As Director of Regulatory Affairs for the Tetra Tech Energy Program, Mr. Ernst supports siting and permitting for various proposed
3 onshore and offshore wind farms and transmission lines and cables, including the Deepwater Wind Block Island, Rhode Island offshore wind farm, the Dominion Virginia offshore turbines, and other projects off the Atlantic Coast. Mr. Ernst helps lead policy analysis for the U.S. Department of Energy funded annual Offshore Wind Market Analysis and Supply Chain Studies and the 2014 DOE Wind Vision Report. He is an active member of the Offshore Wind Development Coalition and AWEA Offshore Wind Working Group since Mr. Ernst has a J.D. from Northeastern University School of Law in Boston and B.S. from Davidson College in Davidson, North Carolina. Dan has over twenty years experience in the electric power industry and while at Exelon and Constellation he has directed a team of internal and external professionals to shape the development of electricity laws and regulations in the northeast. At the state and provincial level Dan has testified as an expert witness before numerous legislative and regulatory bodies. At the federal level, he has served as Constellation s Director of Wholesale Energy Policy and has participated in a variety of proceedings before the Federal Energy Regulatory Commission. Dan has also been an active participant in several regional transmission organizations, particularly New England where he served two terms as the elected Chair of the New England Power Pool. Other industry leadership positions Dan has occupied include Board seats on the Northeast Power Coordinating Council, the Independent Power Producers of New York, the New England Power Generators Association, the Retail Energy Supply Association, the Northeast Energy and Commerce Association, the Electric Power Generators Association of Pennsylvania and the Electricity Markets Investment Group of Ontario, as well as being a Member Representative on the New York ISO Management Committee and on the Ontario IMO Markets Advisory Council and being named by Governor John Baldacci in 2007 to serve on the Maine Energy Council. Outside Constellation Energy, Dan has worked as an Independent transmission project developer and as a practicing attorney. (HMMH), and a LEED Accredited Professional. He is also Vice President of Minuteman Wind LLC which is developing a 12.5 MW wind project in Savoy Massachusetts. Steve has 20 years of experience in environmental policy and regulation. His professional career includes work for federal and state agencies, and private consulting firms. For the past 10 years, he has focused on renewable energy and sustainable development. His current specialty at HMMH is the compatible siting of renewable energy and emission reduction projects at airports nationwide. He is the lead author of the Federal Aviation Administration s Solar Policy (November 2010) and the Principal Investigator for three separate studies of the economic and technical feasibility of renewable energy at airports funded by the National Academy of Sciences. Steve is working on tidal and wave energy projects proposed in Massachusetts and Alaska, and serves as Chairman of the Board of Directors for the Marine Renewable Energy Collaborative (MRECo) of New England.

5 of contaminated sites; and govern the use of pesticides and the handling and disposal of solid and hazardous waste. He also is actively participating in the Division s work with other states to defend federal environmental rules like the Clean Power Plan against legal challenges. Prior to joining the Attorney General s Office, he was a senior attorney at the Conservation Law Foundation's New Hampshire office where he focused on advocacy and litigation to fight climate change and advance clean energy in New Hampshire and throughout New England. Prior to his work at the Conservation Law Foundation, Christophe practiced environmental, energy, and land use law for more than five years as an associate at Goodwin Procter LLP in Boston. Christophe previously served as a law clerk at the Massachusetts Supreme Judicial Court for Justice Robert J. Cordy. A graduate of Harvard Law School and the University of Massachusetts at Amherst, Christophe resides in East Kingston, New Hampshire. Jeffrey Grybowski, Chief Executive Officer Deepwater Wind, LLC 56 Exchange Terrace, Suite 101, Providence, RI (401) // jgrybowski@dwwind.com Mr. Grybowski is the Chief Executive Officer of Deepwater Wind, where he manages the company s portfolio of offshore wind and transmission projects. He has been intimately involved in the development of Deepwater Wind s path-breaking Block Island Wind Farm since its inception in Mr. Grybowski has been at the forefront of shaping the commercial structures and government policies necessary to support offshore wind in the U.S. He plays a key role in the development of federal and state policies governing the leasing, permitting, and commercialization of offshore wind and transmission projects. Through the advancement of the Block Island Wind Farm, Mr. Grybowski has been a leader in establishing the commercial framework for standing up a new renewable energy industry in the United States. Mr. Grybowski previously served as Chief of Staff to the Governor of the State of Rhode Island, where he was the Governor s senior advisor on all matters of state business, including fiscal policy, management of state operations, legislative strategy, and the formation and implementation of executive policies. He previously practiced corporate law at Hinckley, Allen & Snyder in Providence, Rhode Island and at Sullivan & Cromwell in New York, New York. Mr. Grybowski earned an A.B. with Honors in Public Policy from Brown University, a J.D. with High Honors from the University of North Carolina at Chapel Hill School of Law, and served as a Law Clerk to the Chief Judge of the U.S. District Court for the District of Rhode Island. Morrissey is a longtime economic development leader and offshore wind advocate in Massachusetts. He specializes in the intersection of the public policy, economic development and environmental benefits that offshore wind represents. Morrissey is the founder and Managing Director of Offshore Wind: Massachusetts ( OSWMA ). OSWMA is a trade organization designed to support the development of the offshore wind market in Massachusetts. Prior to his work in offshore wind, Morrissey worked in public higher education administration, and was the co-founder of software company Mogall, Inc., one of the early pioneers of the social networking phenomenon.
