With the benefit of simultaneous translation between English and Spanish, this 2nd edition of ALF featured panels and interactive discussions that enabled attendees to share their experiences and raised important considerations about CSDs' mainstream services, such as depository safekeeping, clearing, settlement and, asset servicing. Other sessions focused on risk management, regulatory issues, cross-border initiatives, customer satisfaction and quality programs, systems and technology as well as case studies of CSDs extending beyond their core services. This 2009 ALF presented a senior panel, which offered attendees the views and insights on industry trends from Jorge Hernán Jaramillo, CEO of Deceval - Colombia, William Aimetti, President & Monique Moura de Almeida, BSM - BM&FBOVESPA Market Supervision (Brazil) COO of DTCC - USA, and Héctor Anaya, CEO of Indeval - Mexico. In addition, ALF attendees had the opportunity to exchange views and share a dialogue with some of ACSDA's global industry partners, among them the Association of Global Custodians, the World Bank, Thomas Murray, SWIFT, the Association of Eurasian CSDs (AECSD). 3 ACSDA AT WORLD BANK PAYMENTS WEEK ACSDA was well represented at the World Bank s Payments Week in Punta del Este, Uruguay on 17 November Patricia Torrado from BVM-Uruguay presented on ACSDA, its members, mission and activities. Cecilia Humphrey, DTCC-USA, gave a overview of the region and summarized the ACSDA members relevant statistics and roles. Jorge Hernán Jaramillo of DECEVAL Colombia, presented on the issues CSDs face and in particular the importance of close coordination with Central Banks' payments systems in terms of providing pure DVP. He also emphasized the importance of regulatory framework necessary to address CSDs evolving roles in offering greater transparency and risk management within the financial industry. Other ACSDA representatives included: Mario Saenz and Julio Obregón from Indeval - Mexico and Martha Coronado from BNV - Guatemala. Congratulations to Indeval and its DALI team, selected as one of only 6 finalists for the coveted 2010 Franz Edelman Award, a competition run by the Institute for Operations Research to showcase analytics projects having a major impact on their client organizations. With a theme of Applying Science to the Art of Business, the awards contest has been compared to a superbowl of operations research practice. On April 18-20, in Orlando, Florida, Indeval, led by Héctor Anaya, CEO, will be among the final 6 to present to a panel of judges for the ultimate Edelman Award, after which all Edelman Laureates will be recognized at a gala. Last year's award winner was HP, and this year, besides Indeval, the finalists include DHL and Procter & Gamble. 5 CSD10 IN MAGICAL BUDAPEST, LOOKING AHEAD TO CSD11 IN CAPE TOWN IN 2011 From May 2009, many ACSDA members ventured across the Atlantic Ocean to the heart of Europe to attend the CSD10 Conference in beautiful Budapest, Hungary. CSD10 was truly a memorable experience. The conference attracted hundreds of CSDs from around the world as well as global collaborators such as Thomas Murray, SWIFT, the Gartner Group, and IMF. It proved to be a valuable networking opportunity for all attendees, and the bar was raised once more with the content and quality of the presentations and speakers. Not only did the members of ACSDA have an opportunity to engage with other CSDs and their regional associations but we also hosted an ACSDA pre-meeting on the first day followed by the Interim meeting among the regional CSD Associations, where the chairmanship transitioned from JASDEC to the European Central Securities Depositories Association (ECSDA) for the next two years. ACSDA was proud to have a number of speakers dually representing their own CSDs and ACSDA at the event. On the opening morning, Juan Carlos Falabella from Caja de Valores in Argentina participated in an interesting panel discussion on the regulatory issues and the role of regulation as seen by CSDs. This was followed by the interim CSD meeting report back and an introduction to the regional CSD associations. As president of ACSDA, Mary Ann Callahan gave a presentation showcasing the extraordinary activities in which ACSDA is involved. This was followed by a clever, humorous video, featuring Fernando Yáñez in a James Bond theme, to promote the ACSDA Leadership Forum in Santiago Chile. Both the presentation and video were very well received by the delegates. 6 Continued from p5 The concurrent workshops in the afternoon were well represented by ACSDA members including Héctor Anaya from S.D. Indeval S.A. de C.V. in Mexico who presented on the topical issue of renewing focus on STP, global standards and best practices. In a simultaneous workshop, Monica Singer from Strate, South Africa moderated a lively discussion on enhancing CSDs rapport with members/investors, shareholders and regulators which included Amarilis Sardenberg from BM&FBOVESPA in Brazil as a panelist. Following a keynote address from Professor Alberto Giovannini, day three kicked off with a concurrent workshop, the first of which dealt with corporate actions and asset servicing including a presentation by Jorge Hernán Jaramillo from Deceval in Colombia. The second session, moderated by Mark Weseluck from The Canadian Depository for Securities, tackled the pertinent discussion on how CSDs have been identifying, measuring and managing risk, especially since the financial crisis. One of the highlights of the event was the closing