1 1 Reforming the Sokovia Accords For the purpose of this committee, only information from the movies will be used to prevent conflicting information from the comic books. Additionally, this information is up to date prior to the release of the Avengers: Infinity War movie. It is strongly encouraged to watch Capitan America: Civil War, and any relevant movies to your character prior to attending the conference. Key Organizations & Agencies HYDRA Hydra is an authoritarian terrorist organization comprised of criminals bent on world domination. While it was founded in ancient times, it has most recently arisen after the rise of Nazism in Germany. The organization was defeated in 1945 by Capitan America but was secretly rebuilt inside S.H.I.E.L.D. The end game of HYDRA was the overthrow the governments of the world to create a fascist, totalitarian global state to institute a new world order. HYDRA operatives also infiltrated other important organizations like the U.S. government and the World Security Council. 1 S.H.I.E.L.D. The Strategic Homeland Intervention, Enforcement and Logistics Division, or S.H.I.E.L.D., is a U.S. non-governmental military counterterrorism and intelligence agency that is meant to maintain global security. It was founded after the victory of the Allied powers and HYDRA in WWII and was originally meant to protect the U.S., and later the world, from all possible threats. S.H.I.E.L.D. had highly advanced weapons and extraordinary agents and was considered the greatest military power on Earth. Since there were so many problems S.H.I.E.L.D. had to solve, eventually a team called the Avengers was created to save the world from a 2012 alien invasion (The Battle of New York). In 2014, Capitan America exposed that S.H.I.E.L.D. was infiltrated and controlled by HYDRA. This led it being labelled a terrorist organization, however, after the signing of the Sokovia Accords it once again became a legal organization. 2 The Avengers The Avengers is a team assembled by S.H.I.E.L.D. that is comprised of extraordinary individuals including those with superpowers or other defining characteristics. Its purpose is to maintain world stability from terrestrial and extraterrestrial threats and to work for the entire world not just a specific country or organization. The founding members are Capitan America, Iron Man, Thor, Hawkeye, Hulk, and Black Widow. After fighting 1 HYDRA. 2 2 multiple battles together, the team split into two factions with Capitan America and Iron Man leading the opposing sides regarding the Sokovia Accords. Later the Avengers disbanded. 3 Currently, the leader of the Avengers is Iron Man with notable members Vision and War Machine. The former leader (before the dispute regarding the Sokovia Accords) was Capitan America. Notable former members include Black Widow, Falcon, Scarlet Witch, Hawkeye, Hulk, and Thor. 4 Advanced Threat Containment Unit (ATCU) The ATCU is a U.S. government organization that was created by U.S. President Matthew Ellis to address threats following the general unrest after the Battle of Sokovia. In the beginning it was infiltrated by HYDRA but it was eventually cleansed of HYDRA operatives and re-purposed to serve as the public face of the officially outlawed agency S.H.I.E.L.D. 5 The Sokovia Accords The Sokovia Accords were created by the UN and ratified by 117 nations that are meant to regulate the activities of enhanced individuals, especially those working for government agencies and private organizations (S.H.I.E.L.D and the Avengers). Key ratifying nations include Austria, France, Germany, Italy, Russia, Sokovia, United Kingdom, United States, Wakanda, and China. 6 Regulations Enhanced individuals that sign the Accords must register with the UN and provide fingerprints and DNA samples; Those with secret identities must reveal their legal names and true identities to the UN; Individuals are subject to a power analysis and must wear tracking bracelets if they have powers; Enhanced individuals that sign the Accords are prohibited from taking action in any country besides their own unless approved by their home government or the UN; Enhanced individuals that do not sign are not allowed to participate in any police, military, or espionage activities or in any national or international conflicts; Enhanced individuals that use their powers to break the law (including those that defy the rules above) or are deemed a threat to the general public can be detained indefinitely without a trial; The use of technology to give individuals powers or special capabilities and the use/ distribution of highly advanced technology is extremely regulated; 3 Avengers. 3 3 Creating self-aware artificial intelligences is prohibited; The Avengers are no longer a private organization and will operate under the supervision of the UN; 7 What is an enhanced individual? For the Accords, an enhanced individual is anyone (human or not) with superhuman capabilities. For example, this includes those that naturally have powers and those that use highly advanced technology to give themselves superhuman capabilities. Additionally, all Avengers members are subjects to the conditions that enhanced individuals are even if they are not enhanced (i.e. Black Widow and Hawkeye). 8 Views of Enhanced Individuals There are many members of the international community that support the Sokovia Accords including: Matthew Ellis (US President), Thaddeus Ross (US Secretary of State), Black Panther, Spider-Man, Everett Ross (commander of the Joint Counter Terrorist Centre), Phil Coulson and Jeffrey Mace (former and current directors of S.H.I.E.L.D.). The Avengers were extremely divided over the idea of UN oversight. Capitan America was extremely opposed to the idea because he didn t trust government agencies and abiding by other peoples agendas. On the other hand, Iron Man supported government oversight because of his guilt after the destruction that occurred in Sokovia. Known enhanced individuals that signed the Accords include: Iron Man, Vision, War Machine, and Black Widow. Known opponents of the Accords include: Captain America, Winter Soldier, Falcon, Scarlet Witch, Hawkeye, Ant-Man, and Sharon Carter. 