3 AFSC Technology Development and Insertion Process (TDIP) TDIP is a standard systems engineering process to identify, fund, develop, transition, and implement supply chain, maintenance, and infrastructure innovations and ensures a strategic approach in spending AFSC s limited resources to control sustainment costs while increasing availability, reliability, maintainability, supportability and cost-effective readiness. Codified in AFSCI
4 Programs Available Several programs are available to fund AFSC technology insertion, such as: Small Business Innovative Research (SBIR) Rapid Innovation Fund (RIF) Depot Maintenance Transformation (DMT) Capital Investment Program (CIP) Sponsor Funds (e.g. Mx Groups/Program Offices) End goal of all projects is to implement new technology that improves the depots and the supply chains ability to achieve their mission
5 TDIP Roles & Responsibilities SBIR, RIF, DMT, etc. AFSC Sponsor Org Identifies and documents potential technology needs Sponsor and advocate their technology needs Appoint project manager and technical points of contact to manage organizational needs through development/ maturation Ensure successful technologies are implemented Technology Funding Programs AFSC/EN Oversee the Technology Insertion process Encourage technical need identification Manage the needs portfolio Prioritize AFSC needs for funding sources Secure project funding for top priority needs

9 Rapid Innovation Fund (RIF) Overview Designed to transition innovative technologies, primarily from small businesses that can be rapidly inserted into programs that meet specific defense needs Projects that can be completed within 24 months and cost not more than $3M. Looking for maturity goal of TRL 6 9, but lower TRL (4-5) accepted by exception for breakthrough capabilities or operational gamechanger.
10 Technology Implementation Funding sources dictate timing/duration of solicitations and can vary year to year Depot Maintenance Transformation (DMT) Program Began back in FY04-09 when $900M working capital funds were infused into the AFSC depots Intent to upgrade, modernize, and transform depot capabilities Normally is vetted/approved for use near middle of a fiscal year Capital Investment Program (CIP) Funds originate from the depot working capital Used to replace outdated depot equipment with new technology Sponsor Programs Can come from any number of program sources on a case-by-case basis Depends on the need and the proper justification of new technology usually to support a weapon system acquisition or modification
11 Summary TDIP is the systems engineering process used by AFSC to implement new technologies into the depots and supply chain AFSC uses several programs to solicit proposals from industry as part of this process SBIR RIF Other sources for implementing new technology (DMT, CIP, and Sponsor)
