77 Speaker Bios Kristine K. Blanco Kristine K. Blanco is an attorney and the Director of Compliance for Alliant Insurance Services Employee Benefits practice. Kristine is a graduate of the University of Arizona College of Law and has been working in employer health and welfare plan compliance for private and public sector employers since She is experienced with a broad range of employee benefits topics, including HIPAA, ERISA, COBRA, and the ACA. Kristine previously practiced law at a national, management-side labor and employment law firm, Seyfarth Shaw. While in private practice, Kristine provided counsel to a broad range of clients and represented them before governmental agencies and in state and federal courts. She regularly advised clients on integrating state and federal leaves of absence, workplace discrimination and harassment laws, and on disability protections and accommodations. Kristine has over 12 years of experience advising clients and working with them to understand their legal obligations. Her consulting work focuses on pragmatic approaches and developing compliant solutions for clients based on each client s specific needs and industry. Micki Callahan Micki Callahan Micki Callahan was appointed as the Director of Human Resources for the City & County of San Francisco on October 9, Ms. Callahan first joined the Department of Human Resources in October of 2005 as the Employee Relations Director. In this capacity Ms. Callahan was responsible for directing the negotiations of labor agreements covering the City's 28,000 employees and managing the City's labor relations program, including labor contract administration, dispute resolution, and training. Prior to joining the Department of Human Resources, Ms. Callahan spent ten years with the State Mediation and Conciliation Service, and served as the Supervisor of Conciliation from 2000 through Before she became a mediator, Ms. Callahan spent fourteen years working as a union representative with the Service Employees International Union and the California Nurses Association. Ms. Callahan was born and raised in Massachusetts, and has been a California resident since Ms. Callahan received her BA from the University of Massachusetts, Amherst. 98 County Personnel Administrators Association of California 2014 Fall Conference

78 Bill Chiat Bill Chiat is Dean of the CSAC Institute and president of Alta Mesa Group, LLC. His expertise spans 35 years in local and state governments. He served as County Executive Officer of Napa County and Director of Organizational Effectiveness in Santa Barbara County. Mr. Chiat has held executive positions in city and special district governments, including several regional agencies and joint power authorities. From 2004 to 2012 Mr. Chiat served as Executive Director of the California Association of Local Agency Formation Commissions. At the state level, he served as Executive Director of the Arizona Governor s Office for Excellence in Government and led the state s executive education program. Mr. Chiat provides facilitation services and organizational development, leadership and governance consulting to local governments throughout the West through his consultancy, Alta Mesa Group, LLC. Mr. Chiat has a B.S. from the University of Minnesota and a M.S. in natural resources administration from the University of Michigan. He is a graduate of the Senior Executives in State and Local Government Program from the Kennedy School of Government at Harvard University. He has research and taught numerous courses in public agency leadership, organizational structure, governance and operations over the last 30 years. In 2012 Mr. Chiat received the Michael Gotch Courage and Innovation in Local Government Award from the California Association of Local Agency Formation Commissions, and was recognized by the California State Legislature for his work with local governments. Faith Conley Faith Conley is a Legislative Representative for the California State Association of Counties (CSAC) in the Employee Relations and Human Resources policy area. Prior to joining CSAC in March 2008, she was the Legislative Director for Senator Bob Huff, charged with the management of the Member s legislative agenda in the areas of the state budget, education and public safety. Previously, Conley was chosen for the prestigious Chief Clerk of the Assembly Floor Analysis internship, serving at the behest of Chief Clerk E. Dotson Wilson. Conley received a Bachelor s degree in Government-Journalism from the California State University, Sacramento. Looking Out at the Horizon 99

79 Mark Gregersen Mr. Gregersen recently rejoined the firm s Public Management Group (PMG) after spending a year as the Director of Labor and Work Force Strategy for the City of Sacramento. Mr. Gregersen has many years of local government human resource management and labor relations experience in the states of Wisconsin, Nevada and California. His experience includes all human resource management functions: classification and compensation, recruitment and selection, training and organizational development, workers compensation and risk management, labor relations, payroll and benefits administration; and equal employment opportunity. His labor relations experience is extensive having negotiated over 60 public sector labor contracts which included representing employers in the impasse processes of mediation, fact-finding and binding interest arbitration. Mr. Gregersen most recently served as the Director of Labor and Work Force Strategy for the City of Sacramento, and previously he has served as human resources director for several other area agencies and has been an assistant county manager in Nevada. Mr. Gregersen has both a bachelor s and master s degree in business administration from the University of Wisconsin. Jack Hughes Jack Hughes joined Liebert Cassidy Whitmore as an associate attorney in Since then he has worked in all aspects of the firm's labor and employment law practice. Jack has been involved in public-sector employment law trial and appellate court litigation on behalf of a number of cities, with several published decisions to his credit including Robison v. City of Manteca 78 Cal.App.4th 452, 92 Cal.Rptr.2d 748, City of Palo Alto v. Service Employees International Union 77 Cal.App.4th 327, 91 Cal.Rptr.2d 500, and Smith v. City of Napa 120 Cal.App.4th 194, 14 Cal.Rptr.3d 908. Jack has served as labor negotiator for city, county and special district clients, and has represented charter cities in labor negotiation impasse interest arbitration proceedings. He has successfully negotiated Memoranda of Understanding involving police officers, sheriff deputies, correctional officers, probation officers, firefighters, supervisory staff, clerical staff, maintenance employees and other blue-collar professions, in-home support service employees and most other public sector classifications. 100 County Personnel Administrators Association of California 2014 Fall Conference

