1 CENSUS OF HIGH SCHOOL STUDENTS ENROLLED IN COMMUNITY COLLEGE COURSES FOR HIGH SCHOOL CREDIT FINDINGS AND DATA TABLES ILLINOIS STATE BOARD OF EDUCATION DATA ANALYSIS AND PROGRESS REPORTING September 2004
2 FOREWORD Sections , and 34-8 of the School Code (105 ILCS 5/ , 5/ and 5/34-8) require all public school district superintendents to report to their regional superintendents the number of high school students who are enrolled in community college courses for which high school and college credit is awarded. Effective in the school year, district superintendents were asked to include students enrolled in dual enrollment/dual credit courses offered in their high schools who receive high school credit and community college credit upon successful completion of the course. These data are to be provided by the regional superintendents to the State Board of Education in February of each year. In January, a survey requesting this information was mailed to, and responses were received from, all Illinois operating public high school districts. This report depicts the findings of that survey. This report was prepared by Sharon Neely, Principal Performance Consultant, Data Analysis and Progress Reporting, Illinois State Board of Education, 217/ sneely@isbe.net. 2
3 MAJOR FINDINGS In , 20,405 public high school students (9.6%) of the total number of 595,349 high school students, from 360 school districts (5.4%) of the total number of 665 public school districts with high schools in Illinois, were enrolled in various community colleges for the purpose of obtaining high school and college credits. This figure represents an increase of 5,016 (32.5%) from the figure of 15,389 of students enrolled in community colleges for the purpose of obtaining high school and college credit. These students earned a total of 28,994 credit hours, an increase of 15,286 hours, representing a (89.6%) increase from the figures. A further breakdown of the figures indicate that 1,742 students enrolled in accredited courses at the local community college, while 18,663 students chose dual enrollment or dual courses for credit offered at their high school. The students were enrolled in 56 various community colleges throughout the state. Community colleges enrolling the largest portion of these students include; Lewis and Clark Community College located in Godfrey with 2,423 (11.8%); Kaskaskia College in Centralia with 2,130 (10.4%); and Southwestern Illinois College in Belleville with 1,580 (7.5%); and Lake Land Community College in Mattoon with 1,221 (5.9%). (See Table 1.) Students were enrolled in 31 subject areas. Courses most frequently taken were Computer and Information Services - 4,146 (15.8%); English Language and Literature 3,885 (14.8%); Trade and Industrial (Industrial Arts) 2,422 (9.3%); and Social Science and History 2,365 (9.0%). You will notice, the total number of students reported by subject area 26,129 exceeds the actual count of 20,405. This is due to the fact that many students were enrolled in more that one course for credit. (See Table 2.) Students in 94 Illinois counties earned high school and college credit for courses taken at community colleges. Students in Cook County accounted for the largest number of participating students with 3,640 (17.8%); Madison County reported 1,561 (10.1%); Kane County reported 895 (5.8%); and Macoupin County with 755 (4.9%). (See Table 3.) Among the 20,405 high school students enrolled in community college courses for credit, 15,730 (78.2%) were White, not of Hispanic origin; 1,410 (7.0%) were Black, not of Hispanic origin; 1,298 (6.4%) were Hispanic; 940 (4.6%) were Asian or Pacific Islander; 401 (1.9%) were American Indian or Alaskan Native, and 322 (1.6%) were of unknown racial/ethnic origins. (See Table 4.) Of the Illinois high school students enrolled in community college courses for high school credit or college credit 10,330 (51.3%) were female and 9,737 (48.4%) were male. (See Table 5.) 3
4 Forty-six percent of the high school students who participated in the high school census for college credit or dual enrollment were not charged tuition; 19.4% of fees were paid by the student; 16.6% of fees were paid by the school district; 11.8% of fees were paid by the community college, and 6.3% of fees were paid by other sources. (See Table 6) Data revealed that Chicago Public School District 299, Cook County, had the largest number of students enrolled in community colleges, with 778 students earning 1,294 high school and college credit hours. Three school districts, were ranked second through fourth; Centralia High School District 200 in Marion County, 672 students earning 1,259 credit hours; Lyons Township High School District 204 in Cook County, 605 students earning 362 credit hours; and Carpentersville Community Unit School District 300 in Kane County, 432 students earning 427 credit hours. (See Table 7.) The number of high school students enrolled in courses at community colleges has increased steadily over the last thirteen years. In , the first year of reporting, the total number of participating students was 2,220 compared to 20,405 in High school and college credit hours increased from 2,075 in to 28,994 in representing an increase of 625%. (See Table 8.) *All numbers in the Major Findings section have been rounded for the reader s convenience. 4
