5 ACT ON THE CONSTRUCTION, ETC. OF UBIQUITOUS CITIES which was established and enforced on September 29, 2008, contains efficient plan, construction and management of ubiquitous cities. 1 st and 2 nd U-City R&D Legal system Technology which started from December, 2008, for developing core technology, invests more than 120 million dollars. - 1 st R&D ( 12~ 13): 100 million dollars / 2 nd R&D ( 13~ 18): 20 million dollars U-City Model Testbed which was for creating successful U-City model by political-economic-technical support to optimal sites for U-City construction U-City Human Resource Education Which was for human resource development based on the convergence of ICT, urban planning and construction for U-City industry

7 Construction Cost of Smart City Infrastructure is paid by Urban Development Profit The reason Korea has been able to provide massive land for urban development in a short period of time is that the public sector has led land development projects The development gains created by a land development project can use for constructing the infrastructure including smart city infrastructure (network, intelligent facility, operation center) Average Cost of U-City Construction: Total (30million$) less than 3% of New Town construction Network Intelligent Facility Operation Center

20 Korea s National Strategy Goal : Planting & expanding smart cities for urban innovation and creating future growth engines - Expanding government support for the use of creativity and citizen participation based on the U-city since Strategy 1. Differentiated approach from national pilot project to urban regeneration areas - Testing the future technologies in new cities such as the national pilot cities and promoting the applied technologies to existing old cities - Strategy 2. Introducing customized technology to enhance urban value - Fostering future technology that can be applied to cities and spreading smart city solution that citizens can experience (Background) Korea government has formed a Smart City Special Committee under President directly the 4 th Industrial Revolution Commission to discuss the creation and expanding of smart cities.
