3 A LETTER FROM THE CONFERENCE DIRECTOR Offshore Well Intervention Conference Well intervention is a complex discipline, but one which can add significant value to an operators well stock. In the current climate there are significant benefits that prove conducting well work during low oil prices can be the best option for multiple functions, specifically: Production Optimisation: Currently operators can protect cash flow by reducing expenditure and CAPEX, however there remains a need to maintain or even increase production from existing assets - which inevitably comes at a cost. At OWI Europe 2015 McKinsey & Co showed why an active well intervention approach can enhance overall volume by 5% and boost production by 10% on average. Also the costs of intervention are presently very small and the upside results in the cost per barrel being 5-10 times lower than the lift cost on un-intervened assets. This demonstrates the criticality of well intervention for the protection of the North Sea business. Well P&A: Well P&A makes up 46% of the 16.9 billion UKCS decommissioning liability with an expected spend of 7.7 billion by 2024 according Oil & Gas UK s Decommissioning Insight Survey Report. Unfortunately research shows well P&A to have low levels of suppliers with the required capabilities to meet this demand - just 37% of North Sea suppliers offer the required services according to the recent study Decommissioning in the UKCS (Scottish Enterprise, Decom North Sea and Accenture). The OGA s Call to Action demonstrates the necessity to collaborate whilst encouraging operators to either plug or develop suspended fields. The compiling effect of the above has greatly increased the demand for well P&A expertise and knowledge sharing and OWI 2016 will offer the most recent P&A case studies to learn from and the best technology companies to partner with. Well Integrity: The most important role of any operator is to ensure the integrity of their well stock, barriers and pressure containment. SPE Review 268 states that 34% of wells on the UKCS have structural integrity issues. As the North Sea is a very mature basin, with producing well stock ranging from the late 60 s to the current day, integrity challenges are vast and complex. The mixture of technical excellence and human factors is key to ensuring that the North Sea well stock is capable of continued production and P&A.