panel discussion with Chairpersons and CEOs from CSDs around the world. Moderated by Jeremy Grant from the Financial Times in the UK, the participants represented each region around the world, including Donald Donahue from DTCC in the USA, Pierre Francotte of Euroclear, Gagan Rai of NSDL India, and Mark Gem of Clearstream. This closing session highlighted some of the key areas and challenges that will affect CSDs in the future, closing the conference on a high note and leaving the delegates with some interesting food for thought. The meeting marked the tenth anniversary of the biennial worldwide CSD gatherings, and our hosts, Keler, the Hungarian CSD, and the European Central Securities Depositories Association (ECSDA) certainly impressed us all by staging an amazing conference which was so successful in engaging the attendees. CSD10's setting at the Budapest Marriott Hotel, provided not only great conference accommodations but impressive views as, to the east, it overlooks the magnificent Danube River and the twinkling Chain Bridge to the Buda Hills and Castle District, while on the west, it adjoins the cobblestone shopping streets of Pest. 7 Continued from p6 The wonderful hospitality for the event took us from the magnificent Buda Castle and Hungary's National Dance Theatre to a scrumptious dinner at the Museum of Fine Arts, where a sand animation artist added such a special touch. With outstanding entertainment and generosity, the ACSDA members would like to thank everyone at Keler, ECSDA and all the sponsors for hosting this fantastic event. We are very excited to announce that Strate in South Africa, a dual member of both ACSDA and our sister organization, the Africa and Middle Eastern Depository Association (AMEDA), will host the CSD11 Conference in Cape Town, South Africa, with all its AMEDA colleagues. The event will take place from April 2011 and we encourage everyone to note and reserve these dates in their diaries immediately. CSD11 Conference Cape Town, South Africa April 2011 ACSDA EXECUTIVE COMMITTEE CHANGES At a meeting of the ACSDA Executive Committee on July 22, 2009 some changes in the composition of the Executive Committee were approved. Francis Stenning, who has been an active member of ACSDA and the Executive Committee for a number of years recently left his position as Chairman and General Manager Cavali S.A. in Peru to join the Lima Stock Exchange as their CEO and therefore needed to step down from his role within ACSDA. In addition to being a member of the ACSDA Executive Committee Mr. Stenning held the position of the Association's Treasurer as well. On behalf of the entire ACSDA membership we wish to thank Francis for giving so generously of his time and talent towards furthering the goals of the Association. At the same meeting the Executive Committee, Ms. Magaly Martinez, Cavali's Chief Legal Counsel was approved to assume the role of Cavali's representative on the Committee. Mr. Iván Diaz, General Manager of Latin Clear in Panama and an existing member of the Executive Committee, was also elected to the position of Treasurer. Mr. Diaz has been involved with ACSDA since the inception of the association in We have every confidence that ACSDA will be very capably served as Magaly and Iván assume their new roles and wish them well. At least six ACSDA countries, Argentina, South Africa, Brazil, Canada, Chile and the U.S. were among 37 countries and other associations represented in Geneva on October 9, 2009, when those countries officially signed a UNIDROIT Act finalizing the Convention which calls for Uniform Substantive Rules for Intermediated Securities. Results of the final five-day session included renaming it the Geneva Securities Convention, and represented the culmination of more than five years' effort to align priorities in private laws across more than 50 countries and 13 financial associations and groups, relating to intermediated securities. Unified English and French documents of the agreed final text of the newly finalized Convention itself, which one nation, Bangladesh, has already signed, can now be found at the following web URL, ons/2009intermediatedsecurities/confere nce/conferencedocuments2009/conf e.pdf UNIDROIT, the International Institute for the Unification of Private Law, is an independent intergovernmental organization whose basic objective is to prepare modern and, where appropriate, harmonized uniform rules of private law in a variety of different business sectors. As with its other initiatives, evolving technologies and commercial practices, in this case relating to rights to securities held through intermediaries, such as custodians, pledging arrangements, clearing and depository organizations and other agents, create demand for new solutions and, where transactions tend to be transnational in nature, UNDROIT aims for more harmonized solutions, wherever feasible. Since the first draft Convention was proposed in 2002, a series of drafts and related interpretative and commentary documents have been debated and revised in four Intergovernmental Expert Meetings in Rome, and two Diplomatic Conferences in Geneva, as well as in various technical meetings. Two of ACSDA's sister groups, Asia Pacific CSD Group (ACG) and European Central Securities Depositories Association (ECSDA) had official observer status. However, ACSDA approached this initiative unofficially. When ACSDA was also invited to be a direct observer, Legal Committee Chair Javier Jara, recommended that with several of his committee members