3 Introduction to Playing Online Why Play Roulette Online? Having access to a casino from the comfort of your own home means you don t have to travel to play and win at roulette. This is akin to a Las Vegas casino telling players in Los Angeles that they can ride over on their mountain bikes. While this is technically true, it is really not the recommended way to go. Be sure to write down the name of the folder and the program so that you can find it later. Double click My Computer. Select your C drive and click the Save button. Your download will begin. This may take some time if you are using a dial-up connection. Once the download is completed, the window will tell you that it is finished or some similar message. Now the program is on your computer, but it is not yet installed. Click on the Start button on the lower-lefthand side of your computer screen, choose Run, and enter the folder and software name for the downloaded program. A screen will pop-up. You will need to follow the instructions to install it. Since it is in the casino s best interest that this process go smoothly, you shouldn t have much trouble. Usually the program will put a shortcut for launching the game on your desktop or in your Start menu under Programs. Remember this whenever you want to start the game. 9 How to Play Roulette The History of Roulette Emerging in the European casinos of the late 17th and 18th centuries, Roulette is widely believed to be the oldest casino game still in existence. The word roulette means "Small wheel" and is the target of much speculation and controversy in terms of its precise origins. According to some gaming experts Roulette was created in China and brought to Europe by Dominican monks. But a mounting pile of evidence supports the theory that the Romans created Roulette. According to archeological studies the Romans would turn their chariot wheels on their sides and use them as gaming wheels. But the story that is perhaps most popular involves the French mathematician Blaise Pascal. As the legend goes, Pascal was in the process of trying to build a perpetual motion machine, when he suddenly figured that his spinning wheels and ball bearings could be used as a random number generator, and thus used in a game of chance. At that time a game called "rolypoly" was already popular. This game featured a spinning ball and horizontal wheel, and is now seen as a strong contender for the predecessor of modern roulette. The first modern roulette table appeared in Paris in 1796, and later in 1842, Francois and Louis Blanc added the "0" to the roulette wheel to increase house odds. According to a Parisian legend Francois Blanc learned the secrets of roulette by signing his soul away to the Devil. This is supported mainly because the numbers of the roulette wheel add up to "666". It was around this time that roulette took the form of the roulette we know today; the familiar elements were already there - the numbered layout of pockets 1-36 with alternating red and black colors, green 0, and green 00. The 0 was actually red in color and the 00 black, and the rules were the same. Eventually these colors would be changed to green to avoid further confusion on color bets. The Blancs moved to Germany and set up a gambling house there when gambling was banned in France, and later it was banned in Germany. It probably would have stayed an outlawed activity in Germany were it not for Charles III. The Prince of Monaco was looking for a way to relieve the financial problems that was plaguing his land, so he charged Louis Blanc with setting up Monaco's first casino. The casino became an instant sensation with the people of Monaco, and was quickly adopted as a game enjoyed by the glamorous and the wealthy. Eventually the game was also played by common folk in less upper class establishments. Roulette moved to America in the early 1800's, due to the flood of Europeans to New Orleans and Louisiana. It suffered a drop in popularity during its first few decades in north America manly due to greedy casino owners who raised the house edge to unfair heights. After a while the game resurfaced with more reasonable house advantages in the west and it gradually moved from there to the rest of the country. Roulette had a relatively broad sweeping appeal in America up until World War II. During this time Americans were less interested in gaming, and when they did gamble

10 they turned to blackjack, which was widely believed to have the most beatable odds. After the war and the subsequent Las Vegas boom, Roulette became one of the post popular and most infamous gambling games of all time. How to Play Online Roulette (Taken From Caribbean Gold Casino) One of the things that makes Roulette such an incredibly entertaining and popular game is its plethora of betting options. 11 Outside Bets / Any Red or Black These bets divide the roulette table into red and black. The bet is on either a black or red number coming up and is placed on either the red or black diamond. If 0 comes up the bet loses. Any Low Number or High Number Bet These bets divide the roulette table into the numbers 1-18 and The bet is on either a number from 1 to 18 or from 19 to 36 coming up and is placed on either the 1 to 18 or 19 to 36 rectangle. If 0 comes up the bet loses. Any Even or Odd Bet These bets divide the roulette table into even and odd. The bet is on either an even or odd number coming up and is placed on either the even or odd rectangle. If 0 comes up the bet loses. The Dozens Bet These bets divide the roulette table into the numbers 1-12, 13-24, and The bet is on either a number from 1 to 12 or from 13 to 24 or from 25 to 36 coming up and is placed on the 1st 12, 2nd 12, or 3rd 12 rectangle. Column Bets These bets divide the roulette table into columns of 12 numbers. The bet is on any one of the three columns and is placed at the end of the column on the 2 to 1 rectangle.

12 Gaming Commissions Kahnawake The Kahnawake Gaming Commission, which licenses and regulates interactive gambling in the Mohawk Territory of Kahnawake, was created in June of 1996 pursuant to provisions in the Kahnawake Gaming Law. The Commission enacted its Regulations Concerning Interactive Gaming in July of The Regulations were designed to ensure that interactive gaming activities settle three basic principles: that only suitable persons and entities are permitted to operate, that games are fair to players, and that winners are paid. Mohawk Internet Technologies handles all hosting of interactive gaming services in the Mohawk Territory. The application fee for an interactive gaming license is CAD$5,000, non-refundable. Applicants must also submit a CAD$15,000 non-refundable deposit to defray costs of probity checks and systems testing. A CAD$10,000 license fee for the first year of operation must also be submitted alongside the application, but the fee is refundable if a license is not awarded. Interactive gaming licenses are granted for two-year periods, and annual license fees are CAD$10,000. The Gaming Commission may also authorize an interactive gaming license holder to host a client that provides interactive gaming. The application fee for a client provider authorization license is $5,000, non-refundable. The interactive gaming license holder is responsible for supervising the activities of an authorized client provider and is jointly liable with the authorized client provider for its actions. Applicants must also submit a $15,000 non-refundable deposit to defray costs of probity and systems testing. A $10,000 license fee for the first year of operation must also be submitted alongside the application, but the fee is refundable if a license is not awarded. Client provider authorization licenses are granted for two-year period, and annual license fees are $10,000. The Gaming Commission also awards secondary client provider authorization licenses, for which either an applicant or an authorized client provider may submit an application. If the applicant submits the application for a secondary client provider authorization, it must be accompanied by a $15,000 fee. If an authorized client provider submits the application it must be accompanied by a $5,000 fee. Authorization is good for two years, and application are $5,000. Key person licenses are also required for each individual with a prominent role in the operation of a licensed entity. Key person licensed application fees are $2,500

