At the same time, an analysis of of White Taxpayers show an average of 761 Black Males and 1706 Total Blacks owned. The most likely reason for the difference is the lists only heads of households. It is reasonable to suspect only 5 assessed Black Taxpayers out of a list of 272 is because only the five assessed owned property. Beyond these five, it is unknown why the rest of the Negroes and Mulattoes were listed. 5
