3 Financial Burden of Disasters - Australia $6 billion in 2012 increasing to $12 billion per year by 2030 and then to $23 billion per year by 2050; and Government expenditure on pre-disaster risk and mitigation (resilience) of $250 million per year could cut costs by 50 per cent by Deloitte Access Economics (2013), Building Our Nation s Resilience to Natural Disasters, report for the Australian Business Roundtable for Disaster Resilience and Safer Communities, Canberra. 4 Social Media It is predicted that by 2019 over 5 billion people will have mobile phones (50% of these will be smart phones) Most smart phone owners will have social media profiles (2.5 billion people) By late 2017 Twitter had 330 million MAU By late 2017 Facebook had 1.40 billion DAU The University of Sydney Page 4

5 SM and Disasters SM low cost, ubiquitous and effective information sharing and communications channels; Potential for effective and efficient management of resources of PSA, NGOs and communities (downward pressure on disaster costs, decreasing their impact); Can be used for activating pre-planned activities should disruptions to normal society occur; SM analytics can be used (government, NGOs, PSA, community groups etc) to search, filter and analyze SM messages and message types; but BUT are also reliant on organizational/group moderation for effective use. 6 SM Limitations Support information personalization not mass systematization Commercially compromised i.e. Twitter and Facebook are commercial entities who want to make money out of their customers (systems architecture); Haphazardly facilitate convergence behaviours in disaster scenarios (information, communication and processes); and Can enable positive convergence behaviours BUT can also enable anti-social and narcissistic behavior. 7 Emerging Research Focus Convergence behavior and self-organizing systems; SM impact and influence as an information and communications architecture on the changing nature of communities; and Formal organisation and management practices (agencies and NGOs), their interrelationship with convergence behaviour archetypes and their evolution in the online world. 8 Interoperability for Extreme Events Research Group (IEERG) USyd Business School Group Leader Professor Deborah Bunker; ECRs and research candidates (PhD and masters); University wide (associated with MBI, CREID, Planetary Health, Complex Systems); Multi-Disciplinary, multi-university and practitioner (Police, F&R, SES, RFS, Ambulance, NGOs etc.); and Focused on Interoperability the extent to which organisations can work with each other coherently as a matter or routine and Extreme Events natural or man-made/caused events that push systems to their limits or to failure. 9 IEERG Focus Organization and management of people, resources and activities before, during and after a disaster is highly complex and costly; Research focussed on social media, mobile systems, agile system development approaches and cloud computing (potential to increase and enhance the process of interoperability before disaster strikes); The Victorian 2009 Bushfire Royal Commission had a significant impact on the DEM sector shifting this effort towards a community support focus; and The cost of disasters has grown exponentially in Australia 2015 Australian Government Productivity Commission. 10 Professional Communication in Electronic Media/ Social Media Research Group (PROCO) - University of Duisburg-Essen Director - Professor Dr. Stefan Stieglitz; ECRs and research candidates (PhD and masters); Member of the ERCIS network (international network of scientists and 21 associated research institutes for Information Systems, founded in 2004); User Centred Social Media Research Training Group (10 Professors with an interdisciplinary approach including Computer Science and Psychology); and Department of Computer Science and Applied Cognitive Science at University of Duisburg-Essen (over 17 research groups including experts in informatics, information systems as well as psychology). 11 PROCO Focus Technologies and concepts, like Social Media and mobile applications have strongly changed communication and collaboration. The Research Group of Professional Communication in Electronic Media / Social Media investigates the changed structures and their effects on organizations (digital enterprise/ digital innovation) as well as individuals and society (digital society) from the perspective of Information Systems. - PROCO Website The University of Sydney Page 11

12 Why Collaboration? Research fit; Leveraging USyd Social Sciences expertise and UDE depth in Computer Science and Applied Cognitive Science; Cross-jurisdictional research (global translation); Initiated through the Go8 Australia/Germany Joint Research Co-operation Scheme (DAAD); Supplementary financial support from the IEERG; 2 projects so far, each of 2 years duration in social media in disaster management (2014/15 & 2017/18); Latest project Social Media Use in Extreme Events: Evaluating the Trustworthiness of the Source of User-Generated Content ; and Cross-cultural research experience and training for teams of 6-8 including: a CI, ECRs, PhDs and masters students at USyd & UDE. 13 Outcomes USyd & UDE Development of deep and productive research relationships; Co-production of high quality research outputs (e.g. 10 in 2017/18 as well as a number of journal papers currently under review); Support of the training and development of PhD candidates and early career researchers (ECRs); Increase of our capacity to work to develop further research projects and apply for funds both in the EU and here in Australia (particularly focused on Horizon 2020 applications at the moment) double the application cycles L - we need to sort this out; and USyd also hosting masters students from Duisburg-Essen (1 per year) enabling their access to USyd research training and to our practitioner contacts in Australian emergency services.
