4 Robert Laughlin Robert Laughlin started his professional career in a business development role at a prominent commercial telecommunications firm in Washington, DC. Robert was then recruited by Morgan Stanley, where he managed the wealth of high net-worth individuals. At Morgan Stanley, he incorporated global-macro portfolio management strategies to achieve balanced portfolios and was part of a team that managed over $500 million in assets. Mr. Laughlin founded Playa Vista Capital Management in 2015, a Southern California based investment company that he runs today. PVCM serves as the General Partner and Portfolio Manager for multiple private investment fund. PVCM invests in value investing based, contrarian opportunities that have large upside potential with mitigated risk, based on analysis of the company s fundamentals. As a Co-Founder and Managing Partner of U.S. Green Capital Regional Center, Mr. Laughlin now leverages his prudent investment strategies and management acumen to serve EB-5 investors all around the world. Robert A. Rauch, CHA Bob serves as CEO and President of RAR Hospitality. He is an internationally recognized hotelier with over 40 years of hospitality-related management experience. Recognized by his hotel guru, moniker, Bob shares insights and industry trends at He has held nearly every position in the hotel business including General Manager of full-service four Diamond hotels for Hilton and Embassy Suites. George Ganey George Ganey is a partner at Ganey Law Group. He is a passionate advocate for his clients, and has significant experience advising individuals and businesses on all types of immigration matters, including investment-based immigration, waivers of inadmissibility, family and employment-based visa petitions, and asylum. George designs creative and effective legal strategies for his clients, and is deeply committed to helping each client achieve his or her goals. Mr. Ganey successfully prepared and filed a high volume of I-526 petitions on behalf of immigrant investors from P.R. China, Mexico, and India, as well as assisted in filing a high volume of I-829 petitions, successfully obtaining unconditional permanent residence on behalf of immigrant investors and their family members. George has responded to requests for evidence from USCIS regarding Regional Center-sponsored projects, investors source of funds, investors prior immigration activity, and direct investment projects. George earned his J.D. from American University Washington College of Law, where he was an Articles Editor of the International Law Review and a classroom legal rhetoric fellow, and his Bachelor of Arts at Xavier University in Cincinnati, OH. George is fluent in Spanish and Catalan.

5 Marat Bekbenbetov Marat has more than 20 years of experience serving in government acquisitions and military logistics. In addition to his extensive service record in the Army where he ultimately retired as a Colonel, Marat holds a Masters degree in National Recourse Strategy from The National Defense University in Washington, DC. In addition to his military service, Marat served companies in the United States as a Senior Advisor for International Development, assisting company in their expansion efforts into the Eurasian region of the world. Marat currently serves as Co-Founder and Managing Partner of US Green Capital Regional Center. As co-founder and managing partner, Marat diligently oversees daily company operations, and strategically plans which direction the firm will deploy its resources to best serve U.S. Green Capital s EB-5 investors.

Project Address: 75 Gerald Ford Drive, Palm Desert, California Location Details: Project Features: The Project will be accessible to 23 million people within less than a 2-hour drive radius. Visitors spend approximately seven billion dollars annually at thousands of businesses in the Project s surrounding area. Palm Desert s temperate climate, world famous Coachella festivals, resort destinations, and numerous tourist attractions have made the city an immensely popular destination. Palm Desert, CA, is one of the top leisure vacation destinations in the U.S. and a top 10 business destination as measured by visitor days. Additionally, the Palm Desert Visitor s Bureau projects that growth in hotel room demand will outpace supply as Palm Desert sees an increasing number of overnight visitors. The Project is conveniently located right directly off Interstate 10, just minutes away from several top ranked golf courses, resorts, and festival locations. This area of Palm Desert is expect to experience a significant increase in full-time residential population, as well as tourism, as the City of Palm Desert has just approved the largest masterplan community in all of Palm Desert, which is already under construction. The property is also just minutes away from California State University s San Bernardino campus.