6 For over 7 years, Morrissey served as the Executive Director of the New Bedford Economic Development Council. He then founded the New Bedford Wind Energy Center and as Managing Director, expanded the City s efforts to build regional capacity in support of the emerging offshore wind industry. She previously served as Corporate Strategy Manager at National Grid in London, and has held roles at National Grid in energy policy, commercial contracts, regulatory and reliability compliance, and system planning and engineering. Curtis "Curt" Spalding has extensive experience in the environmental protection field as an advocate, policy analyst and administrator. For almost 20 years, he served as Executive Director of Save the Bay in Rhode Island, a nationally recognized, 20,000-member environmental advocacy and education organization. He established the Narragansett BayKeeper and Habitat Restoration programs, which reconnected Save the Bay to ecologically important bay issues, and he oversaw the successful completion of the $9 million Explore the Bay Campaign and construction of the Save the Bay Center at Fields Point in Providence, Rhode Island. Since joining the EPA leadership team in February 2010, Spalding has been leading a holistic approach to finding environmental solutions in New England. He s emphasized efforts in environmental justice and green economy. Spalding has focused our efforts in the region on three cross-cutting initiatives: Climate Change, Stormwater and Communities. Spalding has been heavily engaged in preparedness efforts for flooding in New England. He has also been involved in a number of pilot projects working on sustainability in communities around the region. Urban revitalization is a priority for Spalding, and you can see it coming to fruition in places like Holyoke, MA and Bridgeport, CT. Spalding received his bachelor s degree from Hobart College and an M.P.A. from SUNY at Albany. Rebecca L. Tepper, Deputy Bureau Chief, Energy and Environment Bureau and Chief, Energy and Telecommunications Division Massachusetts Attorney General's Office One Ashburton Place, Boston, MA (617) // rebecca.tepper@state.ma.us Rebecca is the Deputy Bureau Chief of the Energy and Environment Bureau and Chief of the Energy and Telecommunications Division of the Massachusetts Attorney General s Office. Rebecca serves as the Attorney General s chief advisor on energy policy and executes the Attorney General s statutory function of ratepayer advocate before state and federal regulators and courts.
8 Prior to joining the Attorney General s Office, Rebecca was the General Counsel to the Massachusetts Department of Public Utilities. As General Counsel, Rebecca served as the chief legal advisor to the Commissioners and oversaw all Department adjudicatory and rulemaking proceedings. Prior to her role as General Counsel, Rebecca served as the Director of the Massachusetts Energy Facilities Siting Board where she chaired the Siting Commission s siting reform, interagency cooperation and legislative initiative subcommittees. Rebecca also served as a Governor s representative to the Eastern Interconnection States Planning Council. Before joining the State in 2009, Rebecca had 15 years of experience in the private sector, as a partner at the law firm of Rubin and Rudman, LLP. At Rubin and Rudman, Rebecca represented developers throughout the Northeast in siting, permitting, financing and contracting of renewable, distributed generation and conventional energy facilities. She also advocated on behalf of various stakeholders before state public utility commissions and the FERC in proceedings involving rates, energy efficiency, demand response and the ISO- NE markets and rules. Rebecca is a magna cum laude graduate of Boston University Law School and received her bachelor of arts from the University of Wisconsin/Madison. The Energy and Environment Bureau works to protect utility ratepayers and our environment, and to reduce the threat of climate change for the people and families of the Commonwealth. As the state s Ratepayer Advocate, the Bureau s Energy and Telecommunications Division represents consumers in matters involving the price and delivery of natural gas, electricity and telecommunication services before state and federal regulators. The Bureau s Environmental Protection Division and Environmental Crimes Strike Force enforce the laws that protect our air and water, preserve our lands and open space, require the clean-up of contaminated sites, and govern the use of pesticides and the handling and disposal of hazardous waste.
