7 FOREWORD This publication replaces IP Recommendation for safe use of radio telephone installations in cabs of petroleum carrying vehicles incorporating IP specification DOC , It is intended to provide road tanker operators with a means of ensuring that radio communication equipment is installed in such a manner so as to not provide a source of ignition, under normal operating or fault conditions, during road tanker loading operations at distribution terminals or during unloading at filling stations. Although it is anticipated that the adoption of the recommendations in this publication will help reduce the risk of accidents, the Energy Institute cannot accept any responsibility, of whatever kind, for damage or alleged damage arising or otherwise occurring in or about premises, areas or vehicles to which these recommendations have been applied. 9 1 INTRODUCTION AND SCOPE 1.1 INTRODUCTION This publication has been prepared in order to provide recommendations for the installation of radio communication equipment in the cabs of petroleum road tankers. The recommendations are intended to minimise the risk of occurrence of radio frequency induced sparking in equipment that may be close to or mounted on the vehicle. This is primarily by recommending that the transmitter effective radiated power (ERP), transmitter frequency and antenna location are restricted within certain limits. As with the first edition published in 1993, it is based upon The Electrical Research Association (ERA) Technology Report Radio transmitters on road tankers: Assessment of RF spark hazards 1, which was prepared by ERA Technology on behalf of the IP. The recommendations are also intended to ensure that under fault conditions the equipment enclosures cannot rise to potentials that may be a source of ignition. In addition recommendations are made to enable operators to determine that the installation has been fitted in accordance with this publication. Users of this publication should note that petroleum road tankers may have installed one of three electrical wiring systems 2. For tractors and rigid vehicle chassis these are: An electrical system to an insulated return standard, where the vehicle chassis is 'floating' electrically and is not connected to either the negative or positive pole of the battery, with all electrically powered equipment having supply and return cables, or An electrical system to a chassis return standard where the negative pole of the battery is connected from the negative terminal on the battery master switch (switched side) to the vehicle chassis, with electrically powered equipment having a supply cable and the return via connections to the chassis, or An electrical system to an insulated return standard but where a connection is made from the negative terminal on the battery master switch (switched side) to the manufacturer s dedicated earth point, on or connected to the chassis. It should be noted that vehicles with any type of electrical system may have a metallic or non-metallic cab shell. It is recommended in IP Petroleum road tanker design and construction that a suitable plate or notice should be fitted inside the cab, clearly visible through the nearside door aperture, indicating which of the above electrical systems is fitted. 1.2 SCOPE This publication is applicable to any radio communication equipment that is permanently mounted in the cab of a petroleum road tanker. This publication is applicable to tankers that carry petroleum products such as petroleum spirit, diesel, kerosene and gas oil, or that load at distribution installations that handle these products. 2
