1 Seeking Partnership for Pilot Test-beds for Assessing Broadband Deployment in UHF-TV White Space of India Contact: Punit Rathod Project Research Scientist, Department of EE, IIT Bombay Partner
2 IIT Bombay intends to setup pilot test-beds to access the broadband deployment of TV White Space networks in India in the UHF band. An initial location has been identified for the test-bed to determine the nature of topologies to expect. An indicative test-bed topology that has been identified is shown in Figure 1. Figure 1: Example topology of the proposed test-bed The layout shown in Figure 1 shows an indicative test-bed where Wagholi village has optical-fiber connectivity and a wireless mesh-network based backhaul is proposed to reach neighboring villages. 1 Goals of Our Test-Bed Our main objective is to show a demonstration to the Indian regulators TRAI, WPC/DoT. We wish to show in-situ test-beds with feasibility of having (rural/affordable) broadband applications. We wish to enable regulatory changes. While the Intent for TV white space usage has been expressed in various policy documents but demonstration will bring the necessary regulatory framework We wish to explore the use of TVWS for middle-mile/backhaul for broadband services by We intend to provide a demonstration to the service providers. An example layout of the mesh-network for middle-mile/backhaul is shown in Figure 2. Page 1
3 Figure 2: Middle-mile mesh network in TV White Spaces 2 Specific Objectives of the Test-Bed We wish to study the following topics in the test-bed at IIT Bombay: 2.1 Propagation Evaluate and quantify propagation of TV white space radios Model radio-propagation in the Indian context 2.2 MAC Performance Characterize MAC performance for different topologies o Point-to-Point o Point-to-Multipoint o Multipoint-Mesh o Multi-hop 2.3 Spectrum Single and Multi-operator spectrum sharing schemes and performance impact Smart spectrum management by minimizing adjacent channel and co-channel interference 2.4 Applications Performance Rural broadband connectivity Middle-mile connectivity for bridging digital-divide Aggregating backhaul link with WiFi access Page 2

5 3.3 Desirable Schedule The target schedule for the test-bed deployment is shown in Figure 3. Figure 3: Desirable Schedule 3.4 Experimental Licenses Licenses required for the deployment of equipment in the field will be the responsibility of IIT Bombay. 3.5 Equipment Required We intend to setup test-beds at a total of 6 sites. Each site consisting of 5-6 node locations with atleast one fiber connected node. The total number of nodes required will be Possible Modes of Engagement with Us Loan of equipment that will be returned o Bill of materials that are required for a setup o MoU or any other pre-requisite? Purchase of equipment o Bill of materials that are required for a setup o Budgetary estimate of the costs involved Development partnership o Flexibility of the equipment for customization of algorithms Page 4
6 5 Information Request from Potential Partners We invite information and proposal with details of equipment and mode of engagements from potential partners in the TV White Space test-bed setup by IIT Bombay for the study of broadband wireless in the UHF band in India. Specific points on which we need comments from partners are listed below: 1. Detailed specifications of the equipment, with a comment on the parameters highlighted in Section API capability and features supported for the parameters highlighted in Section Availability of the equipment in terms of lead times and product readiness based on the timelines mentioned in Section Comment on the possible modes of engagement listed in Section 4 or any other possible partnership method. Interested entities may send product details and proposals to the IIT Bombay point of contact. Page 5
