2 ALLIANCE MANCHE A political initiative taken by the Normandie Region, part of the European and international strategy of the Region. Implemented with the support of the Conference of peripheral maritime Regions (CPMR). Purpose of the initiative : reinforcing cooperation in the Channel area. Considering Brexit as an opportunity to redefine the narrative of cooperation between French and British regions, the Channel alliance is aiming at triggering a strengthened dialogue with local authorities around the Channel, as well as fostering a sustainable economic development in the area. 2 meetings : November 2017 in Cardiff & June 2018 in Portsmouth. 4 IDENTIFIED PROJECTS The Conference on scientific cooperation across the Channel: organised by Normandie Université, with Normand and British stakeholders in December The Dieppe New Haven sea route project : being set up in the frame of the France (Channel) England Interreg programme. - Fast Pass for border control - Development of touristic devices with TUG Horizons

5 UPCOMING ACTIONS The President of the Normandie Region will travel in London, mid- November 2018, to promote the Channel Alliance. Visit of a delegation of the Channel Alliance in Brussels at the end of November. Lobbying in the EU institutions, in the frame of the post 2020 negotiations, to support the preservation of cross-border cooperation programmes on maritime issues, and the inclusion of British stakeholders.

What is ERB one of the biggest maritime euroregions, created in 1998 first to include Russian partners hub for cross-border cooperation with focus on people-to-people projects e.g. 225 small projects in PHARE fund strategic actions via Interreg projects promoting local and regional perspective in the Baltic Sea Region and EU (MLG) exchanging knowledge and good practice, building capacities for local actors

Raison d'etre important platform contributing to the development of the whole Baltic Sea Region and with particular attention to the South Baltic area providing added value in activities of the member organisations to achieve blue and green growth experienced and effective platform for development of good projects lobbying for improved cooperation in in the BSR including MLG

12 3. ERB and ETC (South Baltic Programme) one of initiatiors of the South Baltic Programme active stakeholder advocating for the Programme participants and leader of numerous South Baltic projects active in Programme's decision making bodies

13 Main achievements of the Programme: developed effective cooperation in a region with huge disparities (innovations, sustainable development) with more than 100 networks almost 160 projects with 500 partners affecting almost citizens only 30% of them of maritime character with majority solving challanges on land created more than 600 innovative solutions for development of SMEs built international cooperation on local and regional level, bringing EU closer to the citizens

14 Inland water management - MOMENT project Local governments from Lithuania, Poland and Sweden established a Water Users Partnership (WUP) on smaller rivers. The goal of WUP is the development of local programmes of measures aiming at a decrease in outlets of nutrients and hazardous substances. The results from the pilot measures are used as input to the WUPs and local action programmes

15 Sustainable transport - INTERCONNECT enhance sustainable cross-border mobility in the South Baltic area through joint capacity-building, pilot demonstration and advocacy actions for high quality and sustainable regional and cross-border public transport services

16 People-to-people actions - CaSYPoT Capacity Building for Strategic Youth Policy and Transnational Cooperation CaSYPoT project focuses on cooperation of different actors: local and regional authorities, universities, NGOs, etc. in the field of youth questions. The main goal is to improve cross-border cooperation capacity of local ERB actors through creating joint knowledge-based strategic youth policy in the ERB area.

17 CBC capacity for local actors - South Baltic Umbrella developing know-how capacities for small local and regional organisations in the South Baltic Programme area to initiate active participation in the crossborder cooperation in their daily activities address different levels of capacity building processes from single institutional capacity of potential project partner, via micro-activities addressed to the micro organisations till strategic capacity building on the programme macro level.

ERB Agenda 2030 and new members highlights added value of the cooperation in common actions of the members action should only be developed if it produces superior results by being implemented through the ERB partnership rather than by a member region alone better linkages between projects and political level improved visibility internally and externally improved project support for ERB stakeholders expanding ERB impact and effectivness by gaining new members eg. Challenges in the cooperation area inadequate nutrients management leading to eutrophication and losses in biodiversity of the Baltic insufficient number of strategies cross-border waste management initiatives; coordination of emergency services in case of incidents at sea insufficient quality of public intermodal transport services diversity in educational systems leads to difficulties in acceptance of certificates lack of cross-border advice and training services focusing on labour issues hamper integration of cross-border labour market institutional barriers and missing language skills results in low-level international activity of local actors lack of common regional tourism strategies; seasonal pattern of tourism influencing negatively tourism sector.

20 Main arguments for continuation independent maritime cross-border programmes: based on existing, effective functional areas with multitude of networks and cooperation links eg. euroregions main tools for innovative solutions to cross-border challanges in green transition, water management, labour issues, sustainable transport essential for keeping people-to-people cooperation on local level sense of ownership among democratically elected representatives and local / regional communities bring ETC and EU itself much closer to citizens as a vivid example of European cooperation, unity and solidarity

34 Innovation for Sustainable Fisheries SMARTFISH H2020 is an international research project which aims to develop, test and promote a suite of high-tech systems for the EU fishing sector. The goal is to 1) optimize resource efficiency, 2) improve automatic data collection for fish stock assessment, 3) provide evidence of compliance with fishery regulations and 4) reduce the ecological impact of the industry.
