In an effort to provide leadership to that area, I became the Acting SW Area Director, but also retained the SE Area Director role. Collectively they became the Lower 48". My job was to help the Area develop a greater sense of budget knowledge and understanding similar to what was taking place in the rest of the state, and to assist them in the development of Districts. During that time Dr. Onstad took over the role of supervisor for the SW Area faculty. K-State Research and Extension Building Project From the experience I had at the Delta Center with MU, I felt that to best serve the public that Research and Extension faculty should be co-located. In 2004 Dr. Fred Cholick, Dean/Director, revealed to me that he shared that vision. In 2016 we moved into our new facility. My vision was a landmark building that would become the focal point for K-State Research and Extension for generations to come. The tax payers of Kansas will enjoy a more effective, efficient operation with less cost. 3

4 Budget and Finance Dealing with the county/district budget process is, in my opinion, the most challenging task with which an Area Director works. The components of the process are setting salaries, checking yearend financial records, preparing county/district financial check sheets and budget work sheets, monitoring monthly financial statements, printouts, etc. Historically, the Southeast Area had been an area that had little budget growth. In fact, in the tenyear stretch before I became the Area Director, a number of counties had been running flat budgets. I worked closely with the county director and faculty in each county to better understand the budget process and to help the board understand how incremental change over time is much better than trying to play catch-up. I provide leadership and management of the Southeast Area Extension Operating budget, classified staff budget, foundation, grant and restricted fee accounts. Programs Critical to the success of Extension is the programming effort of our county, district and area faculty. I believe that the cornerstone or our existence is providing relevant programs to our customers. Knowledge for Life is the description that we use to describe what we do; I like to go a bit further and say that we are about assisting people to increase their quality of life wherever they are. In the Southeast Area, each and every county/district has in place a program development committee. There is one for each major program area Agriculture, Family and Consumer Science, 4-H and Youth Development and Community Development. At the county level I feel that we must work with our customers on an ongoing basis to determine program needs. There are a number of activities that are designed to promote connectivity and to enhance programming in the area: Agent Updates, Block Meetings, Partnership Meetings, Spring Action Conferences, Agent Performance Evaluations, Board and Council Training and Mentoring Programs. Program Development, Implementation and Evaluation In Kansas, we utilize the following methods to achieve this: 1. At the unit level, all agents and specialists develop individual Plans of Work. 2. County/District Level. According to Kansas statutes, each county must have a Program Development Committee for Agriculture, 4-H - Youth, Family and Consumer Science and Community Development. 3. Area Level. Each area holds a two-day Program Rally where State and Area Specialists interface with County Faculty to develop program priorities. 4

5 4. State Level. Each agent is a member of a Program Focus Team. 5. As an Area Director, I interact with all of the groups and sign off on the process at the county and area level. My responsibility is quality control. Personnel Personnel management and supervision is the most time consuming responsibility of the Area Director. Countless hours are invested in maintaining a relationship with the faculty, staff and board members. The management process that we deal with as Area Directors is a dispersed management concept. In other words, faculty, staff and boards are not at a centralized location, but rather they are dispersed over a wide geographic area. In Kansas, it has been generally accepted that as being a part of the management team, that Area Directors travel on-site to work with each individual unit. *Districts We had no districts when I came to the Southeast Area in Currently we have Rolling Prarie ( Elk,Chataqua), SouthWind ( Allen,Neosho,Bourbon,Woodson), WildCat (Montgomery,Labette, Crawford, Wilson), Frontier ( Osage, Franklin, Anderson), and Maris de Cyne ( Miami, Linn). We also have one Director county, that would be Butler where the County Director serves as the admistrator. Evaluations Each document from the Southeast Area faculty is reviewed by the Area Director (KS). Each County Agent is evaluated by the Area Director in partnership with the Executive Board (KS). Functioned as Program Leader for all Regional programs: Community Development, Home Economics, Agriculture and 4-H (MO). Gave leadership to four-year program development process at the regional level (MO). District Program Specialist: Evaluation of District Agriculture and Rural Development Programs (OK). Graduate work in Evaluation (OK). 5

6 Provide all faculty/staff/board opportunity to evaluate my progress annually (KS & MO). Served as outside promotion/tenure reviewer for Arizona Extension Service faculty (MO). Evaluate Area Specialists in conjunction with their respective Department Heads (KS). Made recommendations to the Vice-Provost for Extension concerning State Specialists housed at the Research Center (MO). Developed a new state-wide procedure for how Area Directors will handle the evaluations of County faculty (KS). 7 Grants, Extramural Funds and Fiscal Responsibilities State-wide grant task force for Extension (KS) Chair Direct the budget building process for the South Central, Northeast and Southeast Areas (KS). Provided training funds for Region Grant Writing Seminar for all Southeast Regional Specialists. The immediate impact was that agents in Iron County received a $200,000 Community Development Grant, and agents in Wayne and Madison County acquired a $500,000 Youth Leadership Grant. Supervised the management of the Delta Center Soils Lab (a 13,000 annualsample lab), with three full-time and two part-time employees, and an annual budget of $266,000 (MO). Administered the Cotton Pest Management Program grant. The $60,000 annual award supported the work of state specialists housed at the Delta Research Center (MO). Administered Lincoln University Small Farms Program grant, $180,000 annually (MO). All financial and personnel procedures are handled by the Area Director for the unit (KS). NELD: Research Project Analysis of Extension funding for selected states (KS-MO) Technology I have provided for our Area Faculty to have the most up-to-date technology to support our customers. Popular Bluff, Missouri, was the pilot location for the first Telecommunication Response Center (TCRC). This state-of-the-art facility pioneered the use of interactive video communication of the University of Missouri system and out-state Missouri (MO). The Area Office handles all the Time, Leave, MIS, and Business functions. Diversity I am Mestizo, and I have made a special effort to work with under-represented audiences. I have challenged our Area faculty to pursue educational opportunity to become bilingual. Rosetta Stone Spanish Language programs have been made available to our faculty. I hired a Spanish-speaking office professional to assist in that project. In 2008 I took a Spanish Immersion Class provided by Washington State University. 7