9 Events Leading Up to The Accords Battle of New York In 2012, there was an invasion led by Loki, Thor s adopted brother, with his borrowed Chitauri army (reptilian warrior race controlled by supervillain Thanos). This was the first major threat to Earth that required the formation of the Avengers. Additionally, this was the first time humans realized they were not alone in this universe. While many humans called the Avengers heroes, criticism also arose as people began called for the regulation of people with super powers. 4 4 This was the first open battle between HYDRA and S.H.I.E.L.D. which occurred in Washington D.C. in It was discovered that the terrorist group HYDRA was active inside of S.H.I.E.L.D and Captain America, Black Widow, and Falcon had to fight against HYDRA. There was over $200 billion in damages that took years to rebuild and fix. This is another instance cited by Thaddeus Ross in forming the Sokovia Accords. 11 Battle of Sokovia This was a major battle that took place in 2015 between the Avengers and Ultron, an artificial intelligence program created by Tony Stark that believed destroying all humanity would bring peace to Earth. Ultron planned to commit global genocide by causing a meteoric impact. However, the Avengers, including Scarlet Witch, Hulk, Hawkeye, Iron Man, Capitan America, and Black Widow were able to stop him in time. At this point, public opinion of the Avengers became negative and the U.S. President, Matthew Ellis, had the Advanced Threat Containment Unit created in order to find people with special abilities and powers because they were afraid of similar incidents happening again. Almost 200 civilians died and there was $474 billion in damages. 12 Attack on the IFID Headquarters/The Lagos Catastrophe This was an open confrontation between the Avengers and a former HYDRA agent in Lagos, Nigeria that occurred May 3 rd, The agent, taking the alias Crossbones, was attempting to steal a biological weapon but was foiled by Capitan America and the other Avengers. During the battle, Scarlet Witch attempted to save Capitan America and innocent bystanders but accidentally moved a bomb too close to a building when it exploded. 26 people ended up dying including 11 relief aid workers from Wakanda. Since the Battle of Sokovia, public opinion has been increasingly divided and the destruction that occurred in Lagos ended up being a public relations disaster. There were several international politicians calling for the UN to create a system of accountability including Wakanda s King T Chaka and American 11 Battle at the Triskelion. 5 5 President Matthew Ellis. After this event, Secretary of State Thaddeus Ross informed the Avengers that the U.N. was in the process of creating the Sokovia Accords. 13 Ratification of the Accords The UN arranged a formal ceremony for the ratification of the Accords at the Vienna International Centre in Austria. Those in attendance include Black Widow and King T Chaka and his son T Challa of Wakanda. During the keynote address, a bomb was detonated and various delegates died including T Chaka. Security footage showed that the Winter Soldier was responsible although it is later discovered he was framed by someone looking for vengeance against the Avengers. 14 The Clash of the Avengers The Factions After the Sokovia Accords were created, two factions of superheroes arose. Those against the Sokovia Accords, led by Captain America, included Falcon, Hawkeye, Scarlet Witch, Winter Soldier, and Ant-Man. Those in support of the Sokovia Accords, led by Iron Man, included War Machine, Black Widow, Vision, Black Panther, and Spider-Man. Capitan America and Falcon went rogue trying to protect Winter Soldier who was still being framed for the bombing in Vienna while Thaddeus Ross granted Stark 36 hours to bring them to him. Stark assembled Black Panther, War Machine, Scarlet Witch, and Vision to bring them back. Then he recruited Spider Man to join them. Capitan America asked Hawkeye to come back from his retirement to help them retrieve Scarlet Witch who was being detained out of concern for her powers after the Lagos incident. In addition, he also recruited Ant-Man to join the fight. 15 The Clash The two factions end up facing off at an airport that was evacuated as Capitan America and his team were trying to fly to Siberia and fight an enemy, Helmut Zemo. At this point, they are violating the Accords and Iron Man has direct orders from the United States government to detain them or they would all face consequences. The two groups fought each other and at one point as Capitan America and Winter Soldier were trying to escape to go to Siberia, Black Widow betrayed her faction by attacking Black Panther and allowing them to go. Additionally, Vision accidentally hit War Machine with a powerful beam meant for Falcon that destroyed his suit and left him injured and nearly paralyzed. 13 Attack on the IFID Headquarters. 6 6 After the clash, Hawkeye, Scarlet Witch, Ant-Man, and Falcon were captured and imprisoned. Spider-Man was sent back home by Stark. War-Machine suffered sever spinal injuries and was forced to retire from his military and Avengers careers. Black Widow went into hiding, afraid of being arrested for her betrayal of the team. Stark visits the imprisoned former Avengers and realizes Capitan America might need help defeating a vengeful Sokovian grieving the loss of his whole family after the Battle of Sokovia. Iron Man and Capitan America reconcile until Iron Man discovers that Capitan America knew that Winter Soldier, while brainwashed, killed his parents when he was younger. As Iron Man attacked Winter Soldier, Capitan America jumped in to defend him and was able to successfully disable his armor and incapacitate him. At this point, Iron Man reminds Capitan America that it was his father who made his famous shield and that he didn t deserve it. Capitan America dropped the shield and left with the Winter Soldier
