Electronics: Major General, pilot, Leszek Cwojdziński, PhD, Head of the Inspectorate for the Implementation of Innovative Defence Technologies at the MOD; Mr. Jakub Ryzenko, Head of the Emergency Information Centre; Błażej Sajduk, PhD, Jagiellonian University, Vice Chancellor of the Tischner European University in Cracow have also had the opportunity to present their views. 4 th National Congress of Information Analysts February 2014, Royal Castle in Warsaw Organised by the Centre for Studies on Terrorism of Collegium Civitas and the Institute for Information Analysis of Collegium Civitas. The Foundation is partnering this Congress, treating it as a part of the "Five Elements" Programme. The debate was supported by the lecture Information fusion, fusion of experiences - provided by Piotr Rutkowski Deputy Chairman of Mikromarkro Institute. Andrzej Gontarz Deputy Chairman of Mikromarkro Institute was panellist in the debate on ITC security policy. Why unmanned systems are a showcase of Polish research and economy? Professor Extraordinary, Witold Wiśniowski PhD, Eng, Director of the Institute of Aviation Mr. Piotr Wojciechowski, Chairman of the Board of WB Electronics The colloquium will be moderated by Mr. Sławomir Kosieliński, President of the "Instytut Mikromakro" Foundation. Colloquium on the integration of information in crisis management and rescue operations, including support by the military and fire-fighters for local authorities in rescue operations and reconstruction after natural disasters, using geodesic, cartographic, meteorological, geological information, as well as information from other available registers. 14 April 2014, Warsaw, Belvedere - Klonowa Residence, ul. Flory 2 The national security strategy emphasizes the reconstruction of the basic infrastructure after national disasters by a special military engineering corps. What information the fire-fighters and the military need to smoothly join rescue operations and reconstruction. What land surveying, cartographic, geological and metrological services have at their disposal? Are local authorities ready for information fusion? Colloquium "World after the war". Special Forces, but also other branches of the military, police and special services train carefully selected specialists, who should become part of the job market elite after leaving the service. Should the State create a special programme to employ them? How to use their experience in the protection of critical infrastructure? 15/16 May, Lubliniec Castle Presentation of their experiences by representatives of special forces and persons in charge of protecting critical infrastructure. Debate with the participation of politicians, lawyers and presentation of other countries' experiences. Visit to a commando unit. 6

7 Report "Robots in public space" July 2014 Dilemmas of the further development of robot autonomy in the absence of relevant legislation and cultural and social prejudices against technology. We will also propose changes in legislation, as well as measures designed to promote robotics. Proposal for legislative changes and measures designed to promote robotics in a range of areas (June/July 2014). Conference summing up the "Five Elements" Programme focusing on the debate on the shape of the data integration system for emergency response services corresponding to the current needs and technical possibilities. Conference co-hosted by the City of Cracow June 2014, Museum of Municipal Engineering, Cracow Debates and presentations at the Museum of Municipal Engineering in Cracow. We will discuss the format of data integration systems for emergency response services and Poland's military. We will review the security status of key systems controlled by smart algorithms, as well as the competencies of Polish companies in the light of ESA research programmes. We will present best practice in the use of smart systems in emergency management and military operations, as well as the competencies of Polish companies in satellite imaging and Earth observations. Robot Parade in Cracow June, 2014 The Robot Parade in Cracow shall include a presentation of Unmanned Aerial Vehicles, so-called "drones" in the afternoon of 17 June

8 (Tuesday, venue will be notified early March) and a show of land vehicles in the western part of Cracow Main Market Square (Wednesday).This will be Poland's first parade of combat, ordnance disposal, transport, medical and social robots. These will be combat-proven machines designed by professional companies, but also by students dreaming about space exploration. The event will be an emanation of the capabilities of smart systems, a demonstration of their technical capabilities, as well... lots of fun and the promotion of robotics and ITC. This is why this year; we have launched a public debate on the man machine security relationship, in which an active role was played, among others, by the Head of the Inspectorate for the Implementation of Innovative Defence Technologies (Major General, pilot, Leszek Cwojdziński, PhD has already become actively involved in this year's Five Elements programme), the Intelligence and Reconnaissance Analysis Board P-2, Special Forces, MOD Emergency Management Centre, Centre for Simulation and Computer War Games of the National Defence Academy. This has brought about the report "Man Machine Security. Smart systems in emergency management and military operations" available on the website We also study the information needs of various professional and social groups and the ways of satisfying such needs. We have a research programme "Mikromakro Index smart city index". Are urban data resources and processing techniques properly used? How can intelligent technologies improve the management and provision of public services? Will better access to information affect the quality of life in our cities? This is the outcome of our participation in the National Research Programme Foresight Poland 2020, in the project "Technological perspective Cracow Lesser Poland 2020" and work on the identification of the potential of Gdansk as a smart city (2012 r.). "Programmamus futura" is our motto. The Centre for Research in Futures of Collegium Civitas shares this knowledge with students. As journalists we write about the social acceptance of ICT in the Computerworld and Polityka weeklies and the daily newspaper Rzeczpospolita. Mr. Sławomir Kosieliński: the President of the Foundation, an historian, commentator, Deputy Head of the Centre for Research in Futures of the Collegium Civitas and head of its Postgraduate Strategic Planning Study. In 2008 he co-authored Poland's growth scenarios under the National Foresight Programme "Poland 2020" - "Information and communications technologies". In the years he took part in a foresight programme for Lesser Poland "Technological prospects Cracow Lesser Poland 2020". Editor of the final report of that project published in December In 2012 with his Foundation, he co-authored "Healthcare Scenarios 2020" for the project "Electronic platform for gathering, analysing and provision of digital resources about medical events" implemented by the IT Systems Centre of the Ministry of Health. Also in 2012 he took part in research on the potential of Gdansk as a smart city, commissioned by the President of Gdansk. This research produced the report entitled "Potential of Gdansk as a smart city". In 2013, in collaboration with the Rural Development Foundation and its Commune Head Academy he wrote the book "Energy in the commune. From purchasing groups to civic power generation". He specialises in national governance using ICT and communication techniques, public procurement, new technologies stimulating urban growth, national security and the 10