already assigned to represent their own countries, ACSDA would be better placed to coordinate unofficially with them and has looked to that group for updates and insights throughout the process. Among those present at the 2009 meetings were Maria Vermaas of Strate, Merrie Witkin of DTCC, and Efrain Carvajal of Caja de Valores, S.A. The final Convention and related commentary aim to capture the varying perspectives and positions of the countries, industry organizations and interest groups. It is hoped that the pace of market globalization will encourage adoption of the Geneva Securities Convention in the world's financial centers through a ratification and implementation process in each jurisdiction. Next steps, therefore, involve market and business leaders assessing any expected impact that adoption of the Geneva Securities Convention would have on local and regional laws and practices, and initiate a study phase in order to analyze business impacts and benefits, especially on cross-border business. UNIDROIT's secretariat, based in Rome, will now support countries in the process of reviewing, ratifying, adopting and implementing the Convention, along with UNIDROIT's other private law initiatives. Set up in 1926 as an auxiliary organ of the former League of Nations, UNIDROIT was re-established in 1940 on the basis of a multilateral agreement among 63 member states, including 12 countries represented within ACSDA: Argentina, Bolivia, Brazil, Canada, Chile, Colombia, Mexico, Nicaragua, South Africa, U.S., Uruguay and Venezuela. Visitors are able to access information on upcoming industry events from around the globe as well as feedback from some of the most recent seminars and conferences. ACSDA would like to thank DCV, Chile for all their hard work and effort in making the ACSDA website a useful and meaningful communication tool for the association. DTCC S ANNUAL GREAT WORKSHOP DTCC hosted its second annual Global Relations Exchange And Training Workshop, also known as GREAT. The five-day workshop, which took place July 13-17, 2009, brought together nearly 40 delegates from 15 financial infrastructure organizations to collaborate on best practices in clearing, settlement, asset servicing, customer satisfaction and quality. The program also placed a greater emphasis on risk management and how the industry is changing, following global market turmoil. Reflecting DTCC's increasing pool of international colleagues and partners, organizations that attended included DTCC's memoranda of understanding (MOU) partners, depositories that operate DTC link and pledgee accounts, as well as prospective depository customers. As a result, representation included executives from Bermuda, Brazil, Canada, Chile, India, Israel, Japan, Korea, Mexico, Pakistan, Peru and Taiwan. Mary Ann Callahan, managing director, Global Relations and Development, and President of ACSDA said that planning at DTCC began last January with an "aroundthe-world" conference call, involving prior attendees. Collaboration with prior and potential delegates was crucial, especially in the current financial market, added DTCC Director Lisa Argento. Tactical planning, including reaching out to potential speakers and obtaining travel visas for program participants, was led by William Cano, global relations analyst at DTCC, who also put together profiles of all the organizations represented. Among others actively involved were Cecilia Humphrey, normally based in Mexico City, and Leola Bush. The sessions included more than 75 presentations, case studies and interactive breakout discussions covering topics such as regulation, risk management, customer satisfaction, corporate actions, central Page 9

10 Continued from p9 counterparties and depository settlement procedures. In addition, GREAT featured guest speakers from the World Bank, CLS Bank, the Federal Reserve and Citi. In addition to the workshop sessions, the Global Relations team facilitated several meetings among participating delegates and DTCC business units, as well as DTCC executives. These included meetings with representatives from Brazil and India on Mutual Funds, from Chile on Deriv/SERV, from Bermuda on DTCC membership and from Korea on ID Net and global tax. During that week, Francis Stenning, former CEO of Cavali and ACSDA Executive Committee Treasurer, who had just been named CEO of the Bolsa de Valores de Lima, was in New York, and so was Fernando Yáñez, CEO of DCV, who participated to prepare for his own role as host of the ACSDA Leadership Forum. Coincidentally both were invited as part of Peruvian and Chilean delegations to ring the opening bell at the New York Stock Exchange. Also the Chilean market U.S. road show called Chile Day was also in New York that week. Gagan Rai, Chief Executive Officer of National Depository for Securities Limited, India, was also on hand for senior meetings, and to share his experiences with the GREAT attendees. The workshop, with its interactive approach, is a prime example of DTCC exerting what DTCC Chairman and CEO Don Donahue emphasized as ways DTCC can enhance its global relationships to inspire, work collaboratively in the world. Added Mary Ann: The delegates said that they would recommend this workshop to their coworkers, and complimented the comprehensive and educational nature of the presentations and breakout discussions. Many DTCC employees also contributed to the overall success of the event, underscoring true DTCC teamwork, she added. We are now looking ahead to our summer 2010 program.