13 Costa Rica Costa Rica is home to more than 200 online gambling companies, but the Central American country actually has no legislation specifically dealing with gambling over the Internet. Legislation does not exist to restrict land-based gambling, but these laws are not interpreted as extending to Internet gambling. The Costa Rican government is of the opinion that the act of wagering does not take place at the location of the operator's gaming servers, so companies residing in the country are able to legally offer Internet wagers to customers all over the world as long as they refuse to accept wagers from individuals located in Costa Rica. Because of the absence of legislation dealing with online gambling, the businesses and operations of Costa Rica-based gaming companies are not subject to the regulations, monitoring, and testing to which most offshore governments subject their licensees. Most companies are self-regulated. because there is no official regime to recognize license holders, there is no betting or gaming tax. Instead, companies operate under a "data processing" license. The country's lawmakers have been discussing new laws and taxes for online gambling for several years, but so far discussions are fruitless. Antigua and Barbuda The licensing and regulation of online gambling services on the islands of Antigua and Barbuda is handled by the Financial Services Regulatory Commission's Division of Gaming. The FRSC Gaming Division awards two types of licensees: interactive gaming (casino games and poker) and interactive wagering (sports betting). Applicants must provide a non-refundable deposit of USD $10,000 for due diligence plus an additional USD $1,000 per key person. The annual license fee for interactive gaming is USD $75,000 and the annual license fee is USD $50,000. Key person licenses are USD $1,000 the first year, and USD $250 in renewal years. There is an annual USD $5,000 renewal application fee for online gaming and sports betting licenses, with additional charges if investigation fees exceed that amount. At the time of printing, 38 companies are licensed by the Gaming Division - 12 sportsbook licensees and 26 interactive gaming licensees. In June of 2003, Antigua and Barbuda initiated the dispute process of the World Trade Organization against the U.S. Antigua argued that the U.S.'s restrictive Internet gambling policies constitute a violation of an international pact called the General Agreement on Trade in Services (GATS). In November 2004, a WTO dispute panel ruled that the U.S. does indeed give preferential treatment to its domestic remote gambling operators in violation of the GATS. Following

14 an appeal by the U.S., the Appellate Body of the WTO issued a similar ruling in April of The U.S. was then given a one-year period in which to bring its laws into conformity with the GATS, which it could do either by giving Antiguan operators access to the U.S. market or by shutting down its domestic remote horse wagering operators. The compliance deadline of April 3, 2006 passed without any U.S. action. In fact, U.S. legislators actually worked to pass contrary legislation and were eventually successful in passing a bill aimed at prohibiting online gaming altogether in September of The U.S. still remains in violation of the GATS and Antigua continues to examine all of its options to gain access to the U.S. market. United Kingdom The UK Gambling Act 2005 modernizes regulation for both terrestrial and remote casinos, bingo, gaming machines, lotteries, and betting. Among other things, the Act created the UK's Gambling Commission, a new body with the authority to license and regulate all of the permitted forms of gambling. The Gambling Commission was established in September of 2007 in the first of several phases of implementations ushered in by the Act. The Gambling Commission assumed the responsibilities that had previously been performed by the Gaming Board of Great Britain, as well as others. The Gambling Commission is a fully independent body operating at arm's length from the government that will receive funding primarily through income generated by license fees. Its selfstated core objectives are to limit crime, to ensure that gambling is conducted fairly and properly, and to protect children and vulnerable people. To that end, the Commission will have the legal power to levy fines or revoke licenses and to investigate and prosecute illegal gambling. Other new powers granted to the Gambling Commission but previously unavailable to the Gaming Board are the ability to investigate and prosecute cheating and the ability to enforce gambling debts. The Gambling Commission will regulate gambling in the UK by way of casino licenses, bingo licenses, general betting licenses, poll betting licenses, betting intermediary licenses and lottery licenses. All of these licenses may be issued for terrestrial or remote gambling, or both. Remote licenses will remain in effect indefinitely unless declared otherwise by the Gambling Commission. Key individuals within applicant companies will also require personal licenses. The Gambling Commission began accepting applications for all sorts of licenses on January 2, 2006, but the first wave of licenses will not be awarded until September 2007, at which point the Gambling Commission will have become fully operational. As of the time of this writing, the initial and annual fees for remote and personal licenses have not yet been decided. The Gambling Act will also have significant implications on gambling

15 advertising. Gaming and betting companies that do not hold a UK license will not be permitted to advertise their services in the UK. Belize Online gaming licenses may be issued to businesses incorporated in Belize by the Online Gaming Licensing Committee, operating under the authority of the "Gaming Control (Online Gaming) Regulations of 2004." Licenses are valid for 12 months, and require a USD $10,000 initial payment and USD $10,000 annual renewal fee. Online gaming sites licensed in Belize may not accept wagers from residents of Belize.
