3 GSC8 Recommendations (1/7) The Global Steering Committee recommends that: 1. The period for testing the reporting on the performance indicators (pilot period) be extended to a date to be defined by the Management Committee to ensure that all Regional Steering Committees contribute to the exercise; (i) the exercise be renewed with more relevant or a reduction of the number of Performance Indicators to manage easily the collection of data required for the exercise; (ii) guidelines for the data collection for Performance Indicators by countries will be useful for the quality control of the data and results; (iii) formal feedback on Performance Indicators be sent by each Regional Steering Committee to the Global GF TADs secretariat for analysis and improvement of the tool;

The sequential approach to identifying and prioritizing TADs on a regional/sub regional basis be published or made available and promoted as a tool to interested parties and stakeholders. The GSC affirms this approach should continue to take into account a participatory approach with professionals and stakeholders and include additional criteria such environmental, political aspects of diseases as well as existing tools on a pilot basis; 3. The emphasis on Rinderpest Post eradication activities continue in order to maintain global freedom from rinderpest; 4. FAO and OIE continue to persuade donors/resources partners to provide both organizations funds to support global strategies on FMD and PPR, and Rinderpest Post Eradication activities;

(i) Global Strategy on the control and eradication of PPR and recommendations adopted during the OIE FAO International Conference on Control and Eradication of PPR held in Abjidan (Côte d Ivoire) on 31 March 2 April 2015 be taken into account; (ii) Recommendations of the PPR Costing Strategy Experts meeting held at FAO HQ on 7 9 October 2015 be endorsed; (iii) PPR Governance at global level be quickly implemented with a Global PPR Secretariat reporting to the GF TADs Management and Global Steering Committees, and negotiations with donors/resource partners for resource mobilization should start as soon as possible using the mechanism already endorsed by FAO and OIE; (iv) inputs from the Regional GF TADs Steering Committee into the PPR Strategy governance at regional level should be encouraged; (v) application for official recognition by the OIE of the national control programme and free status be encouraged.

(i) Dog mediated rabies elimination is feasible and must be promoted; (ii) the use of Rabies vaccine bank be publicized in order to persuade donors/ resources partners to enhance their financial contribution and investment at national, sub regional and regional levels; 7. FAO and OIE promote RVF vaccine registration for countries at risk and the efforts to establish a Regional vaccine bank set up by the OIE with donors/resource partners support.

FAO and OIE should make efforts to capture information regarding FMD virus, PPR virus and vaccine holdings (laboratories, manufacturers) in a living database aiming at having updated knowledge on these diseases; 9. FAO and OIE strengthen efforts for the submission of TADs agent isolates to reference centres and make information available to the research and international community.

FAO and OIE continue to encourage Member Countries to report animal diseases and zoonoses in a timely manner and to work with donors to support efforts on the improvement of information and early warning systems as well as the use of new technologies; 11. The quality of the regional Steering committee activity reports should be improved and be sent on time; Presidents of the RSC is responsible for ensuring representation of the region at appropriate venues;

9 GSC8 Recommendations (7/7) 12. All GF TADs activities, including cross cutting tools (GLEWS+, OFFLU, CMC AH) important for the management of these activities, must be maintained and supported; 13. A new independent external evaluation of the GF TADs take place as soon as funds are available for this activity; ToR for this external evaluation be defined by the Management Committee and will include the request that the evaluators advise on the best way to request fund to donors for GF TADs activities. The next GF TADs Global Steering Committee meeting (GSC9) to be held in Paris, 8 9 November 2016.

10 Labelling attribution process (1/10) A. INTRODUCTION Objectives of this SOP: to establish a common procedure for labelling GF TADs meeting at national, sub regional, regional and global level as stated in the recommendations of the Seventh meeting of the GF TADs Global Steering Committee (GSC7, October, 2014). When a meeting is labelled GF TADs, the GF TADs logo is apposed on the document of communication and programme of the meeting. Responsibility: When revising the Regional Action Plans this SOP should be taken into account.

11 Labelling attribution process (2/10) I. Global and multiregional level GF TADs is a mechanism for policy definition, coordination, information sharing and harmonisation and not an operational tool for programmes/projects implementation. As a consequence, GF TADs does not have a programmatic plan per se. Stakeholders and partners implementing strategies or programmes in animal health are encouraged to use the GF TADs platform for information exchange whenever appropriate, especially for activities which contribute to the GF TADs objectives, notably multiregional or continental programmes for the control of transboundary animal diseases.