80 Jack is also one of the experienced presenters in the firm's renowned management and supervisory training programs. Jack has conducted hundreds of training seminars for municipal, county, special district and federal agencies. Jack specializes in training on protected status discrimination/harassment/retaliation, supervisor skills, labor relations/negotiations, leave laws, disability laws, workplace violence, free speech, disciplinary procedures, grievance procedures and effective performance evaluations among others. Sommer Kehrli, Ph.D. Sommer Kehrli is the Executive Director for The Centre for Organization Effectiveness. Established in 1993, The Centre is a Joint Powers Authority providing innovative management programs, training, forums and organization development interventions for over 110 public, non-profit and private organizations. Her background includes leading large-scale change management and employee engagement efforts, facilitating executive retreats and teambuilding workshops, coaching leaders of all levels, designing training programs, conducting research, and creating assessment instruments. Sommer has designed several development programs for executives, middle managers, supervisors, and front-line employees. Sommer's presentation expertise is in performance improvement and measurement, emotional intelligence, generational differences, employee engagement, change, communication, resilience and adaptability, and strategic agility. Sommer is a TalentSmart master certified trainer and facilitator in Emotional Intelligence. Sommer s research on global business and her extensive travels give her an expansive view of business abroad. She has studied in Austria, the factories of Thailand, and the maquiladoras of Mexico. Sommer has experience in both the private and public sectors. She has worked with local and state government, pharmaceutical companies, healthcare organizations, and universities. Sommer worked at Kaiser Permanente in Northern California as the Director of Performance Improvement and as an Organization Development Consultant. In these roles, she was responsible for creating an organizational culture change in a multi-union environment with a focus on improving performance through employee engagement, effective leadership, front-line improvement teams, and measurement in both hospital and clinic settings. 81 Sommer has a Ph.D. and Masters degree in Industrial/Organizational Psychology from the California School of Professional Psychology and a Bachelor of Science in Psychology from Santa Clara University. Sommer is a member of the American Psychological Association, Society for Industrial and Organizational Psychology, American Society for Public Administration, International City/County Management Association, Association for Talent Development, and Organization Development Network. Sommer is also a fellow in the UCSF - Center for Health Professions Change Agent Program. Robert Muszar Robert is the Interim County Administrative Officer of the County of Colusa and has over 30 years of experience developing and teaching a variety of management and labor-relations training courses. Charles Sakai, Renne Sloan Holtzman Sakai LLP Charles Sakai is a founding partner of the Firm. He practices in the areas of employment and labor law, focusing on traditional labor relations, including unit determinations and modifications, representation and decertification elections, collective bargaining, interest arbitrations, contract grievances and rights arbitration, and unfair labor practice charges. Charles began his career at the California Department of Personnel Administration, where he represented the State before the State Personnel Board (disciplinary hearings), Public Employment Relations Board ( PERB ) (unfair practice charges), and grievance arbitrators. He also advised various state departments on labor relations and personnel matters and handled litigation in State and Federal Courts, including civil writs, and Fair Labor Standards Act litigation. In 1996, he accepted a Governor s appointment as a Legal Advisor to a member of the PERB, where he drafted legal memoranda and decisions and worked with other Board members and legal advisors to interpret and develop California s public sector labor relations laws. He also assisted the General Counsel s office in investigating unfair practice charges, assisted the Board in deciding requests for Injunctive Relief, and represented the agency in appellate litigation. During his tenure with PERB, Charles taught Labor and Employment Law and Legislation for the University Extension program at the University of California at Davis. 102 County Personnel Administrators Association of California 2014 Fall Conference

82 Trudy Sopp, Ph.D. Dr. Trudy Sopp is the Founder & Consulting Partner of The Centre for Organization Effectiveness. Established in 1993, The Centre is a Joint Powers Authority providing innovative management programs, training, forums and organization development interventions for over 110 public, non-profit and private organizations. Since founding The Centre, Trudy has consulted to over 45 state and local elected officials, 50 City Managers, County Administrators, and CEOs throughout California, 25 boards and commissions, and numerous management groups in local and state agencies, cities, counties, healthcare organizations, water agencies, non-profit agencies, educational institutions and small, local businesses. In her work with these organizations, Trudy has coached them through their organizational transitions, the leadership requirements of their positions, and numerous critical decisions. Consulting to elected officials has been a unique contribution of Trudy s work. In addition, the management academies she has facilitated since 1996, have reached over 2,500 participants. Prior to founding The Centre, Trudy managed the City of San Diego s Organization Effectiveness Program (from ) and the award-winning Diversity Commitment. These change efforts received recognition from the League of California Cities, Rutgers University Productivity Council, and the San Diego Business Journal. Trudy received her Ph.D. ( 82) in Sociology from the University of Toronto where she specialized in planned change and organizational intervention strategies. Frequently an invited guest speaker at conferences, Trudy s presentation topics include: Organizational Power and Politics; Cross- Generational Issues; Managing During These Challenging Times; Executive Protocol; Board Governance.; and Creating a Respectful Work Environment.