Global and multiregional level Relevant activities can be labelled GF TADs if implemented by FAO and OIE, (with and without WHO when relevant for zoonotic diseases in humans), or by third parties according to the procedure described below. If labelled GF TADs, the activities are under the overall guidance of the GF TADs Global Steering Committee and Management Committee. Organizations and stakeholders at global level might decide on an ad hoc basis if they want to have certain activities labelled as GF TADs activities. For labelling, the organizations are requested to bring a proposal for a GF TADs activity to the attention of the GF TADs Management Committee through the Global GF TADs Secretariat (Secretariat GF TADS@fao.org). For analysis of the proposal, the organizations are expected to present the proposed dates, venue and agenda and a summary of impact of the GF TADs labelled activity/ties proposal

Global and multiregional level To be labelled GF TADs, an activity should meet the following criteria: o Address one of the priority diseases or topics of the GF TADs Global Action Plan; o Contribute to the expected results as listed in the Global Action Plan; o Avoid duplication or contradiction to any other multiregional or global activity and be in line with the GF TADs partners portfolios; o Have its effects maximized when implemented only at global or multiregional level. National activities cannot be labelled as GF TADs.

Global and multiregional level Three categories of activities can receive the GF TADs labelling: Vertical = disease oriented activities; Horizontal = topic or issues oriented activities; and Core institutional activities, by definition to ensure the proper functioning of the global governance and platforms (MC, GSC and Global Secretariat; GF TADs Working Groups). In between the regular meetings of the MC and GSC, the GF TADs labelling of activities is done if necessary via an e consultation procedure on an ad hoc basis led by the Global GF TADs Secretariat.

Regional and sub regional level At the regional level, GF TADs has five Regional Steering Committees (RSCs): for Africa, Americas, Asia and the Pacific, Europe, and the Middle East. The GF TADs regions are organized according to the OIE regions and they are supported by Secretariats provided by the Regional OIE Representations. Activities can be labelled GF TADs if implemented under the umbrella of the GF TADs and thus receiving the guidance of the Regional and Global GF TADs Steering Committee. For the activities included into the list of topics addressed by the Global Action Plan (see point B.I.9), the request of labelling must be approved by the Management Committee. For others topics of specific regional interest, decision of labelling can be approved by the Regional Steering Committee.

Regional and sub regional level Organisations and stakeholders in animal health are encouraged to use the GF TADs platform whenever appropriate according to the decision of the Regional Steering Committees, especially for activities which contribute to the Regional GF TADs objectives. Organisations and stakeholders in a specific region decide on an ad hoc basis if they want to have certain activities labelled as GF TADs activities. The organisations are requested to bring planned GF TADs activities to the attention of the GF TADs Regional Steering Committee via the GF TADs Regional Secretariat for their labelling. For analysis of the proposal, the organizations are expected to present the proposed dates, venue and agenda and a summary of impact of the GF TADs labelled activity/ties proposal.

Regional and sub regional level According to the topic addressed, decision of labelling will be made by the Management Committee or by the Regional Steering Committee (see point B.II.3). If the labeling is accepted a short report and/or presentation will be done during the regular GF TADs Regional Steering Committee meetings. Activities labelled are included into progress reports presented by GF TADs Regional Secretariat during the regular GF TADs Regional Steering Committee meetings.

Regional and sub regional level To be labelled GF TADs, the activity should meet the following criteria: o Address one of the priority diseases, emerging diseases of regional concern or topics of the GF TADs Regional Five year action plans; o Contribute to the expected results as listed in the regional Action Plan; o Avoid duplication of or contradiction to any other activity in the region, and be in line with the stakeholders portfolios in the region; o Have its effects maximised if implemented at regional rather than at national level, and two (cross border activities) or more countries (sub regional / regional activities) are involved; and o Be accepted by the Management Committee or by the GF TADs Regional Steering Committee during its regular meetings or an e consultation procedure on an ad hoc basis

20 3 rd External evaluation of GF TADs initiative Terms of Reference Global objective o The overarching objective of the evaluation is to provide FAO and OIE as well as the initiative members with a reasoned and analytical assessment of the Initiative as a basis to guide its future development. o In particular, the evaluation should be conducted against widely accepted general evaluation criteria of relevance, appropriateness, effectiveness, efficiency, complementarity, impact and sustainability. Besides, in addition to assess the concrete outputs, outcomes and impact of the initiative, it will be important to examine the value added of working collaboratively for FAO and OIE and other partners.
